中國探索實行耕地輪作休耕制度試點問題的戰(zhàn)略思考

【摘要】:耕地是糧食生產(chǎn)的根本和載體。近年來,在中國糧食連年增產(chǎn)的同時,耕地資源環(huán)境面臨著多重挑戰(zhàn),高強度利用和長期高負荷運轉(zhuǎn)使耕地得不到休養(yǎng)生息,耕地地力嚴重透支,耕地質(zhì)量退化、耕地污染尤為突出,嚴重制約了中國農(nóng)業(yè)可持續(xù)發(fā)展?茖W(xué)推進耕地輪作休耕制度,提升耕地綜合生產(chǎn)能力,是探索藏糧于地、藏糧于技的具體實現(xiàn)途徑,對推動中國農(nóng)業(yè)綠色發(fā)展和保障國家糧食安全具有重要戰(zhàn)略意義。文章在剖析國內(nèi)外耕地輪作休耕實踐與發(fā)展的基礎(chǔ)上,戰(zhàn)略性地提出了探索實行耕地輪作休耕制度試點問題的研究重點和目標,包括調(diào)研中國重點關(guān)注區(qū)域適于輪作休耕的耕地資源現(xiàn)狀與區(qū)劃,探討重點關(guān)注區(qū)域耕地實施輪作休耕的技術(shù)路徑、建立重點區(qū)域耕地輪作休耕制度試點體制機制等。為實現(xiàn)"十三五"國家農(nóng)業(yè)轉(zhuǎn)型發(fā)展,保障糧食生產(chǎn)能力和國家糧食安全提供重要咨詢建議。
[Abstract]:Cultivated land is the fundamental and carrier of grain production. In recent years, while increasing grain production year after year in China, cultivated land resources and environment are faced with many challenges. High intensity utilization and long-term and high-load operation have prevented cultivated land from recuperating. The overdraft of cultivated land, the degradation of cultivated land quality and the serious pollution of cultivated land have seriously restricted the sustainable development of agriculture in China. Scientific promotion of cultivated land rotation and fallow farming system to enhance the comprehensive production capacity of cultivated land is to explore the storage of grain in the land. The concrete way to realize the technology of storing grain is of great strategic significance for promoting the green development of Chinese agriculture and ensuring the national food security. This paper analyzes the practice and development of cultivated land rotation and fallow cultivation at home and abroad. This paper strategically puts forward the research emphases and objectives of the pilot system of cultivated land rotation and fallow tillage, including the investigation of the current situation and regionalization of cultivated land resources suitable for rotation tillage in China. In order to realize the transformation and development of agriculture in the 13th Five-Year Plan, this paper probes into the technical path of regional cultivated land rotation and fallow cultivation, and establishes the experimental system and mechanism of regional cropland rotation and fallow tillage system. Provide important advice on ensuring grain production capacity and national food security.
