【摘要】：圍繞旬邑建設(shè)現(xiàn)代煙草農(nóng)業(yè)基地單元,運(yùn)用SWOT分析法,分別從自然生態(tài)條件、社會(huì)經(jīng)濟(jì)基礎(chǔ)、煙葉生產(chǎn)基礎(chǔ)、農(nóng)業(yè)產(chǎn)業(yè)結(jié)構(gòu)調(diào)整、煙葉種植比較效益、生產(chǎn)用工、自然條件等七個(gè)方面進(jìn)行了優(yōu)劣勢分析。研究結(jié)果表明,旬邑現(xiàn)代煙草農(nóng)業(yè)基地單元建設(shè)的工作重點(diǎn)是：1.提高基地單元生產(chǎn)技術(shù)水平,充分發(fā)揮技術(shù)服務(wù)對煙葉質(zhì)量的支撐作用。堅(jiān)持依托設(shè)施、規(guī)模生產(chǎn),民主管理、市場運(yùn)作,以基地單元為單位,以單元內(nèi)煙站轄區(qū)管理的形式,結(jié)合統(tǒng)一機(jī)耕、供苗、植保、烘烤要求,創(chuàng)新煙葉生產(chǎn)的組織方式,建立健全專業(yè)化服務(wù)體系。2.以增加煙葉油分,提高煙葉香氣量,打造典型中間香型煙葉為目標(biāo),突出“清香”煙葉生產(chǎn)技術(shù)特點(diǎn),以滿足品牌建設(shè)對優(yōu)質(zhì)主料煙的需求,結(jié)合旬邑縣不同的區(qū)域生態(tài)特點(diǎn),建立品牌導(dǎo)向型基地單元。全縣規(guī)劃一個(gè)馬欄底塬子基地單元,包括馬欄鎮(zhèn)、底廟鎮(zhèn)、湫坡頭鎮(zhèn)、職田鎮(zhèn)、清塬鄉(xiāng),規(guī)劃基本煙田4.5萬畝,計(jì)劃種植1.7萬畝,計(jì)劃收購煙葉5萬擔(dān)。3.解決制約旬邑縣煙葉生產(chǎn)發(fā)展的關(guān)鍵技術(shù)問題。一是開展升級培訓(xùn)工作；二是篩選“典型中間香型”風(fēng)格突出的優(yōu)良品種；三是研究典型中間香型煙葉形成機(jī)理和指標(biāo)體系；四是開展土壤養(yǎng)分平衡技術(shù)研究和肥水專家決策系統(tǒng)開發(fā)；五是開展新型煙用機(jī)械的研發(fā)與推廣應(yīng)用。旬邑縣煙葉具有鮮明特色,符合當(dāng)前卷煙“減害降焦”趨勢,通過現(xiàn)代煙草農(nóng)業(yè)基地單元建設(shè),圍繞煙葉“低焦低害”特色,從推進(jìn)機(jī)械化種植入手,堅(jiān)持“效益優(yōu)先”原則,同工業(yè)企業(yè)合作,通過減工降本、提質(zhì)增效,可使煙農(nóng)生產(chǎn)效益明顯提高。根據(jù)測算,按現(xiàn)有生產(chǎn)水平,基地單元建成后煙農(nóng)每年可獲得3900萬元純收入、政府財(cái)政煙葉稅收近1200萬元,煙草公司通過2年煙葉種植收購工作即可收回基地單元建設(shè)投資成本。
[Abstract]:Based on the construction of modern tobacco agricultural base unit in Xunyi, SWOT analysis was used to analyze the natural ecological conditions, social and economic basis, tobacco production basis, agricultural industrial structure adjustment, comparative benefit of tobacco planting, production and employment, respectively. The advantages and disadvantages are analyzed in seven aspects, such as natural conditions. The results show that the focus of the unit construction of Xunyi modern tobacco agricultural base is to improve the production technology level of Xunyi modern tobacco agricultural base. Give full play to the support role of technical services to tobacco leaf quality. Insist on relying on facilities, scale production, democratic management, market operation, base unit as unit, management form of tobacco station area within unit, combine unified machine tillage, supply seedling, plant protection, Baking requirements, innovating the organization of tobacco production, establishing and perfecting specialized service system .2.To increase the oil content of tobacco leaf, increase the quantity of aroma of tobacco leaf, create typical middle flavor tobacco leaf as the goal, highlight the technological characteristics of "fresh fragrance" tobacco leaf production. In order to meet the demand of brand construction for high quality main material smoke, combined with the different regional ecological characteristics of Xunyi County, a brand oriented base unit was established. Vocational Town, Qingyuan Township, planning basic tobacco field 45,000 mu, planning to plant 17,000 mu, plan to purchase 50,000 Tam tobacco leaves. 3. Solve the key technical problems restricting the development of Xunyi County tobacco leaf production. First, carry out upgrading training work; The second is to screen the excellent varieties with typical middle flavor style, the third is to study the formation mechanism and index system of typical middle flavor tobacco leaves, the fourth is to develop the soil nutrient balance technology and the development of expert decision-making system of fertilizer and water. Fifth, develop the research and development and application of new tobacco machinery. Xunyi County tobacco leaves have distinct characteristics, in line with the current cigarette "harm reduction and coke reduction" trend, through the modern tobacco agricultural base unit construction, around the tobacco leaf "low coke and low harm" characteristics. Starting from promoting mechanized planting, adhering to the principle of "benefit first", cooperating with industrial enterprises, reducing production cost, increasing quality and increasing efficiency, the production efficiency of tobacco farmers can be obviously improved. After the establishment of the base unit, the tobacco farmers can get 39 million yuan net income every year, and the government revenue of tobacco leaf revenue is nearly 12 million yuan. The tobacco company can recover the investment cost of the base unit construction through two years' tobacco planting and purchasing work.
