【摘要】：[目的]旅游扶貧在脫貧攻堅工作中具有天然獨特的優(yōu)勢,是旅游資源豐富地區(qū)農(nóng)民脫貧的重要手段,是解決旅游資源富集但貧困地區(qū)的有效途徑。因此,加快鄉(xiāng)村旅游業(yè)的發(fā)展,既可以保護自然資源環(huán)境,建設(shè)生態(tài)文明,又有利于貧困地區(qū)農(nóng)民擺脫貧困走向富裕。[方法]文章以旅游扶貧為背景,分析旅游扶貧的特征特色,提出人、自然和旅游三位一體的"立體化"鄉(xiāng)村旅游模式及以政府為依托,科學(xué)制定鄉(xiāng)村旅游扶貧規(guī)劃,農(nóng)業(yè)與旅游共同發(fā)展的"政府扶持,農(nóng)旅互助"的旅游扶貧模式。[結(jié)果]基于上述分析指出以旅游扶貧為契機,發(fā)展招商引資;以旅游項目啟動扶持為重點,推動造血式扶貧機制的形成;提高當?shù)剞r(nóng)民的參與意識和管理能力;將旅游扶貧計劃納入國家扶貧體系中等4個方面針對性對策建議。[結(jié)論]為尋找鄉(xiāng)村旅游開發(fā)工作的具體對策以及布局旅游扶貧發(fā)展模式提供策略,且對今后的鄉(xiāng)村旅游扶貧發(fā)揮著重要的理論意義,以期實現(xiàn)更多地區(qū)脫貧和旅游發(fā)展的雙贏。
[Abstract]:[objective] Tourism poverty alleviation has natural and unique advantages in poverty alleviation, is an important means for farmers to get rid of poverty in areas rich in tourism resources, and is an effective way to solve the problem of rich tourism resources but poor areas. Speeding up the development of rural tourism can not only protect the natural resources and environment, build ecological civilization, but also help farmers in poor areas get rid of poverty and become rich. [methods] based on the background of tourism poverty alleviation, this paper analyzes the characteristics of tourism poverty alleviation. This paper puts forward the "three-dimensional" rural tourism model, which integrates man, nature and tourism, and the "government support" for the development of agriculture and tourism, which is based on the government, scientifically formulates the poverty alleviation plan of rural tourism, and develops agriculture and tourism together. [results] based on the above analysis, it is pointed out that we should take tourism poverty alleviation as an opportunity to develop and attract investment, focus on the starting and supporting of tourism projects, and promote the formation of hematopoietic poverty alleviation mechanism. Enhancing the participation consciousness and management ability of local farmers; This paper puts forward four countermeasures and suggestions on how to integrate the tourism poverty alleviation plan into the national poverty alleviation system. [conclusion] this paper provides strategies for finding out the specific countermeasures for the development of rural tourism and the pattern of poverty alleviation in the distribution of tourism. And it plays an important theoretical significance in the future rural tourism poverty alleviation, in order to achieve a win-win situation between poverty alleviation and tourism development in more areas.
