【摘要】：我國農(nóng)業(yè)發(fā)展形勢(shì)已發(fā)生重大變化,但農(nóng)業(yè)生產(chǎn)作為人類利用生物有機(jī)體的生命活動(dòng),將外界環(huán)境中的物質(zhì)和能量轉(zhuǎn)化為各種動(dòng)植物產(chǎn)品的本質(zhì)沒有改變。基于現(xiàn)階段我國農(nóng)業(yè)發(fā)展受到土地稀缺、水利環(huán)境條件惡化、農(nóng)民科技文化水平低與生產(chǎn)組織程度差等約束的現(xiàn)實(shí),我國農(nóng)業(yè)供給側(cè)改革要以新的現(xiàn)代農(nóng)業(yè)理念為指導(dǎo),以系統(tǒng)論觀點(diǎn)認(rèn)識(shí)現(xiàn)代農(nóng)業(yè),從農(nóng)業(yè)生產(chǎn)子系統(tǒng)角度要盡可能提高物質(zhì)與能量的循環(huán)利用效率,從農(nóng)業(yè)科教子系統(tǒng)角度要助推農(nóng)業(yè)走內(nèi)涵式發(fā)展道路;從農(nóng)業(yè)管理子系統(tǒng)宏觀層面要著眼提高農(nóng)業(yè)能量轉(zhuǎn)化效率、中觀層面要對(duì)農(nóng)業(yè)產(chǎn)業(yè)鏈進(jìn)行全方位管理。
[Abstract]:Major changes have taken place in the situation of agricultural development in China, but agricultural production is regarded as a vital activity for human beings to make use of biological organisms. The essence of transforming material and energy from the outside environment into various animal and plant products has not changed. At this stage, the agricultural development in our country is subject to the scarcity of land and the environmental conditions of water conservancy have deteriorated. Under the constraints of low level of science and technology culture and poor degree of production organization, the reform of supply side of agriculture in China should be guided by the new concept of modern agriculture and understand modern agriculture from the point of view of system theory. From the point of view of agricultural production subsystem, the recycling efficiency of material and energy should be improved as far as possible, and from the perspective of agricultural science and education subsystem, agriculture should be promoted to take the implicit development path. It is necessary to improve the efficiency of agricultural energy transformation from the macro level of agricultural management subsystem and to manage the agricultural industrial chain in all directions at the middle level.
