【摘要】：農(nóng)業(yè)供給側(cè)改革與精準(zhǔn)扶貧具有邏輯關(guān)聯(lián)性,適合構(gòu)建二者的銜接機(jī)制。農(nóng)業(yè)供給側(cè)改革具有制度供給與改革對(duì)象明確化的需求,而精準(zhǔn)扶貧在制度典范、數(shù)據(jù)共享、產(chǎn)能化解以及內(nèi)向監(jiān)控方面可與農(nóng)業(yè)供給側(cè)改革形成具體的銜接領(lǐng)域。同時(shí),農(nóng)業(yè)供給側(cè)改革也為精準(zhǔn)扶貧的縱深發(fā)展提供了機(jī)遇空間。農(nóng)業(yè)供給側(cè)改革中配置型資源和權(quán)威型資源的下移使精準(zhǔn)扶貧的內(nèi)在動(dòng)力發(fā)生明顯變化,而因農(nóng)業(yè)供給側(cè)改革市場(chǎng)化原則的引入,扶貧治理規(guī)則也發(fā)生變動(dòng)。農(nóng)業(yè)供給側(cè)改革和精準(zhǔn)扶貧銜接機(jī)制的建立,表明政府應(yīng)在雙方協(xié)同關(guān)系的基礎(chǔ)上實(shí)施"整體性治理",以此克服碎片化的制度和政策對(duì)農(nóng)業(yè)供給側(cè)改革與扶貧治理時(shí)機(jī)的延誤。
[Abstract]:Agricultural supply-side reform has logical correlation with precision poverty alleviation, which is suitable for constructing the linking mechanism of the two. Agricultural supply-side reform has the demand of institutional supply and clear reform object, while precision poverty alleviation is in the system model, data sharing, and so on. Production capacity resolution and introverted monitoring can form specific areas of convergence with agricultural supply-side reforms. At the same time, Agricultural supply-side reform also provides an opportunity space for the in-depth development of precision poverty alleviation. The shift of allocation resources and authoritative resources in the agricultural supply-side reform has obviously changed the internal motive force of precision poverty alleviation. As a result of the introduction of market-oriented principles of supply-side reform in agriculture, the rules governing poverty alleviation have also changed. It is suggested that the government should implement "holistic governance" on the basis of the synergistic relationship between the two sides, so as to overcome the delay of fragmented institutions and policies on the agricultural supply-side reform and poverty alleviation.
