【摘要】：農(nóng)業(yè)綜合開發(fā)是對農(nóng)業(yè)資源進(jìn)行全面開發(fā)和利用的綜合性活動(dòng),是目前我國政府支持和保護(hù)農(nóng)業(yè)的戰(zhàn)略性措施,肩負(fù)著發(fā)展現(xiàn)代農(nóng)業(yè)的戰(zhàn)略任務(wù),是農(nóng)村全面建設(shè)小康社會(huì)的重要保證。黑龍江省是我國重要的糧食生產(chǎn)基地,26年來農(nóng)業(yè)綜合開發(fā)投入規(guī)模逐年增大,對推動(dòng)全省農(nóng)業(yè)增產(chǎn)、農(nóng)民增收、農(nóng)村繁榮做出了積極貢獻(xiàn)。黑龍江省擔(dān)負(fù)著國務(wù)院對涉農(nóng)資金整合的試點(diǎn)任務(wù),以松嫩平原、三江平原現(xiàn)代化農(nóng)業(yè)綜合配套改革試驗(yàn)為契機(jī),研究制約黑龍江省農(nóng)業(yè)綜合開發(fā)項(xiàng)目管理水平提升所面臨的現(xiàn)實(shí)問題,探索涉農(nóng)資金整合試點(diǎn)背景下農(nóng)業(yè)綜合開發(fā)服務(wù)新農(nóng)村建設(shè),加速全省農(nóng)業(yè)向現(xiàn)代農(nóng)業(yè)轉(zhuǎn)變的新方式、新途徑,并提出切實(shí)可行的對策措施,為全省現(xiàn)代化農(nóng)業(yè)的加速發(fā)展注入強(qiáng)大推動(dòng)力。本文對國內(nèi)外相關(guān)研究成果進(jìn)行了梳理。對農(nóng)業(yè)綜合開發(fā)的基本理論進(jìn)行了概述,根據(jù)農(nóng)業(yè)綜合開發(fā)項(xiàng)目管理的特點(diǎn)、內(nèi)容,按照項(xiàng)目管理的四個(gè)階段對農(nóng)業(yè)綜合開發(fā)項(xiàng)目管理運(yùn)作程序進(jìn)行了詳細(xì)闡述。結(jié)合黑龍江省農(nóng)業(yè)綜合開發(fā)實(shí)際,按階段、分層次對項(xiàng)目管理存在的問題進(jìn)行了深入剖析,并從完善項(xiàng)目制度、加強(qiáng)項(xiàng)目與資金管理及驗(yàn)收與管護(hù)等三個(gè)方面,分別就建立健全農(nóng)業(yè)綜合開發(fā)法律法規(guī)支持保護(hù)體系、建立規(guī)范的項(xiàng)目申報(bào)制度、發(fā)揮市級農(nóng)開辦的作用、發(fā)展多元化農(nóng)業(yè)開發(fā)模式、促進(jìn)涉農(nóng)資金整合、加強(qiáng)工程招投標(biāo)監(jiān)管、落實(shí)工程監(jiān)理制度,加強(qiáng)項(xiàng)目資金管理,強(qiáng)化風(fēng)險(xiǎn)管理體系、加強(qiáng)項(xiàng)目驗(yàn)收和工程建后管護(hù)等方面提出相應(yīng)的對策建議,以便于涉農(nóng)資金的集中投入,加快黑龍江省農(nóng)業(yè)綜合開發(fā)的發(fā)展,推動(dòng)黑龍江省現(xiàn)化農(nóng)業(yè)的發(fā)展進(jìn)程。
[Abstract]:Comprehensive agricultural development is a comprehensive activity for the comprehensive development and utilization of agricultural resources. It is a strategic measure for our government to support and protect agriculture at present and shoulders the strategic task of developing modern agriculture. Heilongjiang Province is an important food production base in our country, and the scale of investment in comprehensive agricultural development has increased year by year in the past 26 years, which will promote the increase of agricultural production and increase the income of farmers in the whole province. The rural prosperity has made a positive contribution. Heilongjiang Province is shouldering the pilot task of the State Council on the integration of agriculture-related funds, taking the Songnen Plain and Sanjiang Plain as opportunities for the comprehensive reform of modern agriculture. This paper studies the practical problems that restrict the improvement of the management level of agricultural comprehensive development projects in Heilongjiang Province, explores the new ways of agricultural comprehensive development and service new rural construction under the background of agricultural fund integration pilot, and accelerates the transformation from agriculture to modern agriculture in the whole province. New approaches and practical countermeasures are put forward to inject powerful impetus into the accelerated development of modern agriculture in the province. This paper reviews the related research results at home and abroad, and summarizes the basic theory of comprehensive agricultural development. According to the characteristics and contents of comprehensive agricultural development project management, according to the four stages of project management, the operation procedure of agricultural comprehensive development project management is described in detail. The problems existing in project management are deeply analyzed in different levels, and from three aspects of perfecting project system, strengthening project and fund management, acceptance and management and maintenance, the author establishes and perfects the supporting and protecting system of comprehensive agricultural development laws and regulations respectively. To establish a standardized project declaration system, to give play to the role of city level farmers in starting up, to develop diversified agricultural development models, to promote the integration of agricultural funds, to strengthen the supervision of project bidding and bidding, to implement the project supervision system, and to strengthen the management of project funds. Strengthen the risk management system, strengthen the project acceptance and construction management and protection, and put forward the corresponding countermeasures and suggestions, so as to facilitate the concentrated investment of agricultural funds, and accelerate the development of comprehensive agricultural development in Heilongjiang Province. Heilongjiang Province to promote the development of modern agriculture.
