泗縣多元產(chǎn)業(yè)扶貧實踐研究

【摘要】:近年,國家對扶貧工作非常重視,提出到2020年所有貧困地區(qū)和貧困人口都要脫貧,邁進小康,而發(fā)展產(chǎn)業(yè)是實現(xiàn)這一目標并使脫貧者永久脫貧的根本之策。泗縣是國家級貧困縣,究其原因,主要為產(chǎn)業(yè)不興所致。為此,泗縣探索、實踐了多元產(chǎn)業(yè)扶貧模式。經(jīng)過多年發(fā)展,這一模式發(fā)揮的扶貧效果仍非常有限。本文全面、深入地審視泗縣多元產(chǎn)業(yè)扶貧發(fā)展,尋找出存在的問題及其成因,并提出解決建議,以資泗縣政府、學校和社會各界利用,對于促進泗縣產(chǎn)業(yè)扶貧發(fā)展具有一定的應用價值,同時也可為學界在此方面的深入研究提供資料。首先,本文歸納了泗縣多元產(chǎn)業(yè)扶貧主體的構成,主要包括政府、社會和學校三類,它們擴大了扶貧產(chǎn)業(yè)規(guī)模、構建了產(chǎn)業(yè)扶貧體系、推動了地區(qū)產(chǎn)業(yè)結(jié)構的轉(zhuǎn)型、促進就業(yè)創(chuàng)業(yè)平臺搭建和扶貧企業(yè)發(fā)展。同時本文對這些成效做了簡要評價,認為泗縣的扶貧資金脫貧貢獻率低、扶貧資金投入產(chǎn)出低和資金自籌限制了扶貧對象進入等。其次,本文探討了泗縣多元產(chǎn)業(yè)扶貧中存在的問題,即政府產(chǎn)業(yè)扶貧中角色越位、社會行為與扶貧責任偏離、學校主體地位長期弱化、參與權力隱性消失、扶貧產(chǎn)業(yè)缺乏動態(tài)管理機制,而這一切是由于政府的雙重身份、社會經(jīng)濟性與扶貧開發(fā)公益性矛盾、院校主體角色定位模糊、環(huán)境約束、外部力量不均衡所致。最后,針對這些問題及成因,結(jié)合泗縣未來的經(jīng)濟發(fā)展方向,本文提出了弱化政府行政主導的角色、引導學校構建功能齊全的扶貧供給體系、協(xié)調(diào)社會利益與扶貧責任意識、強化扶貧對象主體意識、加大職業(yè)教育的投入、構建培育監(jiān)督評價體系、形成扶貧績效動態(tài)監(jiān)測評估機制、建立制度化的信息反饋溝通機制和應用電子政務推動產(chǎn)業(yè)扶貧互動平臺搭建等建議,以促進泗縣多元產(chǎn)業(yè)扶貧的健康、快速發(fā)展。
[Abstract]:In recent years, the state has attached great importance to poverty alleviation, proposing that by 2020 all poverty-stricken areas and the poor population should be lifted out of poverty and stride into a well-off society. The development of industry is the fundamental strategy to achieve this goal and to make the poverty-stricken people get rid of poverty permanently. Sixian county is a state-level poor county, which is mainly caused by the lack of industry. The multi-industry poverty alleviation model has been put into practice. After years of development, the effect of this model is still very limited. This paper comprehensively and deeply examines the development of multi-industry poverty alleviation in Sixian County, and finds out the existing problems and their causes. Some suggestions are put forward to solve the problem that the government, schools and all circles of society can make use of it to promote the development of industrial poverty alleviation in Sixian County, and at the same time, it can also provide some information for the further research in this field. This paper summarizes the composition of the main body of multi-industry poverty alleviation in Sixian County, which includes three types: government, society and school. They expand the scale of poverty alleviation industry, construct the industrial poverty alleviation system, and promote the transformation of regional industrial structure. At the same time, this paper makes a brief evaluation of these results, and thinks that the contribution rate of poverty alleviation funds in Sixian County is low. The low input and output of poverty alleviation funds and self-financing restrict the entry of poverty alleviation objects. Secondly, this paper discusses the problems existing in the multi-industry poverty alleviation in Sixian, that is, the role of government industry in poverty alleviation, the deviation between social behavior and poverty alleviation responsibility, and so on. The main body position of the school has been weakened for a long time, the participation power recessive disappeared, the poverty alleviation industry lacks the dynamic management mechanism, and all this is due to the dual identity of the government, the contradiction between the social economy and the public welfare of poverty alleviation and development, and the vague orientation of the main role of the university. Finally, in view of these problems and their causes, combined with the future direction of economic development in Sixian County, this paper puts forward the role of weakening the government's administrative leading role and guiding schools to build a fully functional pro-poor supply system. Coordination of social interests and awareness of responsibility for poverty alleviation, strengthening the awareness of the subject of poverty alleviation, increasing the input of vocational education, building up a system of cultivation, supervision and evaluation, and forming a mechanism for dynamic monitoring and evaluation of poverty alleviation performance; In order to promote the healthy and rapid development of multi-industry poverty alleviation in Sixian County, we should establish an institutionalized information feedback communication mechanism and use e-government to promote the establishment of an interactive platform for industrial poverty alleviation.
