合肥市城區(qū)土地節(jié)約集約利用研究

【摘要】:本文首先梳理了國(guó)內(nèi)外土地節(jié)約集約利用研究動(dòng)態(tài),分析研究了土地報(bào)酬遞減規(guī)律的運(yùn)行機(jī)制與對(duì)土地節(jié)約集約的指導(dǎo)意義,在闡述土地受容力與土地平均集約度等相關(guān)概念的基礎(chǔ)上,提出運(yùn)用最大土地受容力作為集約邊際,平均集約度作為粗放邊際的土地集約評(píng)價(jià)手段,為土地宏觀調(diào)控提供參考工具。其次,明確從產(chǎn)業(yè)用地和農(nóng)村居民點(diǎn)兩個(gè)層次出發(fā)的評(píng)價(jià)思路,根據(jù)皖江城市帶五大產(chǎn)業(yè)類型與《建設(shè)用地集約節(jié)約利用評(píng)價(jià)規(guī)程》構(gòu)建了產(chǎn)業(yè)用地評(píng)價(jià)指標(biāo)體系和農(nóng)村居民點(diǎn)評(píng)價(jià)指標(biāo)體系,提出以層次分析法和特爾菲法相結(jié)合的方式確定指標(biāo)權(quán)重,并通過(guò)目標(biāo)值法、經(jīng)驗(yàn)借鑒法和專家咨詢法確定指標(biāo)理想值,運(yùn)用最值法和平均值法確定土地的集約邊際和粗放邊際,形成了一套完整的集約邊際評(píng)價(jià)技術(shù)。然后,以合肥市四大區(qū)域作為實(shí)證研究,即瑤海區(qū)、廬陽(yáng)區(qū)、蜀山區(qū)和包河區(qū),根據(jù)各區(qū)調(diào)查的實(shí)際數(shù)據(jù)應(yīng)用到所建的評(píng)價(jià)模型,分析土地利用的平均集約度和最大土地受容力,進(jìn)而確定了不同區(qū)域相同產(chǎn)業(yè)、相同區(qū)域不同產(chǎn)業(yè)和農(nóng)村居民點(diǎn)的粗放邊際和集約邊際。重點(diǎn)是基于評(píng)價(jià)技術(shù)的應(yīng)用結(jié)果,運(yùn)用節(jié)約集約用地利用理論,依據(jù)合肥市不同區(qū)域不同產(chǎn)業(yè)用地和農(nóng)村居民點(diǎn)的粗放邊際和集約邊際,研究土地利用的粗放邊際與土地供給關(guān)系,土地利用的集約邊際與土地供給關(guān)系,科技水平、社會(huì)經(jīng)濟(jì)條件與耕地面積保障關(guān)系,土地的受容力及其提高與土地利用集約度之關(guān)系,節(jié)約集約利用土地的評(píng)價(jià)和先進(jìn)的技術(shù)與手段等路徑。最后,提出節(jié)約集約用地研究方略,即研究規(guī)劃控制、市場(chǎng)配置、經(jīng)濟(jì)制約和政府審批管制等方法,研究增加土地供給和停止對(duì)土地投入的控制點(diǎn)、提高土地受容力和推進(jìn)更大集約度的條件,以及如何運(yùn)用節(jié)約集約利用土地評(píng)價(jià)成果指導(dǎo)節(jié)約集約用地等,探索節(jié)地節(jié)資節(jié)油且無(wú)城市病的節(jié)地模式,研究工業(yè)用地調(diào)控、土地利用總體規(guī)劃跟進(jìn)、節(jié)約集約用地經(jīng)驗(yàn)引進(jìn)、經(jīng)濟(jì)激勵(lì)和節(jié)約集約用地獎(jiǎng)懲等機(jī)制,研究城鎮(zhèn)和工業(yè)用地達(dá)到集約邊際時(shí),用地?cái)U(kuò)展的地域與實(shí)施的差別化土地利用政策。
[Abstract]:This paper firstly combs the research trends of intensive utilization of land saving at home and abroad, analyzes and studies the operating mechanism of the law of decreasing land returns and its guiding significance to land saving and intensive utilization. On the basis of expounding the related concepts of land tolerance and land average intensity, the paper puts forward that the maximum land tolerance is used as the intensive marginal, and the average intensive degree is used as the extensive marginal land intensive evaluation method. To provide reference tools for macro-control of land. Secondly, to clarify the evaluation ideas from the two levels of industrial land and rural residential areas, According to the five industrial types in the urban belt of Wanjiang River and the Evaluation rules of intensive Conservation and Utilization of Construction Land, the evaluation index system of industrial land use and the evaluation index system of rural residential area are constructed. It is proposed that the index weight be determined by the combination of analytic hierarchy process (AHP) and Delphi method, and the ideal value of the index is determined by the target value method, the experience reference method and the expert consultation method. Using the method of maximum value and the method of average value to determine the intensive marginal and extensive marginal of land, a complete set of intensive marginal evaluation techniques has been formed. Then, taking the four major regions of Hefei as an empirical study, that is, the Yao Sea area, Luyang District, Shushan District and Baohe District, According to the actual data of the investigation in different districts, the paper applies the actual data to the evaluation model, analyzes the average intensity of land use and the maximum land tolerance, and then determines the same industries in different regions. Extensive and intensive margins of different industries and rural residential areas in the same region. The emphasis is on the application of the evaluation technology and the application of the theory of economizing and intensive land use. According to the extensive and intensive marginal of different industrial land and rural residential land in different regions of Hefei, this paper studies the relationship between extensive marginal of land use and land supply, the relationship between intensive marginal of land use and land supply, and the level of science and technology. The relationship between social and economic conditions and cultivated land area security, the relationship between land tolerance and its improvement and land use intensity, the conservation of intensive land use evaluation and advanced technology and means, etc. Finally, Put forward the research strategy of economizing intensive land, that is, study the methods of planning control, market allocation, economic restriction and government examination and approval control, and study the control point of increasing land supply and stopping land input. The conditions of improving land tolerance and promoting greater land intensity, and how to use the results of land conservation and intensive utilization evaluation to guide the conservation of intensive land, to explore the land saving mode of saving land, saving money, saving oil and no urban disease, and studying the regulation of industrial land, and so on, and how to use the results of land conservation and intensive use evaluation to guide the conservation of intensive land use, etc. Follow up the overall planning of land use, introduce experience of saving intensive land, encourage and economize the reward and punishment mechanism of intensive land use, study the region of land expansion and the differential land use policy implemented when the urban and industrial land reach the intensive margin.
