【摘要】：研究目的:探究武漢區(qū)級(jí)和地塊級(jí)尺度影響因素對(duì)城鎮(zhèn)非建設(shè)用地轉(zhuǎn)用的驅(qū)動(dòng)機(jī)制,為城鎮(zhèn)土地空間布局優(yōu)化和城鎮(zhèn)化健康發(fā)展提供參考。研究方法:多層logit模型分析。研究結(jié)果:(1)武漢城鎮(zhèn)非建設(shè)用地轉(zhuǎn)用的整體差異中有44.98%由行政區(qū)之間的差異造成,55.02%由地塊間的差異造成;(2)地塊尺度上,距離市中心、道路和城鎮(zhèn)建設(shè)用地越近的地塊,非建設(shè)用地轉(zhuǎn)用的可能性越大;而距離耕地、湖泊、林地越近的地塊,非建設(shè)用地轉(zhuǎn)用的可能性越小;(3)區(qū)級(jí)尺度上,城鎮(zhèn)化綜合水平和地方財(cái)政收入越高的地區(qū),非建設(shè)用地轉(zhuǎn)用的可能性越大;農(nóng)業(yè)產(chǎn)值和耕地稟賦越高的地區(qū),非建設(shè)用地轉(zhuǎn)用的可能性越小;(4)地塊特征對(duì)城鎮(zhèn)非建設(shè)用地轉(zhuǎn)用的作用在不同行政區(qū)間存在顯著差異,行政區(qū)特征通過地塊特征對(duì)非建設(shè)用地轉(zhuǎn)用的間接作用呈現(xiàn)多種方式。研究結(jié)論:為協(xié)調(diào)土地開發(fā)與保護(hù)的矛盾,需強(qiáng)化土地利用的正外部性,在基礎(chǔ)設(shè)施較完善的區(qū)位緊湊開發(fā)新增建設(shè)用地,集中連片劃定耕地紅線和生態(tài)用地,從而提高土地管理的有效性。
[Abstract]:Objective: to explore the driving mechanism of urban non-construction land conversion by influencing factors of Wuhan district and land scale. To provide a reference for the optimization of urban land spatial layout and the healthy development of urbanization. Research methods: multilayer logit model analysis. Research results: 1). 44.98% of the total differences in the conversion of urban non-construction land in Wuhan are caused by the differences among administrative regions. 55.02% is caused by the difference between plots; (2) on the scale of land block, the closer the land is to the urban center, the closer the road and the urban construction land is, the greater the possibility of non-construction land conversion is; But the closer the land is to cultivated land, lake and woodland, the less possibility of conversion of non-construction land. (3) on the regional scale, the higher the comprehensive level of urbanization and the higher the local fiscal revenue, the greater the possibility of conversion of non-construction land; The higher agricultural output value and cultivated land endowment, the less possibility of conversion of non-construction land; (4) there are significant differences between different administrative regions in the effect of land block characteristics on the conversion of non-construction land in cities and towns. The characteristics of administrative district show many ways of indirect effects on the conversion of non-construction land through the characteristics of land plots. Conclusion: in order to coordinate the contradiction between land development and protection, we need to strengthen the positive externality of land use. In order to improve the effectiveness of land management, the new construction land should be developed in a compact location with perfect infrastructure, and the red line of cultivated land and ecological land should be delimited.
