【摘要】：如何認識仍然占農(nóng)戶大多數(shù)的傳統(tǒng)小規(guī)模承包農(nóng)戶,進而制定合理的支持引導(dǎo)政策,關(guān)系農(nóng)民的切身利益和中國的現(xiàn)代化進程。在城鄉(xiāng)一體化趨勢下,界定小農(nóng)應(yīng)從土地規(guī)模和農(nóng)業(yè)收入兩個角度來考慮,而且要認識到中國小農(nóng)是一個"多面體"。對小農(nóng)的發(fā)展前景主要有"小農(nóng)消亡論"和"小農(nóng)美好論"兩種主張。不過,從現(xiàn)狀和國情來看,積極為小農(nóng)提供社會化服務(wù)并發(fā)展新型經(jīng)營主體,因地制宜,走多元化、混合型道路更具可行性�？紤]到中國小農(nóng)數(shù)量巨大且分化嚴(yán)重,國家應(yīng)多措并舉,既繼續(xù)減少小農(nóng),又真正聯(lián)合小農(nóng),同時加強對小農(nóng)的扶持。
[Abstract]:Under the trend of urban-rural integration, how to understand the traditional small-scale farmers who still account for the majority of farmers, and then formulate reasonable policies to support and guide farmers and the interests of farmers and the modernization process of China. The definition of small farmers should be considered in terms of land size and agricultural income. It is also necessary to recognize that small farmers in China are a "polyhedron". There are two kinds of opinions on the development prospects of small farmers: "small farmers die out" and "small farmers' theory of beauty". However, from the point of view of the current situation and the national conditions. Actively provide socialized services for small farmers and develop new business subjects, according to local conditions, take a diversified, mixed road more feasible. Considering the large number of small farmers in China and serious differentiation, the country should take more measures. Both to continue to reduce smallholder farmers, but also to truly unite smallholder farmers, at the same time strengthen support for smallholder farmers.
