【摘要】：失地農(nóng)民就業(yè)問題,一直是各級黨委和政府高度關(guān)注的民生重點之一,關(guān)系到千萬失地農(nóng)民的切身利益。隨著新型城鎮(zhèn)化理念的提出與確立,山東省濟南市通過實施戶籍制度改革、提高征地補償金標(biāo)準(zhǔn)、城鄉(xiāng)養(yǎng)老醫(yī)療保險并軌、大力開展就業(yè)助力行動等一系列積極舉措,陸續(xù)化解了很多一直被專家學(xué)者非議的失地農(nóng)民就業(yè)矛盾和問題,成效顯著。目前,改革已經(jīng)進入深水區(qū),很多老問題還沒得到充分解決,而區(qū)(縣)、街(鎮(zhèn))在逐級落實政策、助推失地農(nóng)民就業(yè)的實踐過程中又遇到了若干新情況、新問題,新老問題交織情況更加復(fù)雜,亟待進一步理順?biāo)悸�、查缺補漏,加快推進政策融合。本文中,筆者首先在文獻綜述的基礎(chǔ)上,闡述了 2011年之后山東省和濟南市失地農(nóng)民就業(yè)相關(guān)領(lǐng)域的新政新規(guī),對新時期開展失地農(nóng)民就業(yè)工作的研究背景進行了理順和說明,明確了研究意義和研究目的,以及現(xiàn)階段國內(nèi)相關(guān)研究的不足之處。其次,筆者以天橋區(qū)失地農(nóng)民及其就業(yè)現(xiàn)狀為研究對象,開展抽樣調(diào)查、數(shù)據(jù)統(tǒng)計、對比分析,進而發(fā)現(xiàn)天橋區(qū)失地農(nóng)民"四少"的就業(yè)問題現(xiàn)狀。再次,筆者從經(jīng)濟社會、政策設(shè)計、失地農(nóng)民自身三個層面分析了問題出現(xiàn)的原因。最后,從政策設(shè)計和政策執(zhí)行角度提出了針對性、可行性、可操作性更強的意見建議,進而為"十三五"時期,東部老工業(yè)區(qū)做好失地農(nóng)民就業(yè)安置、防范因失地致貧提供了更加科學(xué)合理前沿的改革藍本。
[Abstract]:The employment of landless farmers has always been one of the key issues of people's livelihood that the Party committees and governments at all levels have paid close attention to, which is related to the vital interests of thousands of land-losing farmers. With the development and establishment of the new concept of urbanization. Jinan, Shandong Province, through the implementation of the household registration system reform, improve the standard of compensation for land requisition, urban and rural old-age medical insurance system, vigorously carry out a series of active actions such as employment assistance. At present, the reform has entered the deep water area, many old problems have not been fully solved, and the district (county). Street (town) in the implementation of the policy step by step, the practice of promoting the employment of land-losing farmers encountered a number of new situations, new problems, new and old problems intertwined more complex, need to further straighten out the train of thought, check the missing fill. In this paper, first of all, on the basis of literature review, the author expounds the new policies and new regulations in the field of employment of landless farmers in Shandong and Jinan after 2011. In this paper, the background of the research on the employment of landless peasants in the new period is straightened out, and the significance and purpose of the research are clarified, as well as the deficiencies of the domestic related research at this stage. Secondly. The author takes landless farmers and their employment status as the research object, carries out sampling survey, data statistics, comparative analysis, and then finds out the "four few" employment problems of landless farmers in Tianqiao area. Again. The author analyzes the causes of the problems from the aspects of economic society, policy design and land-lost farmers themselves. Finally, from the perspective of policy design and policy implementation, the author puts forward the pertinence and feasibility. The more operable opinions and suggestions can provide a more scientific and reasonable reform blueprint for the old industrial zone in the eastern part of China in the 13th Five-Year Plan period, which provides a better job placement for landless farmers and the prevention of poverty caused by the loss of land.
