【摘要】：環(huán)境成本作為衡量環(huán)境污染程度的重要指標(biāo),是環(huán)境影響的貨幣化。利用湖南省生豬規(guī)模養(yǎng)殖數(shù)據(jù),運(yùn)用產(chǎn)排污系數(shù)法,借鑒農(nóng)業(yè)環(huán)境成本評估方法,從生豬規(guī)模養(yǎng)殖污染物的實(shí)物量和價值量兩方面建立生豬規(guī)模養(yǎng)殖環(huán)境成本評估模型,對湖南省生豬規(guī)模養(yǎng)殖的環(huán)境影響進(jìn)行評估。結(jié)果表明:2010-2014年湖南省生豬規(guī)模養(yǎng)殖造成水體污染、大氣污染、土壤污染、農(nóng)作物重金屬污染所產(chǎn)生的年環(huán)境成本為25.2億元,年際間呈穩(wěn)定增長的態(tài)勢。由于各縣市養(yǎng)殖規(guī)模、耕地情況等不同,地區(qū)間污染程度差異大,污染物排放量呈向養(yǎng)殖優(yōu)勢區(qū)域、密集區(qū)域發(fā)展的趨勢。建立健全成本分擔(dān)機(jī)制,多渠道提高養(yǎng)殖戶對生豬規(guī)模養(yǎng)殖污染環(huán)境的認(rèn)知水平,完善農(nóng)村金融供給機(jī)制以拓寬養(yǎng)殖戶融資渠道,有助于對生豬規(guī)模養(yǎng)殖環(huán)境成本實(shí)施控制。
[Abstract]:Environmental cost, as an important index to measure the degree of environmental pollution, is the monetization of environmental impact. Using the data of pig scale breeding in Hunan Province, using the method of yield and discharge coefficient, the method of agricultural environmental cost assessment is used for reference. The environmental cost assessment model of pig scale breeding was established from the aspects of physical quantity and value of pollutants in pig scale culture. The environmental impact of pig scale breeding in Hunan Province was evaluated. The results showed that the scale breeding of live pigs in Hunan Province from 2010 to 2014 resulted in water pollution, air pollution and soil pollution. The annual environmental cost caused by heavy metal pollution of crops is 2.52 billion yuan, which is increasing steadily between years. Due to the different scale of farming and cultivated land in different counties and cities, the degree of pollution varies greatly among regions. The pollutant discharge is developing to the dominant area and intensive area. Establish and perfect the mechanism of cost sharing and improve the farmers' cognition level of the pollution environment of pig scale breeding through many channels. Perfecting the rural financial supply mechanism to widen the financing channels of farmers is helpful to control the environmental cost of pig scale breeding.
