【摘要】：所謂新型城鎮(zhèn)化,是指堅(jiān)持以人為本為核心,以新型工業(yè)化為動力,以統(tǒng)籌兼顧為原則,推動城市現(xiàn)代化、城市集群化、城市生態(tài)化、農(nóng)村城鎮(zhèn)化,全面提升城鎮(zhèn)化的質(zhì)量和水平,堅(jiān)持走科學(xué)發(fā)展、功能完善、環(huán)境友好、集約高效、社會和諧、個性鮮明、城鄉(xiāng)一體、大中小城市和小城鎮(zhèn)協(xié)調(diào)發(fā)展的城鎮(zhèn)化建設(shè)路子。新型城鎮(zhèn)化的“新”就是要從過去片面追求城市規(guī)模的擴(kuò)大、空間的擴(kuò)張轉(zhuǎn)變?yōu)橐蕴嵘鞘械奈幕�、公共服�?wù)等內(nèi)涵為中心,真正使我們的城鎮(zhèn)成為具有較高品質(zhì)的適宜人居之所。城鎮(zhèn)化的核心是農(nóng)村人口轉(zhuǎn)移到城鎮(zhèn),實(shí)現(xiàn)農(nóng)民到市民身份的轉(zhuǎn)變,而不是建高樓、建廣場。新型城鎮(zhèn)化的特色就是要從過去偏重城市發(fā)展轉(zhuǎn)向注重城鄉(xiāng)一體化發(fā)展。城鄉(xiāng)一體化發(fā)展不是降低城市的生活標(biāo)準(zhǔn),也不是消滅鄉(xiāng)村,而是通過新農(nóng)村建設(shè),讓農(nóng)民在生活方式、居住環(huán)境方面與城市居民享受同等的待遇。本文通過理論與實(shí)踐相結(jié)合,對鹽城市城鎮(zhèn)化發(fā)展的現(xiàn)狀和特點(diǎn)進(jìn)行分析,借鑒國內(nèi)外城鎮(zhèn)化發(fā)展的經(jīng)驗(yàn),吸取教訓(xùn),結(jié)合鹽城市市情,指出并分析鹽城市新型城鎮(zhèn)化和城鄉(xiāng)一體化發(fā)展過程中存在的問題,提出了進(jìn)一步推動鹽城市新型城鎮(zhèn)化和城鄉(xiāng)一體化發(fā)展的建議和對策。
[Abstract]:The so-called new urbanization refers to adhere to the people-oriented as the core, to the new industrialization as the driving force to promote the balanced principle of city modernization, city cluster, ecological city, urbanization of rural areas, improve the quality and level of urbanization, adhere to scientific development, perfect function, friendly environment, intensive and efficient, social harmonious, distinctive, urban and rural integration, medium and small city and the coordinated development of small towns urbanization new urbanization path. The "new" is from the one-sided pursuit of the expansion of the city, expanding the space for the city to promote the transformation of the cultural connotation of public services, such as the center, so that our town be suitable for people with a high-quality living place. Urbanization is the core of the transfer of rural population to cities and towns, realize the transformation of farmers to citizens, rather than build high-rise buildings, built in the square of the new urbanization. The color is from the past emphasis on the development of the city to focus on the integration of urban and rural development. The integration of urban and rural development is not to reduce the city's standard of living, also is not to destroy the country, but through the construction of new countryside, let the peasants in the way of life, living environment and city residents enjoy the same treatment. Through the combination of theory and practice, the status quo and characteristics on the development of urbanization in Yancheng City is analyzed, from the domestic and foreign urbanization development experience and lessons, combined with actual situation in Yancheng City, points out and analysis of Yancheng City NEW urbanization and integration of urban and rural development process, puts forward some suggestions and Countermeasures to further promote the Yancheng City new urbanization and integration of urban and rural development.
