【摘要】：規(guī)模農(nóng)業(yè)發(fā)展構(gòu)成了我國農(nóng)業(yè)轉(zhuǎn)型的核心內(nèi)容。近年來我國規(guī)模農(nóng)業(yè)發(fā)展迅速,地方政府在其中發(fā)揮了關(guān)鍵作用。研究表明,在農(nóng)村自發(fā)土地流轉(zhuǎn)中規(guī)模農(nóng)業(yè)發(fā)展困難重重。正是地方政府通過"再造水土"、"再造市場"和"再造服務(wù)"進(jìn)行全方位干預(yù),才直接推動了規(guī)模農(nóng)業(yè)的大發(fā)展。但是地方政府過度傾斜規(guī)模農(nóng)業(yè)的實踐也造成了一系列不良社會后果:侵害了廣大農(nóng)戶的利益、推動了兩極分化與對立、村莊社區(qū)共同體被削弱、地方政府合法性遭質(zhì)疑等。因此,需要辯證地認(rèn)識地方政府在農(nóng)業(yè)轉(zhuǎn)型中的作用。既要引導(dǎo)其做好農(nóng)業(yè)發(fā)展的基礎(chǔ)工作,又要防范其過度行政。同時,需要處理好規(guī)模農(nóng)業(yè)與小農(nóng)農(nóng)業(yè)的關(guān)系,并堅持社區(qū)本位的農(nóng)業(yè)現(xiàn)代化。
[Abstract]:The development of large-scale agriculture constitutes the core content of agricultural transformation in China. In recent years, the local government has played a key role in the rapid development of large-scale agriculture in China. In the rural spontaneous land circulation, the development of large-scale agriculture is difficult. It is the local government to intervene in all directions through "reclaiming soil and water", "reinventing market" and "reconstructing service". But the practice of local government too inclined to scale agriculture has also caused a series of adverse social consequences: it infringes the interests of the majority of farmers and promotes polarization and opposition. The community of the village community is weakened, the legitimacy of the local government is questioned and so on. Therefore, it is necessary to dialectically understand the role of the local government in the transformation of agriculture and guide them to do a good job in the basic work of agricultural development. At the same time, we should deal well with the relationship between large-scale agriculture and smallholder agriculture, and adhere to the modernization of community-oriented agriculture.
