【摘要】：定點(diǎn)扶貧作為中國(guó)大扶貧格局體系中的重要力量,對(duì)中國(guó)當(dāng)前的減貧成績(jī)有巨大貢獻(xiàn),并將繼續(xù)發(fā)揮作用。貴州的定點(diǎn)扶貧實(shí)踐在中國(guó)的扶貧經(jīng)驗(yàn)中具有典型性,其較早采取下派工作隊(duì)作為扶貧的組織行動(dòng)方式沿襲了中國(guó)共產(chǎn)黨的農(nóng)村治理經(jīng)驗(yàn)。但定點(diǎn)扶貧的組織動(dòng)力及下派工作隊(duì)的組織方式在高效推進(jìn)扶貧工作取得一定成績(jī)的同時(shí),也面臨一系列的實(shí)踐困境,具體表現(xiàn)在行動(dòng)目標(biāo)的偏離、組織權(quán)力的非規(guī)范使用及成效評(píng)估弱化等實(shí)踐困境,急需通過(guò)理清行動(dòng)目標(biāo)、規(guī)范權(quán)力使用以及完善財(cái)務(wù)和評(píng)估制度體系等方式研究解決。
[Abstract]:As an important force in China's poverty relief system, targeted poverty alleviation has made great contributions to China's current achievements in poverty reduction. And will continue to play a role in Guizhou's designated poverty alleviation practice in China's poverty alleviation experience is typical. Earlier, it adopted the lower task force as the organization and action mode of poverty alleviation, which followed the experience of the Communist Party of China in rural governance. However, the organization motive force of the designated poverty alleviation and the organization mode of the lower dispatch task force achieved a good result in promoting poverty alleviation work efficiently. At the same time. It also faces a series of practical dilemmas, such as deviation of action targets, non-standard use of organizational power and weakening of effectiveness evaluation. Standardize the use of power and improve the financial and evaluation system and other ways to solve the problem.
