【摘要】：鄉(xiāng)村旅游發(fā)展能夠給當?shù)鼐用駧砭薮蟮木蜆I(yè)機遇,社區(qū)參與能夠提高鄉(xiāng)村居民整體的社會保障水平,這為吉登斯所倡導的“第三條道路”社會保障思想提供了現(xiàn)實依據(jù),也為鄉(xiāng)村旅游實現(xiàn)精準扶貧效果提供了創(chuàng)新路徑。洛陽欒川重渡溝村的社會保障在鄉(xiāng)村旅游的影響下經(jīng)歷了3個階段,1999年前未發(fā)展鄉(xiāng)村旅游時受國家干預主義影響較大,1999—2004年鄉(xiāng)村旅游發(fā)展體現(xiàn)了經(jīng)濟自由主義的影響,而2004年至今的實踐體現(xiàn)了經(jīng)濟自由主義與國家干預主義的融合,實現(xiàn)了政府與市場、公平與效率、權利與責任的相對均衡,實踐中已初步實現(xiàn)了以就業(yè)保障為基礎、以養(yǎng)老保障及最低生活保障等為內(nèi)容的鄉(xiāng)村社會保障的全面提高。研究表明,西方背景下形成的國家干預主義及經(jīng)濟自由主義在中國鄉(xiāng)村市場經(jīng)濟實踐中有著不同的詮釋及呈現(xiàn)方式,鄉(xiāng)村旅游精準扶貧的關鍵是社區(qū)力量的覺醒及培育,其創(chuàng)新路徑是實現(xiàn)“以旅游換保障”,即實現(xiàn)鄉(xiāng)村旅游經(jīng)濟功能向社會功能的轉(zhuǎn)變。
[Abstract]:The development of rural tourism can bring huge employment opportunities to local residents, and community participation can improve the overall social security level of rural residents. This provides the realistic basis for the social security thought of "the third way" advocated by Giddens. It also provides an innovative way for rural tourism to achieve precision poverty alleviation. The social security of Luanchuan Chongdugou Village in Luoyang has experienced three stages under the influence of rural tourism. Before 1999, the development of rural tourism was greatly influenced by state interventionism before 1999. The development of rural tourism reflected the influence of economic liberalism from 1999 to 2004. Since 2004, the practice has reflected the integration of economic liberalism and state interventionism, and realized the relative balance between government and market, fairness and efficiency, right and responsibility. In practice, the rural social security based on employment security, old-age security and minimum living security has been preliminarily realized. The state interventionism and economic liberalism formed under the western background have different interpretations and presentation ways in the practice of China's rural market economy. The key to accurate poverty alleviation in rural tourism is the awakening and cultivation of community forces. Its innovative path is to realize the transformation of rural tourism economic function to social function.
