【摘要】：提升農(nóng)村公共服務(wù)供給效率和質(zhì)量是推進(jìn)農(nóng)村公共服務(wù)供給側(cè)結(jié)構(gòu)性改革、實(shí)現(xiàn)城鄉(xiāng)統(tǒng)籌發(fā)展的內(nèi)在要求。基于行動(dòng)者網(wǎng)絡(luò)理論視角,通過(guò)構(gòu)建農(nóng)村公共服務(wù)多元合作供給的"行動(dòng)者網(wǎng)絡(luò)"分析框架,對(duì)當(dāng)前影響我國(guó)農(nóng)村公共服務(wù)多元合作供給質(zhì)量的現(xiàn)實(shí)原因進(jìn)行詳細(xì)闡釋,并提出優(yōu)化農(nóng)村公共服務(wù)多元合作供給網(wǎng)絡(luò)的重塑路徑。從農(nóng)村公共服務(wù)多元合作供給的公共服務(wù)基礎(chǔ)條件、多元供給主體行為模式和多元合作供給關(guān)系三個(gè)維度來(lái)看,正是農(nóng)村公共服務(wù)多元化供給的服務(wù)支持能力與多元合作供給資源困囿,主體的轉(zhuǎn)譯行為與公共服務(wù)合作供給目標(biāo)失諧,主體間競(jìng)爭(zhēng)不完全、效能不確定與多元合作供給功能挑戰(zhàn)等多重因素影響,掣肘農(nóng)村公共服務(wù)多元合作供給的服務(wù)質(zhì)量。因此,需從加固多元合作供給網(wǎng)絡(luò)的結(jié)點(diǎn)網(wǎng)絡(luò)、激活活動(dòng)網(wǎng)絡(luò)、疏通關(guān)系網(wǎng)絡(luò)三方面著手,重塑農(nóng)村公共服務(wù)多元合作供給網(wǎng)絡(luò)。
[Abstract]:Improving the efficiency and quality of rural public service supply is the internal requirement of promoting the supply-side structural reform of rural public service and realizing the overall development of urban and rural areas. Through constructing the "actor network" analysis frame of rural public service multi-cooperative supply, this paper explains in detail the realistic reasons that affect the supply quality of rural public service multi-cooperative supply. And put forward to optimize the rural public service multi-cooperative supply network remodeling path. From the rural public service multi-cooperative supply of public service basic conditions. The behavior model of multiple supply main body and the three dimensions of multiple cooperative supply relationship are just the service support ability of rural public service diversification supply and the limitation of multiple cooperative supply resources. The translation behavior of the subject is out of tune with the target of the public service cooperative supply, the competition among the subjects is not complete, the efficiency is uncertain and the supply function challenge of the pluralistic cooperation is affected by many factors. Therefore, it is necessary to strengthen the node network of multi-cooperative supply network, activate the active network and dredge the relationship network. Reshape rural public service multiple cooperative supply network.
