【摘要】：多種形式的規(guī)模經(jīng)營(yíng)有利于促進(jìn)現(xiàn)代農(nóng)業(yè)發(fā)展,但是否利于改進(jìn)農(nóng)民福利值得探討�；诎不帐�7縣(區(qū))實(shí)地調(diào)研,從福利經(jīng)濟(jì)學(xué)視角對(duì)規(guī)模經(jīng)營(yíng)模式下農(nóng)戶福利特征進(jìn)行比較分析,并探討農(nóng)戶福利改進(jìn)的效果。結(jié)果表明,安徽省規(guī)模經(jīng)營(yíng)模式分為農(nóng)戶自營(yíng)、農(nóng)戶聯(lián)合經(jīng)營(yíng)和農(nóng)業(yè)產(chǎn)業(yè)化聯(lián)合經(jīng)營(yíng)3種模式。自營(yíng)模式下農(nóng)戶能完全自主決策,用工成本相對(duì)較低,但社會(huì)資源有限;聯(lián)合經(jīng)營(yíng)模式下農(nóng)戶簽訂契約,擁有部分決策權(quán),社會(huì)網(wǎng)絡(luò)擴(kuò)大,但存在一定的違約風(fēng)險(xiǎn);產(chǎn)業(yè)化聯(lián)合經(jīng)營(yíng)模式下經(jīng)營(yíng)決策權(quán)由企業(yè)掌控,農(nóng)戶參與標(biāo)準(zhǔn)化生產(chǎn),但依賴于企業(yè)的運(yùn)營(yíng)和履約情況來(lái)保障收益。研究表明,每種模式對(duì)農(nóng)戶福利改進(jìn)均有一定成效,但仍存在有待改進(jìn)的地方。自營(yíng)模式下應(yīng)加大對(duì)農(nóng)戶的支持力度,引導(dǎo)農(nóng)戶合理安排生產(chǎn)規(guī)模,加強(qiáng)對(duì)規(guī)模經(jīng)營(yíng)風(fēng)險(xiǎn)的認(rèn)知和防范;聯(lián)合經(jīng)營(yíng)模式下種養(yǎng)合作社應(yīng)加強(qiáng)品牌意識(shí),土地合作社應(yīng)規(guī)范管理,增強(qiáng)雙方契約精神,探索縱深一體化聯(lián)合;產(chǎn)業(yè)化聯(lián)合經(jīng)營(yíng)模式下應(yīng)通過(guò)股份合作等形式建立完善的風(fēng)險(xiǎn)、利益分?jǐn)倷C(jī)制,發(fā)揮合作社中介功能。
[Abstract]:A variety of forms of scale management is conducive to promoting the development of modern agriculture, but whether it is beneficial to improve the welfare of farmers is worth discussing. Based on the field investigation in 7 counties (districts) of Anhui Province. From the perspective of welfare economics, this paper makes a comparative analysis of the characteristics of farmers' welfare under the mode of scale operation, and discusses the effect of the improvement of farmers' welfare. The result shows that the scale management model of Anhui Province is divided into farmer's self-supporting mode. There are three modes of joint management of peasant households and agricultural industrialization. Under the mode of self-management, farmers can make decisions on their own completely, the cost of employment is relatively low, but the social resources are limited. Under the mode of joint operation, farmers sign contracts, have part of decision-making power and expand social network, but there is a certain risk of breach of contract. Under the mode of industrial joint operation, the decision-making power of management is controlled by the enterprise, and farmers participate in standardized production, but depend on the operation and performance of the enterprise to protect the income. Each model has some effect on the improvement of farmers' welfare, but there are still some areas to be improved. Under the self-support mode, we should increase the support to the farmers and guide them to arrange the scale of production reasonably. Strengthen the cognition and prevention to the scale management risk; Under the joint management mode, the cooperative should strengthen the brand consciousness, and the land cooperative should standardize the management, strengthen the spirit of contract between the two sides, and explore the deep integration and union. Under the mode of joint operation of industrialization, we should establish perfect risk and benefit sharing mechanism by means of stock cooperation and give play to the intermediary function of cooperatives.
