【摘要】：貧困是一個永恒的、又不斷更新的話題。本文描繪了貧困概念的演變、不同貧困識別和測量及其對應(yīng)的各種貧困群體,梳理了基于宏觀經(jīng)濟學(xué)和發(fā)展經(jīng)濟學(xué)的反貧困理論構(gòu)建以及微觀層面的各種反貧困方式與模式。反思我國反貧困的歷程與成就,本文認為以生產(chǎn)發(fā)展為主的開發(fā)式扶貧已經(jīng)不能有效地解決我國反貧困中的"難題",反貧困的方法需要社會保護視角的創(chuàng)新。構(gòu)建社會安全網(wǎng)是應(yīng)對貧困的重要措施,關(guān)鍵在于發(fā)揮好社會保障的扶貧兜底作用和收入再分配功能、創(chuàng)新積極的社會救助和社會保障政策、加強圍繞貧困人口的社會性基礎(chǔ)設(shè)施建設(shè)。
[Abstract]:Poverty is an eternal and constantly updated topic. This paper describes the evolution of the concept of poverty, different poverty identification and measurement and their corresponding various poverty groups. Combing the anti-poverty theory construction based on macroeconomics and development economics, as well as various anti-poverty ways and models at the micro level, reflecting on the course and achievements of anti-poverty in China. This paper holds that the development-oriented poverty alleviation based on production development has not been able to effectively solve the "difficult problems" in anti-poverty in China. Building a social safety net is an important measure to deal with poverty. The key lies in giving full play to the role of social security in poverty alleviation and income redistribution. We should innovate active social assistance and social security policies and strengthen the construction of social infrastructure around the poor.
