【摘要】：鄉(xiāng)村是現(xiàn)代化、城市化的根基,是人類(lèi)共有的文化根脈和精神家園。改革開(kāi)放以來(lái),我國(guó)經(jīng)濟(jì)飛速發(fā)展,人民生活水平顯著提高,城市化進(jìn)程日益加快。然而城鄉(xiāng)差距卻在不斷擴(kuò)大,部分地區(qū)農(nóng)民的生活依然貧困,農(nóng)業(yè)發(fā)展緩慢,農(nóng)村的生態(tài)環(huán)境等問(wèn)題日益凸顯,這些與農(nóng)民切身利益息息相關(guān)的問(wèn)題得不到解決,不僅影響社會(huì)的穩(wěn)定,而且制約我國(guó)“全面小康”社會(huì)總體目標(biāo)的實(shí)現(xiàn)。為此,我們提出了建設(shè)美麗鄉(xiāng)村這一任務(wù)。大洼縣美麗鄉(xiāng)村建設(shè)作為遼寧省的典型,堅(jiān)持宜聚則聚、宜散則散的原則,立足縣情、鎮(zhèn)情、村情和民情,探索了一條美麗鄉(xiāng)村建設(shè)的新模式。 本文系統(tǒng)梳理了大洼縣美麗鄉(xiāng)村建設(shè)的經(jīng)驗(yàn),對(duì)美麗鄉(xiāng)村建設(shè)的目標(biāo)、涵義、理論、實(shí)踐做了分析總結(jié),結(jié)合大洼縣美麗鄉(xiāng)村建設(shè)的現(xiàn)狀和出現(xiàn)的問(wèn)題,對(duì)實(shí)際操作中產(chǎn)生的一些問(wèn)題有針對(duì)性的提出了一些意見(jiàn)和建議。首先,在國(guó)內(nèi)外文獻(xiàn)研究的基礎(chǔ)上,對(duì)城鄉(xiāng)一體化、新農(nóng)村建設(shè)和美麗鄉(xiāng)村建設(shè)理論進(jìn)行了闡述,對(duì)美麗鄉(xiāng)村建設(shè)的國(guó)內(nèi)外實(shí)踐進(jìn)行了介紹。其次,結(jié)合本人實(shí)際鄉(xiāng)鎮(zhèn)工作,在問(wèn)卷調(diào)查和訪(fǎng)談?wù){(diào)研的基礎(chǔ)上,對(duì)大洼縣美麗鄉(xiāng)村建設(shè)的基礎(chǔ)、總體規(guī)劃進(jìn)行了分析,并結(jié)合大洼縣三個(gè)典型個(gè)案,總結(jié)了大洼縣美麗鄉(xiāng)村建設(shè)在鄉(xiāng)村治理和村容村貌方面取得的成效。其次,依據(jù)就地城鎮(zhèn)化、農(nóng)村生態(tài)文明假設(shè)的理論和相關(guān)政策,借鑒國(guó)內(nèi)外典型經(jīng)驗(yàn)?zāi)Ｊ?分析了大洼縣美麗鄉(xiāng)村建設(shè)的經(jīng)驗(yàn)和特點(diǎn),結(jié)合實(shí)際調(diào)查結(jié)果,并從政策解讀和執(zhí)行、鄉(xiāng)風(fēng)文明建設(shè)、農(nóng)業(yè)產(chǎn)業(yè)化和民主參與管理幾個(gè)方面剖析大洼縣美麗鄉(xiāng)村建設(shè)的問(wèn)題及其原因。最后,對(duì)大洼縣美麗鄉(xiāng)村建設(shè)提出了統(tǒng)籌城鄉(xiāng)發(fā)展、發(fā)展現(xiàn)代農(nóng)業(yè)、繁榮農(nóng)村文化和促進(jìn)村民自治的改進(jìn)建議。 本文從大洼美麗鄉(xiāng)村建設(shè)的客觀(guān)實(shí)際和問(wèn)題本質(zhì)出發(fā),采用文本分析方法、問(wèn)卷調(diào)查和訪(fǎng)談?wù){(diào)查、案例研究的理論和方法,以就地城鎮(zhèn)化為指導(dǎo)方針,研究了大洼縣在美麗鄉(xiāng)村建設(shè)中實(shí)際操作層面存在的困難,并通過(guò)在建設(shè)中因地制宜,尋求方法,總結(jié)經(jīng)驗(yàn)、吸收教訓(xùn),提出美麗鄉(xiāng)村建設(shè)的改進(jìn)意見(jiàn)。為拓寬美麗鄉(xiāng)村建設(shè)的視野,促進(jìn)我國(guó)美麗鄉(xiāng)村建設(shè)提供了可資借鑒的案例。
[Abstract]:The village is the foundation of city modernization, is the human common cultural roots and spiritual home. Since the reform and opening up, China's rapid economic development, improve people's living standards, city of accelerating process. However, the gap between urban and rural areas is growing, some farmers still live in poverty, the slow development of agriculture, rural areas the ecological environment problems have become increasingly prominent, these are closely related to the vital interests of farmers problem can not be solved, not only affect the social stability, but also restrict the overall goal of China's implementation of "comprehensive well-off society". For this, we put forward the construction of the beautiful countryside this task. The construction of the beautiful countryside as the typical Dawa County of Liaoning province. Insist you should gather together, should loose the loose principle, based on the counties, towns, villages and the people, to explore a new mode of the construction of the beautiful countryside.
This paper analyzes the Dawa County beautiful village construction experience, the construction of the beautiful countryside, meaning, theory and practice were analyzed and summarized, combined with the status quo of Dawa County beautiful village construction and problems on some problems in the actual operation and puts forward some opinions and suggestions. First of all, in the based on the literature at home and abroad, the integration of urban and rural areas, expounds the construction of new countryside and beautiful village construction theory and practice at home and abroad on the construction of the beautiful countryside are introduced. Secondly, combined with my practical work of township based on questionnaire survey and interview survey, based on the construction of the beautiful countryside in Dawa County, overall planning is analyzed, and combined with the three typical cases in Dawa County, summed up the Dawa County beautiful village construction in the rural governance and the effectiveness of the village. Secondly, on the basis of in situ urbanization The rural ecological civilization, hypothesis and related policies, from the typical empirical mode at home and abroad, analyses the experience and characteristics of Dawa County, beautiful countryside construction, combined with the actual survey results, and from the policy interpretation and execution, the construction of rural civilization, analyzes the Dawa County beautiful rural construction problems and causes of agricultural industrialization and democracy. And management aspects. Finally, put forward the urban and rural development in Dawa County beautiful rural construction, the development of modern agriculture, promote the prosperity of rural culture and suggestions to improve the villagers' autonomy.
This paper from the actual construction of the beautiful countryside and Dawa nature of the problem of using the method of text analysis, questionnaire and interview survey, theory and case study method, in situ urbanization guidelines of Dawa County in the beautiful countryside construction in the actual operational level problems, and through the conditions, under construction seeking method, sum up experience, absorb lessons, improve the construction of the beautiful countryside.
