【摘要】：城鎮(zhèn)化是人類文明進(jìn)步和經(jīng)濟(jì)社會(huì)發(fā)展的重要?dú)v史過(guò)程。我國(guó)城鎮(zhèn)化正值快速發(fā)展階段,不少學(xué)者預(yù)測(cè),到21世紀(jì)末,我國(guó)城鎮(zhèn)化率將達(dá)到80%。城鎮(zhèn)化已成為近代以來(lái)社會(huì)發(fā)展和現(xiàn)代化的助推器、文明的標(biāo)桿。我國(guó)城鎮(zhèn)化經(jīng)過(guò)幾十年的發(fā)展已經(jīng)取得了令人矚目的成績(jī),但它給人們帶來(lái)的并非都是“美好的生活”,城鎮(zhèn)化進(jìn)程中面臨著交通擁擠、環(huán)境污染、貧富差距拉大、資源過(guò)度消耗等問(wèn)題。因此,轉(zhuǎn)變城鎮(zhèn)發(fā)展方式,結(jié)合我國(guó)城鎮(zhèn)化進(jìn)程中的現(xiàn)實(shí)問(wèn)題,走集約、低碳、綠色、環(huán)保的新型城鎮(zhèn)化道路是我國(guó)城鎮(zhèn)可持續(xù)發(fā)展的必選之路,也是全面建成小康社會(huì)目標(biāo)順利實(shí)現(xiàn)的重要保障。農(nóng)業(yè)是國(guó)民經(jīng)濟(jì)發(fā)展的基礎(chǔ)。改革開(kāi)放30多年來(lái),我國(guó)國(guó)民經(jīng)濟(jì)實(shí)現(xiàn)了持續(xù)快速增長(zhǎng),人民生活總體達(dá)到小康水平,然而我們目前的小康是不全面的、低水平的小康。如何在我國(guó)目前的資源稟賦條件和發(fā)展水平下,持續(xù)保障國(guó)家的糧食安全與提升農(nóng)民生活水平是擺在我國(guó)農(nóng)業(yè)發(fā)展面前的永恒主題。因此,增加我國(guó)農(nóng)民收入,改善農(nóng)民生活質(zhì)量,加快全面建成小康社會(huì),讓農(nóng)業(yè)生產(chǎn)為經(jīng)濟(jì)社會(huì)發(fā)展提供更多的原料,必須加快推進(jìn)農(nóng)業(yè)現(xiàn)代化進(jìn)程,促進(jìn)城鄉(xiāng)協(xié)調(diào)、工農(nóng)互促的局面早日形成。2014年我國(guó)城鎮(zhèn)化率達(dá)到54.77%,根據(jù)國(guó)際經(jīng)驗(yàn)(城鎮(zhèn)化率在30%-70%區(qū)間是城鎮(zhèn)化快速提高階段),我國(guó)城鎮(zhèn)化已進(jìn)入快速發(fā)展階段。然而,我國(guó)農(nóng)業(yè)現(xiàn)代化發(fā)展水平低下,目前仍處于成長(zhǎng)階段,農(nóng)業(yè)現(xiàn)代化進(jìn)程明顯滯后于城鎮(zhèn)化進(jìn)程,“三農(nóng)問(wèn)題”突出等障礙嚴(yán)重制約了我國(guó)現(xiàn)代化進(jìn)程。黨的十八大提出推動(dòng)城鎮(zhèn)化與農(nóng)業(yè)現(xiàn)代化協(xié)調(diào)發(fā)展,這一階段的首要任務(wù)是實(shí)現(xiàn)經(jīng)濟(jì)發(fā)展模式和增長(zhǎng)機(jī)制的深度轉(zhuǎn)型,因此,必須高度重視城鎮(zhèn)化與農(nóng)業(yè)現(xiàn)代化的協(xié)調(diào)發(fā)展,避免出現(xiàn)像發(fā)達(dá)國(guó)家工業(yè)化進(jìn)程中那樣,由于片面重視工業(yè)化和城鎮(zhèn)化的發(fā)展,忽視農(nóng)業(yè)的基礎(chǔ)地位,造成環(huán)境污染、人口擁擠等“城市病”�；诳茖W(xué)發(fā)展觀和城鄉(xiāng)統(tǒng)籌發(fā)展的基本理念,本文遵循多視角、多層次、多維度的研究思路。一是通過(guò)理論分析,探討新型城鎮(zhèn)化與農(nóng)業(yè)現(xiàn)代化協(xié)調(diào)發(fā)展的內(nèi)在機(jī)理,分析重慶市新型城鎮(zhèn)化和農(nóng)業(yè)現(xiàn)代化發(fā)展現(xiàn)狀；二是通過(guò)實(shí)證分析,綜合評(píng)價(jià)重慶市新型城鎮(zhèn)化與農(nóng)業(yè)現(xiàn)代化的發(fā)展水平,以及二者之間的協(xié)調(diào)程度,在此基礎(chǔ)上揭示影響二者協(xié)調(diào)發(fā)展的因素。最后,本文提出實(shí)現(xiàn)重慶市新型城鎮(zhèn)化與農(nóng)業(yè)現(xiàn)代化的協(xié)調(diào)發(fā)展,重點(diǎn)在于提升城鎮(zhèn)第二、第三產(chǎn)業(yè)對(duì)于農(nóng)村剩余勞動(dòng)力的吸納能力,同時(shí)強(qiáng)化農(nóng)業(yè)生產(chǎn)的基礎(chǔ)地位,提高勞動(dòng)生產(chǎn)率,增加農(nóng)民收入,實(shí)現(xiàn)新型城鎮(zhèn)化和農(nóng)業(yè)現(xiàn)代化同步發(fā)展。
[Abstract]:Urbanization is an important historical process of human civilization and economic and social development. The rapid development stage of urbanization in China, many scholars predict that by the end of twenty-first Century, China's urbanization rate will reach 80%., urbanization has become a booster of social development and modern civilization in modern times, the benchmark. China's Urbanization through development of a few years has made remarkable achievements, but it brings people is not always "wonderfull life", in the process of urbanization is facing traffic congestion, environmental pollution, the widening gap between rich and poor, excessive consumption of resources and other issues. Therefore, the transformation of the development mode of towns, combined with the reality, in the process of urbanization in China the intensive, low carbon, green environmental protection, new urbanization is urban sustainable development in China will choose the road, but also an important guarantee for the smooth realization of the completion of a comprehensive well-off society. Agriculture is the country Based on the development of the national economy. The 30 years of reform and opening up, China's national economy has sustained rapid growth, people's living standards have reached a well-off level, but our current well-off is not comprehensive, low level. How to present the resource endowment and development level, continue to protect the country's food security with the improvement of farmers' living standard is the eternal theme in the face of China's agricultural development. Therefore, increasing the income of farmers in our country, improve the quality of life of farmers, accelerate the comprehensive well-off society, make agricultural production for the economic and social development to provide more raw materials, we must accelerate the process of agricultural modernization, promoting the coordination of urban and rural areas, inter promotion situation the early formation of.2014 years of China's urbanization rate reached 54.77%, according to the international experience (the urbanization rate in the range of 30%-70% is rapidly increasing stage of urbanization), China urbanization has entered a fast A rapid development stage. The eighteen proposed to promote the coordinated development of urbanization and agricultural modernization, the primary task of this stage is the depth of transformation, to achieve economic development mode and growth mechanism therefore, we must attach great importance to urbanization and agricultural modernization coordinated development, to avoid the process of industrialization in developed countries like that, because of one-sided emphasis on the development of industrialization and urbanization, neglect the fundamental position of agriculture, causing environmental pollution, overcrowding and other "urban diseases" the basic idea of Scientific Outlook on Development. And urban and rural development based on the following multi angle, multi-level, multi dimension research ideas. One is through theoretical analysis Analysis on the internal mechanism of the new urbanization and agricultural modernization coordinated development, analysis of Chongqing new urbanization and agricultural modernization development status; two is through empirical analysis, comprehensive evaluation of Chongqing new urbanization and agricultural modernization development level, the degree of coordination as well as between the two, on the basis of factors that influence the coordinated development of two the. Finally, this paper presents the implementation of Chongqing City, new urbanization and agricultural modernization coordinated development, the focus is to enhance the town of second, third for industrial capacity to absorb rural surplus labor force, at the same time to strengthen the fundamental position of agriculture production, improve labor productivity, increase farmer income, achieve new urbanization and agricultural modernization development.
