【摘要】：新農(nóng)保作為一項新的重大惠農(nóng)政策在我國已經(jīng)得到了比較普遍的實施。但目前新農(nóng)保在湖南尚處在試點階段,仍存在很多政策與制度方面的問題與缺陷。要想真正解決湖南農(nóng)民的老年贍養(yǎng)問題,必須對現(xiàn)行的農(nóng)村養(yǎng)老保險相關(guān)的公共政策加以優(yōu)化與完善�；谏鲜稣J識,筆者想通過分析目前湖南農(nóng)村養(yǎng)老保險公共政策的現(xiàn)狀來發(fā)現(xiàn)其存在的問題,最終找到完善相關(guān)公共政策的主要措施。本文首先簡單介紹了農(nóng)村社會養(yǎng)老保險相關(guān)概念；其次借助相關(guān)理論,對農(nóng)村養(yǎng)老保險公共政策完善的必要性進行了闡述；然后從分析目前湖南農(nóng)村養(yǎng)老保險公共政策的現(xiàn)狀出發(fā),找出其存在的問題及缺陷,并進一步挖掘形成上述問題的原因；然后對比分析了國內(nèi)外比較具有代表性的農(nóng)村養(yǎng)老保險模式,最后提出了相應(yīng)的完善性措施。本文在具體研究過程,使用了歷史及對比分析等幾種方法,同時收集了大量資料,通過評價模型構(gòu)建方式,對結(jié)論加以驗證,期間,綜合使用了文獻資料法、定量定性結(jié)合動態(tài)測試分析法等,來分析湖南農(nóng)村養(yǎng)老保險公共政策的現(xiàn)狀、存在的主要問題及成因,創(chuàng)新了研究方式與內(nèi)容。本文第一章主要分析了農(nóng)村養(yǎng)老保險及公共政策相關(guān)理論概念,并說明了完善農(nóng)村養(yǎng)老保險公共政策的必要性；第二章分析目前湖南農(nóng)村養(yǎng)老保險建設(shè)的現(xiàn)狀及存在的問題；第三章分別從主體、客體與其他因素來探尋形成目前湖南農(nóng)村養(yǎng)老保險公共政策問題的原因；第四章分析了國內(nèi)外比較具有代表性的農(nóng)村養(yǎng)老模式,并對其中成功的經(jīng)驗進行了有效借鑒；第五章首先分析完善湖南農(nóng)村養(yǎng)老保險公共政策的可行性、難點與支撐條件,然后分析相應(yīng)的路徑選擇,最后提出相關(guān)政策建議。
[Abstract]:As a new important agricultural policy, New Rural Insurance has been widely implemented in China, but at present, it is still in the pilot stage in Hunan. There are still many problems and defects in policies and systems. It is necessary to optimize and perfect the current public policies of rural old-age insurance. Based on the above understanding, the author wants to find out the existing problems by analyzing the current situation of the rural old-age insurance public policy in Hunan. Finally find out the main measures to improve the relevant public policies. Firstly, this paper briefly introduces the concept of rural social endowment insurance; Secondly, with the help of relevant theories, the necessity of perfecting the public policy of rural old-age insurance is expounded. Then from the analysis of the current situation of Hunan rural old-age insurance public policy, find out its problems and defects, and further explore the reasons for the above problems; Then the comparative analysis of the more representative model of rural old-age insurance at home and abroad, and finally put forward the corresponding improvement measures. In the specific research process, this paper uses several methods, such as history and comparative analysis. At the same time, collected a lot of data, through the evaluation model construction method, to verify the conclusion, during the comprehensive use of literature, quantitative and qualitative analysis combined with dynamic test analysis and so on. To analyze the current situation of Hunan rural old-age insurance public policy, the main problems and causes, innovation of research methods and content. The first chapter mainly analyzes the rural old-age insurance and public policy related theoretical concepts. It also explains the necessity of perfecting the public policy of rural old-age insurance. The second chapter analyzes the current situation and existing problems of rural old-age insurance construction in Hunan Province. The third chapter explores the causes of the public policy problems in Hunan rural old-age insurance from the aspects of subject, object and other factors. Chapter 4th analyzes the more representative rural old-age model at home and abroad, and the successful experience is effectively used for reference; Chapter 5th first analyzes the feasibility, difficulties and supporting conditions of improving the public policy of Hunan rural old-age insurance, then analyzes the corresponding path choice, and finally puts forward the relevant policy recommendations.
