【摘要】：2017年中央一號(hào)文件明確提出,支持有條件的鄉(xiāng)村建設(shè)以農(nóng)民合作社為主要載體、讓農(nóng)民充分參與和受益,集循環(huán)農(nóng)業(yè)、創(chuàng)意農(nóng)業(yè)、農(nóng)事體驗(yàn)于一體的田園綜合體,通過(guò)農(nóng)業(yè)綜合開(kāi)發(fā)等渠道開(kāi)展試點(diǎn)示范。這不僅是中央在新形勢(shì)下對(duì)農(nóng)業(yè)農(nóng)村發(fā)展的重大政策創(chuàng)新,也是賦予農(nóng)業(yè)綜合開(kāi)發(fā)的重要任務(wù)。本文分析了建設(shè)田園綜合體試點(diǎn)的重大意義和主要作用,提出了田園綜合體建設(shè)理念、功能區(qū)域,舉例介紹了田園綜合體建設(shè)的主要模式。圍繞農(nóng)業(yè)綜合開(kāi)發(fā)推進(jìn)田園綜合體建設(shè),分別從建設(shè)定位、推進(jìn)力量、建設(shè)內(nèi)容、實(shí)施路徑等方面,提出了相關(guān)舉措和具體要求。本文旨在對(duì)田園綜合體建設(shè)進(jìn)行理論和實(shí)證分析的基礎(chǔ)上,對(duì)農(nóng)業(yè)綜合開(kāi)發(fā)推進(jìn)田園綜合體建設(shè)進(jìn)行政策解讀和安排部署。
[Abstract]:In 2017, the first document of the Central Committee clearly proposed to support conditional rural construction with farmers' cooperatives as the main carrier, let farmers fully participate and benefit, collect circular agriculture, creative agriculture. Agricultural experience in the rural complex, through comprehensive agricultural development and other channels to carry out pilot demonstration, which is not only the central government in the new situation of agricultural rural development of a major policy innovation. It is also an important task to give comprehensive agricultural development. This paper analyzes the significance and main role of the construction of rural complex pilot, and puts forward the concept of rural complex construction, functional areas. This paper introduces the main models of rural complex construction with examples, and promotes the rural complex construction around the comprehensive development of agriculture, respectively from the aspects of construction orientation, power, content and implementation path, etc. Based on the theoretical and empirical analysis of the rural complex construction, the policy interpretation and arrangement of agricultural comprehensive development and rural complex construction are carried out.
