【摘要】：2007年7月1日,《中華人民共和國農(nóng)民專業(yè)合作社法》正式實(shí)施。自此,我國農(nóng)民合作社呈風(fēng)起云涌之勢(shì)發(fā)展起來,以農(nóng)民合作社為主的農(nóng)民合作組織在推動(dòng)我國農(nóng)村和農(nóng)業(yè)發(fā)展中發(fā)揮了不可替代的作用。此外,我國《農(nóng)業(yè)推廣法》的修改和2015年中央一號(hào)文件對(duì)“三農(nóng)問題”的聚焦,更加凸顯了農(nóng)民合作組織作為農(nóng)業(yè)創(chuàng)新擴(kuò)散主體和農(nóng)業(yè)經(jīng)營主體的角色定位。然而,通過對(duì)相關(guān)農(nóng)業(yè)技術(shù)供給和推廣部門及相關(guān)人員的訪談和農(nóng)村的實(shí)地調(diào)查卻向我們展示了這樣一個(gè)現(xiàn)實(shí)——基層大量的農(nóng)民合作組織在整個(gè)農(nóng)村發(fā)展中的作用仍然模糊不清,角色定位尚待厘清,尤其是國際農(nóng)民合作組織普遍扮演的在農(nóng)業(yè)技術(shù)創(chuàng)新擴(kuò)散中的重要角色并沒有得到應(yīng)有的重視和凸顯。以此為切入點(diǎn),本研究在對(duì)國內(nèi)外相關(guān)文獻(xiàn)進(jìn)行充分研讀和分析整理的基礎(chǔ)之上,通過對(duì)河北省部分地區(qū)農(nóng)業(yè)技術(shù)供給和推廣部門的關(guān)鍵人物訪談和相關(guān)農(nóng)業(yè)技術(shù)傳播參與者的問卷調(diào)查,對(duì)河北省農(nóng)業(yè)創(chuàng)新擴(kuò)散的現(xiàn)狀進(jìn)行了簡(jiǎn)要的分析,重點(diǎn)剖析了當(dāng)前河北省農(nóng)民合作組織為載體的農(nóng)業(yè)創(chuàng)新擴(kuò)散模式的運(yùn)行狀況以及目前現(xiàn)存的三種主要運(yùn)行方式的分析。通過以上分析發(fā)現(xiàn),河北省在推進(jìn)農(nóng)民合作組織為載體的農(nóng)業(yè)創(chuàng)新擴(kuò)散模式的過程中存在仍然存在一些制約其進(jìn)一步發(fā)展的問題,主要包括以下幾方面:缺乏有效地識(shí)別保護(hù)政策;合作組織的規(guī)模較小,帶動(dòng)能力有限;合作組織內(nèi)部的利益聯(lián)結(jié)機(jī)制還不夠完善;管理人員的綜合素質(zhì)不高。最后,論文結(jié)合國際農(nóng)民合作組織主導(dǎo)的農(nóng)業(yè)創(chuàng)新擴(kuò)散的典型模式和河北省國欣總會(huì)農(nóng)業(yè)創(chuàng)新擴(kuò)散的成功案例,總結(jié)出它們的成功經(jīng)驗(yàn),并針對(duì)以上問題從保障機(jī)制、擴(kuò)散形式、管理機(jī)制、人員素質(zhì)四個(gè)方面提出相應(yīng)的對(duì)策建議,為河北省進(jìn)一步推進(jìn)農(nóng)民合作組織為載體的農(nóng)業(yè)創(chuàng)新擴(kuò)散模式提供發(fā)展思路。本論文在國內(nèi)層面上,從宏觀和微觀兩個(gè)層面上,基于河北省具體的案例分析,創(chuàng)新性地對(duì)目前我省農(nóng)民合作組織參與農(nóng)業(yè)創(chuàng)新擴(kuò)散模式進(jìn)行了總結(jié)和架構(gòu),可以為相關(guān)部門決策以及后來者在該方面的研究提供一定的借鑒。
[Abstract]:In July 1st 2007, the Law of the people's Republic of China on Farmers' specialized Cooperatives was put into effect. Farmers' cooperative organizations, which are mainly farmers' cooperatives, have played an irreplaceable role in promoting the development of our country's countryside and agriculture. The revision of the Agricultural extension Law of China and the focus of the first document of the Central Committee in 2015 on the "three rural issues". It also highlights the role of farmer cooperative organization as the main body of agricultural innovation diffusion and agricultural management. However. Interviews with relevant agricultural technology supply and extension departments and related personnel and field investigations in rural areas show us the fact that a large number of rural cooperative organizations at the grass-roots level still play a role in rural development as a whole. But vague. The role orientation needs to be clarified, especially the important role played by the International Farmers Cooperation Organization in the diffusion of agricultural technology innovation has not been given due attention and prominence. This study is based on the full study and analysis of the relevant literature at home and abroad. Through interviews with key figures in agricultural technology supply and extension departments in parts of Hebei Province and questionnaire survey of relevant participants in agricultural technology dissemination, this paper makes a brief analysis of the current situation of agricultural innovation diffusion in Hebei Province. Focus on the analysis of the current farmers' cooperative organizations in Hebei Province as the carrier of agricultural innovation diffusion mode and the current operation of the three main modes of analysis. Through the above analysis found. There are still some problems that restrict the further development of agricultural innovation and diffusion mode in Hebei province, including the following aspects: lack of effective identification and protection policy; (B) Cooperation organizations are small in size and limited in driving capacity; The interest coupling mechanism within the cooperative organization is not perfect enough; The comprehensive quality of managers is not high. Finally, the paper combines the typical model of agricultural innovation diffusion led by the International Farmer Cooperation Organization and the successful case of agricultural innovation diffusion of Guoxin General Association of Hebei Province. Summing up their successful experience, and in view of the above problems from the security mechanism, diffusion form, management mechanism, personnel quality four aspects of the corresponding countermeasures. For Hebei Province to further promote the farmers' cooperative organizations as the carrier of agricultural innovation and diffusion mode to provide development ideas. This paper at the domestic level, from the macro and micro levels, based on the specific case study of Hebei Province. This paper innovatively summarizes and constructs the mode of farmers' cooperative organization participating in the diffusion of agricultural innovation in our province, which can be used for reference for the relevant departments' decision making and the research in this field by the latecomers.
