【摘要】:我國(guó)從改革開發(fā)以后經(jīng)濟(jì)增長(zhǎng)不斷加快,農(nóng)村也在不斷的城鎮(zhèn)化和工業(yè)化,城市建設(shè)用地面積越來越大,農(nóng)業(yè)耕種土地與城鎮(zhèn)和工業(yè)的發(fā)展在空間上產(chǎn)生的磨擦,這些都使得農(nóng)用耕地越來越少。與此同時(shí)工業(yè)化學(xué)污染使周邊土地的土地質(zhì)量和環(huán)境遭到破壞,影響了生態(tài)平衡和自然資源。這些原因?qū)?guó)家的糧食安全生產(chǎn)產(chǎn)生了極大的威脅。劃定永久基本農(nóng)田對(duì)保證糧食安全,緩解糧食危機(jī),保證生態(tài)安全,保證優(yōu)質(zhì)耕地和促進(jìn)經(jīng)濟(jì)可持續(xù)發(fā)展具有重要的意義。本次研究主要是根據(jù)軟件應(yīng)用單位提供的全國(guó)第二次土地調(diào)查數(shù)據(jù)、圖件,江西省各市縣土地利用總體規(guī)劃以及《基本農(nóng)田劃定技術(shù)規(guī)程》等資料,利用MapGis軟件平臺(tái)構(gòu)建的基本農(nóng)田相關(guān)數(shù)據(jù)庫,并在軟件VC++6.0上運(yùn)用面向?qū)ο蟮目梢暬幊陶Z言C++,設(shè)計(jì)并實(shí)現(xiàn)江西省永久基本農(nóng)田劃定系統(tǒng)。本文第一部分首先介紹了本次論文的研究背景,研究的目的和意義;綜述了外國(guó)和本土保護(hù)耕地、保護(hù)基本農(nóng)田的情況,明確了這次研究的目標(biāo)和緊要內(nèi)容。第二部分對(duì)基本農(nóng)田劃定中的新增建設(shè)用地劃分和系統(tǒng)開發(fā)中用到的MapGis二次開發(fā)進(jìn)行了綜述。第三部分介紹了系統(tǒng)的概要設(shè)計(jì)。先介紹了技術(shù)規(guī)程以了解本次系統(tǒng)設(shè)計(jì)的技術(shù)原則、技術(shù)流程和技術(shù)關(guān)鍵。之后分析了系統(tǒng)的架構(gòu)設(shè)計(jì),概述了系統(tǒng)的功能模塊和數(shù)據(jù)庫設(shè)計(jì)。第四部分介紹分析了系統(tǒng)的詳細(xì)設(shè)計(jì)與實(shí)現(xiàn),這一部分是本文的核心,詳細(xì)說明了運(yùn)用本系統(tǒng)進(jìn)行基本農(nóng)田劃定的過程——先提取數(shù)據(jù),根據(jù)數(shù)據(jù)制作底圖,根據(jù)分析底圖設(shè)定規(guī)則得出調(diào)入地塊和調(diào)出地塊,然后將基本農(nóng)田劃定工作底圖與“調(diào)出地塊”(TCDK.WP)、“調(diào)入地塊”(TRDK.WP)進(jìn)行地塊雙向分析得到初劃地塊,最后經(jīng)過基本農(nóng)田地塊調(diào)整得到最終的基本農(nóng)田保護(hù)片。第五部分介紹了基本農(nóng)田保護(hù)片劃定、屬性入庫以及成果輸出模塊的實(shí)現(xiàn);巨r(nóng)田保護(hù)塊劃定之后需要對(duì)其進(jìn)行合并生成基本農(nóng)田保護(hù)片并對(duì)它進(jìn)行編號(hào)和面積等屬性的掛接,之后可以根據(jù)數(shù)據(jù)庫輸出圖件和表格。第六部分在系統(tǒng)設(shè)計(jì)完成各個(gè)功能模塊的程序編寫過程中進(jìn)行軟件測(cè)試和維護(hù)以保障系統(tǒng)長(zhǎng)期順利運(yùn)行。第七部分總結(jié)了本文的內(nèi)容和創(chuàng)新點(diǎn),并提出本文所存在的不足和改進(jìn)點(diǎn)。本次工作最主要的是針對(duì)江西省進(jìn)行永久基本農(nóng)田劃定,然后結(jié)合江西省的實(shí)際情況對(duì)江西省各市縣的基本農(nóng)田進(jìn)行相應(yīng)的保護(hù)。在設(shè)計(jì)并實(shí)現(xiàn)系統(tǒng)的過程中對(duì)系統(tǒng)進(jìn)行軟件測(cè)試調(diào)試工作,實(shí)現(xiàn)人機(jī)交互的永久基本農(nóng)田劃定工作,確;巨r(nóng)田數(shù)量,提升基本農(nóng)田質(zhì)量,建立健全的國(guó)土資源管理新形勢(shì)。
[Abstract]:Since the reform and development of China's economic growth has been accelerated, the rural areas are also constantly urbanization and industrialization, urban construction land area is increasing. The spatial friction between agricultural land and the development of towns and industries has resulted in less and less agricultural land. At the same time, industrial chemical pollution has damaged the quality of land and the environment of surrounding land. These causes have a great threat to the country's food security production. The delineation of permanent basic farmland will ensure food security, alleviate the food crisis, and ensure ecological security. It is of great significance to ensure high quality cultivated land and promote the sustainable development of economy. This study is mainly based on the data of the second national land survey provided by the software application units and maps. Based on the data of the general planning of land use and the Technical regulations of basic farmland Delimitation in Jiangxi Province, the basic farmland related database was constructed on the platform of MapGis software. And in the software VC 6.0 using object-oriented visual programming language C, design and implementation of Jiangxi Province permanent basic farmland demarcation system. The first part of this paper introduces the research background. The purpose and significance of the research; In this paper, the situation of protecting cultivated land and basic farmland in foreign countries and native land is summarized. The second part summarizes the new construction land division and the MapGis secondary development used in the system development. The third part introduces the system. Introduction of technical procedures to understand the technical principles of this system design. After analyzing the architecture design of the system, the function module and database design of the system are summarized. Part 4th introduces the detailed design and implementation of the system. This part is the core of this paper, the use of this system for the basic farmland delineation process-first to extract data, according to the data to make the base map. According to the rules of setting up the base map, the input and exit plots are obtained, and then the working base map of the basic farmland and the TCDK.WP are divided into two parts: TCDK.WP. "transfer into the block" TRDK.WP) to carry out the two-way analysis of the block to get the first zoning block. Finally, after the adjustment of the basic farmland plot, the final basic farmland protection film is obtained. Part 5th introduces the demarcation of the basic farmland protection slice. The realization of attribute input and output module. In order to ensure the quantity of basic farmland, improve the quality of basic farmland and establish a sound new situation of land and resources management, the permanent basic farmland delimited by man-machine interaction is realized.
