【摘要】：中國是世界最大、最重要的海洋與漁業(yè)國家之一,漁業(yè)的發(fā)展為全球食物供給起到至關重要的作用,為建設海洋強國、實施"一帶一路"倡議等做出了重要貢獻。研究發(fā)現(xiàn):"一帶一路"倡議與中國漁業(yè)發(fā)展緊密相連,"一帶一路"沿線國中"東盟"是中國水產(chǎn)品的主要貿(mào)易伙伴國,"一帶一路"國內(nèi)重點省份中多個省份是重要的漁業(yè)主產(chǎn)區(qū)。從貿(mào)易總量來看,"一帶一路"沿線65國與中國水產(chǎn)品貿(mào)易總量呈現(xiàn)穩(wěn)定增長,貿(mào)易順差格局;從貿(mào)易國別來看,"一帶一路"沿線65國中的東盟10國與俄羅斯是中國主要貿(mào)易伙伴國;從貿(mào)易品種來看,"一帶一路"沿線東盟10國出口以魚類與貝類為主,進口以飼料用魚粉和蝦類為主;從國內(nèi)出口貿(mào)易區(qū)域來看,相對集中沿海主產(chǎn)區(qū),"一帶一路"倡議重點圈定的沿海城市港口,是中國重要的一級漁港所在地。因此,我們提出,第一,科學規(guī)劃"一帶一路"沿線國家漁業(yè)國際化布局,因地制宜對目標國開展?jié)O業(yè)國際合作;第二,優(yōu)化中國漁業(yè)產(chǎn)業(yè)結構,挖掘"一帶一路"沿線國家漁業(yè)產(chǎn)業(yè)間與產(chǎn)業(yè)鏈上下游合作;第三,調(diào)整中國水產(chǎn)品結構,促進"一帶一路"沿線國家的國際貿(mào)易互補性;第四,完善漁業(yè)"走出去"政策,提供與"一帶一路"沿線國漁業(yè)合作的風險資金保障。
