【摘要】：河南省是人口大省,也是農(nóng)業(yè)大省、糧食生產(chǎn)大省。作為全國的糧食生產(chǎn)核心區(qū),河南用全國1/16的耕地生產(chǎn)出了全國1/10的糧食,不僅解決了河南省一億多人的口糧問題,每年還向外調(diào)出200億kg的商品糧和糧食制成品,為保障國家糧食安全做出了重要貢獻。2008年,國務院批復河南省糧食生產(chǎn)核心區(qū)建設(shè)規(guī)劃。我國規(guī)劃新增500億kg糧食生產(chǎn)能力,分解到河南150億kg,即到2020年,河南糧食總產(chǎn)量要達到650億kg,河南的糧食生產(chǎn)任重道遠。在河南人多地少的省情下,只有不斷提高土地的單產(chǎn)才能保障糧食的持續(xù)增產(chǎn)。目前,傳統(tǒng)的農(nóng)戶仍然是糧食生產(chǎn)的主力軍;在新型農(nóng)業(yè)經(jīng)營主體中,農(nóng)民專業(yè)合作社經(jīng)過多年的發(fā)展,日趨壯大成熟,輻射帶動作用明顯增強,而家庭農(nóng)場是國家大力支持和倡導的新興農(nóng)業(yè)經(jīng)營主體。這三種糧食生產(chǎn)主體的糧食種植水平直接影響到河南的糧食生產(chǎn),因此研究河南省傳統(tǒng)農(nóng)戶、農(nóng)民專業(yè)合作社、家庭農(nóng)場的現(xiàn)狀、存在問題以及發(fā)展對策具有重要的戰(zhàn)略意義。本研究在河南50個種糧大縣,通過統(tǒng)計調(diào)研法選取種植糧食作物的農(nóng)戶300戶、農(nóng)民專業(yè)合作社80家、家庭農(nóng)場40家,以問卷調(diào)查和實地調(diào)研得到的數(shù)據(jù)為基礎(chǔ),研究分析農(nóng)戶的家庭現(xiàn)狀、種糧的生產(chǎn)效益和田間管理技術(shù),農(nóng)民專業(yè)合作社和家庭農(nóng)場的基本情況、經(jīng)營管理現(xiàn)狀、生產(chǎn)效益和發(fā)展的瓶頸,指出河南糧食持續(xù)增產(chǎn)存在的問題,并提出相應的對策。通過調(diào)查與研究分析,河南糧食增產(chǎn)存在如下問題:1.傳統(tǒng)農(nóng)戶的種植技術(shù)仍然落后,農(nóng)民種糧收益小,種糧積極性低,農(nóng)民專業(yè)合作社和家庭農(nóng)場經(jīng)營管理水平有待提升,缺乏資金、技術(shù)、政策等扶持;2.傳統(tǒng)農(nóng)戶期望提高糧食產(chǎn)量,農(nóng)民專業(yè)合作社、家庭農(nóng)場擴大經(jīng)營規(guī)模的意愿強烈,但是相關(guān)部門的服務和制度不完善,制約其進一步發(fā)展;3.政府的引導和社會服務對農(nóng)戶、農(nóng)民專業(yè)合作社、家庭農(nóng)場的發(fā)展,在解決河南糧食持續(xù)增產(chǎn)中仍起重要的作用。河南糧食持續(xù)增產(chǎn)的主要途徑與發(fā)展策略:1.完善糧食價格形成機制;2.加強農(nóng)業(yè)推廣體系建設(shè);3.提升社會化服務水平;4.完善農(nóng)村土地流轉(zhuǎn)機制;5.加強農(nóng)業(yè)基礎(chǔ)設(shè)施建設(shè);6.大力培育新型職業(yè)農(nóng)民。
[Abstract]:Henan province has a large population, but also a major agricultural province, the grain producing province. As the core area of food production in China, with the Henan national farmland 1/16 produced the national 1/10 food, not only solve the problem of rations to more than 100000000 people in Henan Province, a year out of 20 billion kg out of grain and food manufactured goods, make for the protection of national food security an important contribution to.2008 years, the State Council approved the planning and construction of grain production in Henan province. The core area planning in China in the new food production capacity of 50 billion kg, down to 15 billion kg in Henan and Henan by 2020, the total grain yield will reach 65 billion kg, the grain production of Henan has a long way to go. In Henan were much less the situation in the province, only constantly improve the sustained increase of land productivity to ensure food. At present, the traditional farmers are still the main force of grain production; in the new agricultural enterprises, farmers' professional cooperation Agency, after years of development, gradually mature, leading role of radiation significantly enhanced, while the family farm is a new agricultural business entities of state support and advocacy. The three main grain production in the grain production level directly affects the grain production of Henan, so the study of traditional farmers in Henan Province, the status of farmer cooperatives, family farms that has important strategic significance. The existing problems and development countermeasure research in Henan 50 grain county, through the statistical research method to select planting crops, 300 households, 80 farmer cooperatives, family farms 40, obtained by questionnaire and on-the-spot investigation data as the basis, analysis of the current situation of farmers' family study the production efficiency, and field management technology for grain production, the basic situation of farmer cooperatives and family farms, the present situation of management, production efficiency and development bottleneck, refers to Henan sustainable food production problems, and put forward the corresponding countermeasures. Through investigation and research analysis of grain production in Henan has the following problems: 1. the traditional farmers planting technology is still backward, small grain farmers income, enthusiasm is low, farmer cooperatives and family farm management level should be improved, lack of funds, technology 2., policy support; traditional farmers expect to improve grain production, farmer cooperatives, family farm scale strong will, but the relevant departments and the service system is not perfect, which restricts its further development; 3. government guidance and social services to farmers, farmer cooperatives, family farm, in the settlement of the Henan food continued to play an important role in increasing production. The main way and the development strategy of Henan sustainable food production: 1. improve the grain price formation system; 2. to strengthen the agricultural extension System construction; 3. improve the level of social service; 4. improve the rural land transfer mechanism; 5. strengthen the construction of agricultural infrastructure; 6. to cultivate new professional farmers.
