【摘要】：半個(gè)多世紀(jì)以來,作為一個(gè)重要而特殊的中國林業(yè)系統(tǒng),我國國有林場已逐漸成為我國生態(tài)安全的重要屏障,是木材生產(chǎn)和保護(hù)生物多樣性的重要場所,是名勝資源的重要基地,同時(shí)也是我國新農(nóng)村建設(shè)中的一個(gè)有機(jī)組成部分。近年來,國有林區(qū)完善改革運(yùn)行效率一直是業(yè)界關(guān)注的焦點(diǎn),績效評估作為有效的管理為實(shí)現(xiàn)組織目標(biāo)具有重要影響。國有林場的績效評價(jià)也對新時(shí)期建設(shè)生態(tài)國有林場,實(shí)現(xiàn)生態(tài)安全和生態(tài)文明建設(shè)的總體戰(zhàn)略起著重要的作用。本文運(yùn)用AHP層次分析法構(gòu)建了金洞林場的管理績效評價(jià)指標(biāo)體系,通過對金洞林場管理績效評價(jià)目標(biāo)和內(nèi)容的分析,得出金洞林場經(jīng)營管理未見成效,尤其是績效管理體系不完善的現(xiàn)狀。針對這一現(xiàn)狀金洞林場的管理績效評價(jià)目標(biāo)應(yīng)立足于生態(tài)公益服務(wù)方面的效果和效率及林場自身的發(fā)展?fàn)顩r。本文按照績效考核的基本原則,遵循治理、可比性和成本收益原則,確定績效評估的指標(biāo)應(yīng)包括生態(tài)效益、經(jīng)濟(jì)效益和社會效益等三個(gè)方面,探討金洞林場管理績效考核體系未來的發(fā)展前景,旨在為金洞林場的持續(xù)發(fā)展提供有效、實(shí)際的績效考核體系,為金洞林場的發(fā)展指明方向。研究結(jié)果表明,本文構(gòu)建的金洞林場績效評價(jià)體系可以很好的評估金洞林場的管理水平。為了提升金洞林場的綜合績效應(yīng)立足金洞林場林業(yè)的可持續(xù)發(fā)展,實(shí)現(xiàn)林業(yè)、林區(qū)、林區(qū)人民三方根本利益的協(xié)調(diào)發(fā)展,優(yōu)先注重生態(tài)效益,以人為本,優(yōu)化合理配置各項(xiàng)資源,逐步提升金洞林區(qū)的經(jīng)濟(jì)實(shí)力和市場競爭力,實(shí)現(xiàn)金洞林場的健康、可持續(xù)發(fā)展。
[Abstract]:More than half a century, as an important and special Chinese forestry system, state owned forest farms in China has gradually become an important barrier to the ecological security of our country, is an important place for timber production and the conservation of biological diversity, is an important base of scenic resources, but also the new rural construction in our country's organic composition part. In recent years, the reform of state-owned forest efficiency has been the focus of the industry, the performance evaluation is the effective management has an important influence to achieve organizational goals. The performance evaluation of the state-owned forest farm is in the new period of the construction of ecological forest in China, plays an important role in achieving the overall strategy of ecological security and ecological civilization construction in this paper. By using the AHP analytic hierarchy process to construct the evaluation index system of management performance of Jindong forest farm, through the analysis of Jindong forest farm management performance evaluation objectives and contents, the Jindong Forest Farm Management without success, especially the current performance management system is not perfect. In view of this situation management performance evaluation target Jindong forest farm should be based on the development status of ecological public welfare services and the effectiveness and efficiency of forest itself. According to the basic principle of performance appraisal according to governance, comparability and cost income principle. Determine the index of performance evaluation should include three aspects of ecological benefits, economic benefits and social benefits, explore the development prospects of Jindong forest management performance evaluation system in the future, to provide effective and sustainable development for Jindong forest farm, the actual performance appraisal system, indicates the direction for the development of Jindong forest farm. The results show that the gold hole forest performance evaluation system constructed in this paper can well evaluate Jindong forest farm management level. In order to improve the comprehensive performance of Jindong forest farm should be based on Jindong forest industry To achieve sustainable development, forestry, forest, coordinated development of the three party in the fundamental interests of the people, give priority to ecological benefit, people-oriented, optimize the rational allocation of resources, and gradually improve the Jindong forest economic strength and market competitiveness, realize the Jindong forest health and sustainable development.
