【摘要】：“三農(nóng)”問題是我國推進社會主義現(xiàn)代化進程中面臨的重點和難點所在,從中央到地方都高度重視“三農(nóng)”問題。解決“三農(nóng)”問題需要金融支持,但現(xiàn)狀是我國農(nóng)村金融服務仍然落后。作為農(nóng)村金融服務的主要參與者和主導力量,農(nóng)業(yè)銀行股改上市后,將面向“三農(nóng)”作為自己的戰(zhàn)略定位,重塑組織架構、探索服務模式、創(chuàng)新產(chǎn)品體系,優(yōu)化信貸流程,充分發(fā)揮資金、人才、網(wǎng)點、網(wǎng)絡等優(yōu)勢,做好“三農(nóng)”金融服務。 本文選取農(nóng)行云南省分行(以下簡稱云南農(nóng)行)為樣本,一方面從農(nóng)業(yè)銀行主體層面,通過分析研究云南農(nóng)行服務“三農(nóng)”的具體實踐,歸納總結(jié)服務“三農(nóng)”已經(jīng)取得的成效,堅定發(fā)展信心,同時通過分析整個農(nóng)村金融體系在“三農(nóng)”服務中存在的問題,以及農(nóng)行目前遇到的瓶頸和面臨的困境,揭示農(nóng)業(yè)銀行在服務“三農(nóng)”各層面存在問題的主客觀原因,進而指出農(nóng)業(yè)銀行服務“三農(nóng)”的發(fā)展前景和方向,對服務模式、服務對象、服務區(qū)域等提出了明確的對策建議；另一方面從政府管理層面,運用公共管理學和經(jīng)濟學的相關理論,通過對農(nóng)業(yè)銀行服務“三農(nóng)”外部監(jiān)管環(huán)境和激勵機制的分析,提出政府對農(nóng)業(yè)銀行服務“三農(nóng)”的金融支持政策建議。 本文從五個方面展開討論：第一部分總體概述研究背景,相關文獻資料綜述、論文中涉及的基本概念、研究的思路和方法等；第二部分闡述農(nóng)業(yè)銀行立足縣域、服務“三農(nóng)”的理論基礎,主要包括新公共服務理論、區(qū)域協(xié)調(diào)發(fā)展理論、垂直合作型農(nóng)村金融體系理論等；第三部分闡述云南農(nóng)行服務“三農(nóng)”金融支持采取的措施,著重分析當前進一步發(fā)展面臨的困境與現(xiàn)狀；第四部分選取云南農(nóng)行服務三農(nóng)的典型事例,分析農(nóng)業(yè)銀行如何圍繞服務“三農(nóng)”目標,進行服務模式、產(chǎn)品體系、流程設計等創(chuàng)新的探索；第五部分從上述分析探討中得出本研究的基本結(jié)論,以及深化服務“三農(nóng)”金融支持工作的具體建議,包括找準服務切入點、確定信貸業(yè)務的扶持對象、增強資源配置力度、完善激勵考核政策、落實和完善信貸政策、持續(xù)扶持“三大”重點工程等。
[Abstract]:The "three rural issues" is the key point and the difficulty faced in the process of our socialist modernization, from the central to local governments have attached great importance to the "three rural issues". To solve the "three rural" issues need financial support, but the current status of China's rural financial services is still lagging behind. As the main participants and the leading force of rural financial services, stock listing Agricultural Bank of China, for the "three rural" as their strategic positioning, reshape organizational structure, explore the service model, product innovation system, optimize the credit process, give full play to the capital, talent, network, network and other advantages, make "rural financial services.
This paper selects Yunnan branch of Agricultural Bank of China (hereinafter referred to as the Yunnan bank) as the sample, on the one hand from the Agricultural Bank of the main level, through the concrete practice of Yunnan agricultural service "three agriculture", summed up the "three rural" service achievements, strengthen the development of confidence, at the same time, through the analysis of the existing in the "three rural" in the rural financial services the system is currently experiencing problems and bottlenecks and difficulties faced by the Agricultural Bank of China, reveals the existing problems in the "three rural" at all levels of the Agricultural Bank of the subjective and objective reasons, development prospects and direction and it is pointed out that the agricultural bank service "three rural" service, the service mode, service object, region and put forward countermeasures and suggestions to clear; from the government management level on the other hand, using the related theories of public management and economics, the Agricultural Bank of "three rural" external supervision and incentive environment The analysis of the mechanism put forward the government's financial support policy suggestions on agricultural bank service "three rural".
This paper from five aspects: the first part is a general overview of the research background, literature review, basic concepts involved in this thesis, research ideas and methods; the second part is based on the County Agricultural Bank, the theoretical basis of "Three Nong" service, mainly including the new public service theory, regional development theory, vertical cooperative rural financial system theory; the third part of the Agricultural Bank of China Yunnan branch service "measures of rural financial support, focus on the analysis of the current situation facing the dilemma and further development; typical examples of the fourth part of the selection of Yunnan Agricultural Bank of China rural services, analysis of agricultural bank how to focus on the" three rural "service targets, service model, product system, exploration process design and innovation; the fifth part from the analysis of the basic conclusion of this study to explore, and deepen the service" three agriculture The specific suggestions for financial support include finding the right service pointcuts, defining the supporting objects of credit business, strengthening the allocation of resources, improving the incentive assessment policy, implementing and improving the credit policy, and supporting the "three major" projects.
