【摘要】：改革以來,隨著土地制度和戶籍制度的改革,農(nóng)村人口大量遷移至城鎮(zhèn),鄉(xiāng)村社會陷入人力資本匱乏、基礎(chǔ)設(shè)施癱瘓、經(jīng)濟(jì)發(fā)展停滯的局面。鄉(xiāng)村治理也面臨著各種挑戰(zhàn)。作者通過實(shí)地調(diào)研發(fā)現(xiàn),農(nóng)民合作社這一鄉(xiāng)村社會的新星,在鄉(xiāng)村治理的諸多方面表現(xiàn)出積極的作用。首先,文章闡述了選題緣由,綜述了農(nóng)民合作社相關(guān)研究和鄉(xiāng)村治理模式,在此基礎(chǔ)上總結(jié)了研究意義,確定了研究思路以及研究的重難點(diǎn)、創(chuàng)新點(diǎn)。緊接著,文章簡述了農(nóng)民合作社的概念、特點(diǎn)和基本類型,并闡述了本研究的相關(guān)理論,即農(nóng)民合作社相關(guān)理論和相關(guān)治理理論。其次,文章結(jié)合實(shí)證數(shù)據(jù),從農(nóng)民合作社保障農(nóng)民的主體地位、促進(jìn)鄉(xiāng)風(fēng)文明化、促進(jìn)農(nóng)民政治參與的制度化和促進(jìn)城鄉(xiāng)基本公共服務(wù)均等化四個角度論證農(nóng)民合作社參與鄉(xiāng)村治理的可行性。隨后,文章構(gòu)建了農(nóng)民合作社參與鄉(xiāng)村治理的模式。在模式構(gòu)建部分,文章首先從涵義、特點(diǎn)、必要性和可能性四個角度解析農(nóng)民合作社參與鄉(xiāng)村治理的模式。其次從參與內(nèi)容和參與時序兩個方面闡述農(nóng)民合作社參與鄉(xiāng)村治理的路徑。最后構(gòu)建了三種類型的農(nóng)民合作社參與鄉(xiāng)村治理模式圖。最后,提出完善農(nóng)民合作社參與鄉(xiāng)村治理模式的對策。文章認(rèn)為完善農(nóng)民合作社參與鄉(xiāng)村治理模式,既要尊重農(nóng)民合作社的主體地位,也要確保政府的主導(dǎo)地位,政府要扮演好服務(wù)者、掌舵者和監(jiān)督者的角色。本文在實(shí)證研究和文獻(xiàn)研究的基礎(chǔ)上,綜合應(yīng)用了管理學(xué)、社會學(xué)、經(jīng)濟(jì)學(xué)、政治學(xué)、教育學(xué)等學(xué)科知識。研究農(nóng)民合作社參與鄉(xiāng)村治理這一課題,不僅有助于構(gòu)建鄉(xiāng)村治理模式,同時有助于農(nóng)民合作社的發(fā)展。
[Abstract]:Since the reform, with the reform of the land system and the household registration system, a large number of rural population to urban migration, rural society into human capital shortage, infrastructure paralysis, economic stagnation situation. The rural governance is faced with various challenges. Based on field survey found that farmers cooperatives that rural society star showed positive effects in many aspects of rural governance. Firstly, the article elaborates the reason, summarizes the related research of farmer cooperatives and rural governance mode, on the basis of summarizing the research significance, the problems, research ideas and research innovation. Then, the article describes the concept of farmers' cooperatives, characteristics and basic types, and describes the relevant theories of this research, namely the farmer cooperatives related theory and governance theory. Secondly, combining with the empirical data from the farmers to protect farmers' cooperatives The main body status, promote rural civilization, promote farmers' participation in the political system and promote the equalization of basic public services four angles of farmer cooperatives in the rural governance is feasible. Then, this paper constructs a farmer cooperatives in the rural governance mode. To construct model, starting from the connotation, characteristics, necessity and the possibility of four perspective of farmer cooperatives in the rural governance mode. Secondly from participation in the content and participate in the path of the two aspects of the timing of farmer cooperatives in the rural governance. We construct three types of farmer cooperatives in the rural governance pattern. Finally, put forward countermeasures to improve the farmers' cooperatives in the rural governance mode. The article thinks that perfect farmer cooperatives in the rural governance mode, we should respect the subject status of farmers' cooperatives, but also to ensure that the government leading A, the government should play a good service at the helm, and the role of the supervisor. Based on the empirical research and literature research, comprehensive application of management science, sociology, economics, political science, knowledge education. Research on farmer cooperatives in the rural governance on the subject, not only contribute to the construction of rural governance at the same time, contribute to the development of farmer cooperatives.
