【摘要】：研究目的:新增建設(shè)用地指標(biāo)合理分配是實(shí)現(xiàn)建設(shè)用地總量控制和減量化,建立節(jié)約集約用地激勵(lì)和約束機(jī)制的重要途徑之一。本文考慮資源稟賦和經(jīng)濟(jì)發(fā)展區(qū)域分異,構(gòu)建包括人口、二三產(chǎn)增加值、固定資產(chǎn)投資、耕地保有量、建設(shè)用地可拓展空間的新增建設(shè)用地計(jì)劃下達(dá)指標(biāo)分配體系,并結(jié)合區(qū)域建設(shè)用地經(jīng)濟(jì)增長(zhǎng)貢獻(xiàn)率分配城鄉(xiāng)建設(shè)用地增減掛鉤折抵指標(biāo),為全國(guó)新增建設(shè)用地指標(biāo)分配提供方法參考。研究方法:綜合評(píng)價(jià)法、經(jīng)濟(jì)計(jì)量法和對(duì)比分析法。研究結(jié)果:(1)基于經(jīng)濟(jì)發(fā)展階段和資源稟賦差異構(gòu)建新增建設(shè)用地計(jì)劃下達(dá)指標(biāo)分配體系,既考慮社會(huì)經(jīng)濟(jì)發(fā)展的用地需求,又兼顧區(qū)域資源稟賦的供給約束,評(píng)價(jià)體系更為全面;(2)考慮不同區(qū)域建設(shè)用地對(duì)經(jīng)濟(jì)增長(zhǎng)的貢獻(xiàn),分配城鄉(xiāng)建設(shè)用地增減掛鉤折抵指標(biāo),優(yōu)化了新增建設(shè)用地供給結(jié)構(gòu),能夠兼顧資源配置的效率。研究結(jié)論:本文為新增建設(shè)用地指標(biāo)分配提供了更為科學(xué)的方法。
[Abstract]:Research objective: the rational allocation of new construction land is to achieve the total amount of construction land control and reduction. This paper takes into account resource endowment and regional differentiation of economic development, including population, secondary and tertiary production added value, fixed asset investment, cultivated land quantity. The allocation index system of the new construction land plan of the expanding space of construction land is issued, and the increase or decrease of urban and rural construction land is combined with the contribution rate of economic growth of regional construction land allocation to the index of urban and rural construction land increase or decrease. To provide a reference for the allocation of new construction land index. Research method: comprehensive evaluation method. Based on the stage of economic development and the difference of resource endowment, the index allocation system of new construction land planning is constructed, which takes into account the land demand of social and economic development. Considering the supply constraints of regional resource endowment, the evaluation system is more comprehensive; 2) considering the contribution of construction land in different regions to economic growth, the allocation of urban and rural construction land is linked to the offset index, and the supply structure of newly added construction land is optimized. Research conclusion: this paper provides a more scientific method for the allocation of new construction land.
