【摘要】:近年來,在城鎮(zhèn)化進程加快、全面落實小康、縮小城鄉(xiāng)差距的大背景下,農(nóng)民增收問題已然成為農(nóng)村改革的關(guān)鍵。如何利用城鎮(zhèn)化的快速發(fā)展助推農(nóng)民創(chuàng)收、增收,讓農(nóng)民切實分享改革開放的紅利,也成了一個巨大的課題。從黨的十七大報告提出“創(chuàng)造條件讓更多群眾擁有財產(chǎn)性收入”,到十八大報告提到“多渠道增加農(nóng)民財產(chǎn)性收入”,體現(xiàn)出“藏富于民”的發(fā)展理念。因此,財產(chǎn)性收入作為農(nóng)民可持續(xù)增收的新的增長點受到社會廣泛關(guān)注。長期以來,農(nóng)民的工資性收入和家庭經(jīng)營性收入構(gòu)成農(nóng)民純收入的主要來源,然而近年來,這兩類收入表現(xiàn)出增長緩慢,提升空間有限的態(tài)勢。相比之下,在農(nóng)民純收入中占比微乎其微的財產(chǎn)性收入,卻呈現(xiàn)出快速增長、對總收入貢獻率不斷增強的趨勢,成為農(nóng)民增收的新亮點。本文以四川為研究對象,以農(nóng)民財產(chǎn)性收入增加的實現(xiàn)路徑為研究目的,用文獻研究、調(diào)查研究、案例分析及比較研究等方法,結(jié)合城鎮(zhèn)化進程,通過橫向、縱向?qū)Ρ?分析四川歷年農(nóng)民收入的結(jié)構(gòu)變化及財產(chǎn)性收入發(fā)展趨勢,以及四川內(nèi)部城市之間、與其他代表省份之間、與全國平均水平的財產(chǎn)性收入的對比,并選取四川省廣安市和樂山市為典型案例進行實證分析,結(jié)合農(nóng)民財產(chǎn)性收入增長現(xiàn)狀,總結(jié)出四川農(nóng)民財產(chǎn)性收入增長不理想的原因:財產(chǎn)性收入渠道來源狹窄、保障機制薄弱、土地流轉(zhuǎn)制度不規(guī)范、農(nóng)民農(nóng)村宅基地自由交易轉(zhuǎn)讓權(quán)利的實現(xiàn)機制不夠健全、農(nóng)業(yè)經(jīng)營模式分散等。通過分析制約四川農(nóng)民財產(chǎn)性收入增長原因,提出城鎮(zhèn)化進程中財產(chǎn)性收入增長的實現(xiàn)路徑:建立基于全產(chǎn)業(yè)鏈的農(nóng)民財產(chǎn)性收入增長機制;加快推動城鎮(zhèn)化進程中相關(guān)產(chǎn)權(quán)制度的建設(shè);完善城鎮(zhèn)化進程中的土地流轉(zhuǎn)市場和農(nóng)村金融資本市場;大力推動四川城鎮(zhèn)化助力農(nóng)業(yè)產(chǎn)業(yè)化;維護四川農(nóng)民的各項合法權(quán)益;強化政府職能促進農(nóng)民財產(chǎn)性收入增長穩(wěn)定化。隨著城鎮(zhèn)化進程加快,金融市場擴大、農(nóng)業(yè)經(jīng)營產(chǎn)業(yè)化、土地流轉(zhuǎn)加快等變化為農(nóng)民財產(chǎn)性收入增長提供了巨大的機遇。以城鎮(zhèn)化為契機,挖掘農(nóng)民增收潛力,研究農(nóng)民財產(chǎn)性收入持續(xù)、穩(wěn)定增長的路徑,有重要的現(xiàn)實意義。
[Abstract]:In recent years, under the background of accelerating the process of urbanization, comprehensively implementing well-off society and narrowing the gap between urban and rural areas, the problem of increasing farmers' income has become the key of rural reform. How to use the rapid development of urbanization to boost farmers' income generation. Increasing incomes and allowing farmers to share in the dividends of reform and opening up have also become a huge issue. According to the report of the 17th CPC National Congress, "create conditions for more people to own property income." To the 18 report mentioned "multiple channels to increase farmers' property income", reflecting the "rich in the people" development concept. As a new growth point of farmers' sustainable income, property income has been widely concerned by the society. For a long time, peasants' wage income and household operating income constitute the main source of farmers' net income, however, in recent years. These two types of income show a trend of slow growth and limited room for improvement. In contrast, the property income, which accounts for a small proportion of farmers' net income, has shown rapid growth. The trend of increasing the contribution rate of total income has become a new bright spot of farmers' income increase. This paper takes Sichuan as the research object and takes the path of realizing the increase of farmers' property income as the research purpose, using literature research, investigation and research. Case study and comparative study, combined with the process of urbanization, through horizontal and vertical comparison, analyzes the structural changes of farmers' income and the development trend of property income in Sichuan over the years, as well as the inter-city in Sichuan. And other representative provinces, and the national average level of property income comparison, and select Guangan City and Leshan City, Sichuan Province as a typical case for empirical analysis, combined with the current situation of farmers' property income growth. Summed up the reasons for the poor growth of Sichuan farmers' property income: narrow sources of property income channels, weak security mechanism, land transfer system is not standardized. The realization mechanism of free transaction and transfer right of peasants' rural homestead is not perfect, the agricultural management mode is scattered, and so on. Through the analysis, the reasons for restricting the growth of farmers' property income in Sichuan are restricted. Put forward the path to realize the property income growth in the process of urbanization: establish the farmers property income growth mechanism based on the whole industry chain; Accelerating the construction of property right system in the process of urbanization; Perfecting the land circulation market and the rural financial capital market in the process of urbanization; Vigorously promote the urbanization of Sichuan to help the industrialization of agriculture; To safeguard the lawful rights and interests of farmers in Sichuan; Strengthen the functions of the government to promote the stabilization of the growth of peasants' property income. With the acceleration of the urbanization process, the financial market will expand, and the agricultural management will be industrialized. The acceleration of land circulation and other changes provide a huge opportunity for the growth of farmers' property income. Taking urbanization as an opportunity, the paper explores the potential of increasing farmers' income and studies the path of sustained and stable growth of farmers' property income. It has important practical significance.
