基于低碳農(nóng)業(yè)視角的西部地區(qū)農(nóng)業(yè)生產(chǎn)效率測度研究

【摘要】:中國是農(nóng)業(yè)大國,農(nóng)業(yè)在中國占據(jù)固國興邦的戰(zhàn)略產(chǎn)業(yè)地位,其發(fā)展?fàn)顩r與國力民生息息相關(guān)。然而,當(dāng)前粗放型農(nóng)業(yè)發(fā)展模式最終將難以為繼。因此,我們必須走可持續(xù)發(fā)展之路,在促進(jìn)農(nóng)業(yè)發(fā)展的同時兼顧生態(tài)環(huán)境效益,提高農(nóng)業(yè)生產(chǎn)效率。西部地區(qū)土地廣闊,但農(nóng)業(yè)發(fā)展水平始終不高,是中國農(nóng)業(yè)發(fā)展領(lǐng)域的短板。本文基于低碳農(nóng)業(yè)視角對西部地區(qū)農(nóng)業(yè)生產(chǎn)效率進(jìn)行了測度,分析低碳農(nóng)業(yè)的影響因素,找出西部地區(qū)農(nóng)業(yè)發(fā)展緩慢的原因所在,并根據(jù)研究結(jié)果提出相應(yīng)政策建議。研究發(fā)現(xiàn),改善該地區(qū)農(nóng)業(yè)狀況可以從五方面入手:完善低碳農(nóng)業(yè)立法工作與政策體系建設(shè),制定中長期發(fā)展規(guī)劃;注重低碳農(nóng)業(yè)技術(shù)研發(fā)與推廣,加快農(nóng)業(yè)發(fā)展方式轉(zhuǎn)變;加強(qiáng)知識技能培訓(xùn),分類別培育專業(yè)領(lǐng)軍人才;加快土地流轉(zhuǎn),實(shí)現(xiàn)農(nóng)業(yè)規(guī)模化經(jīng)營;加強(qiáng)財政資金管理,優(yōu)化財政支農(nóng)資金分配模式。論文分為七個部分,第一章是引言,介紹了本文的研究背景與研究意義,歸納總結(jié)了國內(nèi)外相關(guān)研究內(nèi)容,概述了本文的研究內(nèi)容與方法,提出了本文的創(chuàng)新點(diǎn)與不足。第二章是概念界定與理論基礎(chǔ)。首先介紹了低碳農(nóng)業(yè)、農(nóng)業(yè)生產(chǎn)效率、農(nóng)業(yè)碳排放和農(nóng)業(yè)碳匯量等概念,然后列舉了本文的理論依據(jù)。第三章是對西部地區(qū)農(nóng)業(yè)碳排放與農(nóng)業(yè)碳匯量進(jìn)行測度,分析其時空特征并為下文農(nóng)業(yè)生產(chǎn)效率的測算提供數(shù)據(jù)支撐。第四章是基于低碳農(nóng)業(yè)視角對西部地區(qū)農(nóng)業(yè)生產(chǎn)效率的實(shí)證分析。首先,本文采用SBM模型測算中國西部基于低碳農(nóng)業(yè)視角的農(nóng)業(yè)生產(chǎn)效率,然后從靜態(tài)和動態(tài)兩個方面進(jìn)行分析。本文通過對技術(shù)效率、純技術(shù)效率、規(guī)模效率以及規(guī)模報酬的靜態(tài)分析,全面展示了西部地區(qū)農(nóng)業(yè)發(fā)展?fàn)顩r。利用Malmquist生產(chǎn)率指數(shù)模型對西部地區(qū)農(nóng)業(yè)生產(chǎn)效率以及技術(shù)效率和技術(shù)進(jìn)步進(jìn)行了時序演變和增長源泉分析,從動態(tài)角度對其發(fā)展?fàn)顩r進(jìn)行研究。第五章對西部地區(qū)農(nóng)業(yè)生產(chǎn)效率進(jìn)行省域比較,了解其空間分布特征,并對各省份進(jìn)行低碳農(nóng)業(yè)發(fā)展類型界定。第六章對西部地區(qū)農(nóng)業(yè)生產(chǎn)效率的影響因素進(jìn)行回歸分析,找出促進(jìn)西部地區(qū)農(nóng)業(yè)發(fā)展的方法。第七章對研究結(jié)果進(jìn)行總結(jié),并根據(jù)研究結(jié)果提出提高西部地區(qū)低碳農(nóng)業(yè)發(fā)展水平的政策建議。
[Abstract]:China is a large agricultural country, agriculture occupies a strategic industrial position in China, and its development is closely related to the people's livelihood. However, the current extensive agricultural development model will ultimately be unsustainable. We must take the road of sustainable development, give consideration to the ecological environmental benefit while promoting agricultural development, and improve the efficiency of agricultural production. The western region has a vast land, but the level of agricultural development is not high all the time. Based on the perspective of low-carbon agriculture, this paper measures the agricultural production efficiency in the western region, analyzes the influencing factors of low-carbon agriculture, and finds out the reasons for the slow development of agriculture in the western region. According to the results of the study, the author puts forward the corresponding policy recommendations. The study found that the improvement of the agricultural situation in the region can be started from five aspects: perfecting the legislation and policy system construction of low-carbon agriculture, formulating the medium- and long-term development plan; Pay attention to the research and development and popularization of low-carbon agricultural technology, accelerate the transformation of agricultural development mode; Strengthen the training of knowledge and skills, cultivate professional leaders by category; Speeding up the land circulation and realizing the large-scale management of agriculture; The paper is divided into seven parts, the first chapter is the introduction, introduced the research background and significance of this paper, summarized the relevant research content at home and abroad. This paper summarizes the research contents and methods of this paper, and puts forward the innovation points and shortcomings of this paper. The second chapter is the definition of the concept and the theoretical basis. Firstly, the low-carbon agriculture and agricultural production efficiency are introduced. Agricultural carbon emissions and agricultural carbon sequestration and other concepts, and then enumerate the theoretical basis of this paper. Chapter three is the measurement of agricultural carbon emissions and agricultural carbon sinks in the western region. Analysis of its space-time characteristics and provide data support for the following measurement of agricultural production efficiency. Chapter 4th is based on the perspective of low-carbon agriculture empirical analysis of agricultural production efficiency in the western region. First of all. This paper uses SBM model to estimate the agricultural production efficiency based on the perspective of low-carbon agriculture in western China, and then analyzes it from static and dynamic aspects. Static analysis of scale efficiency and scale reward. In this paper, the agricultural development situation in the western region is comprehensively demonstrated. Using Malmquist productivity index model, the temporal evolution and the source of growth of agricultural production efficiency, technical efficiency and technological progress in the western region are analyzed. . From the dynamic point of view, the development of the agricultural production efficiency in the western region was compared in the 5th chapter, and the spatial distribution characteristics of the agricultural production efficiency were understood. And the development types of low-carbon agriculture are defined in each province. Chapter 6th carries on regression analysis to the influencing factors of the agricultural production efficiency in the western region. Chapter 7th summarizes the research results and puts forward some policy suggestions to improve the development level of low-carbon agriculture in western China.
