【摘要】：2013年中央一號文件首度明晰"家庭農(nóng)場"概念,鼓勵(lì)和支持大力發(fā)展家庭農(nóng)場等新型經(jīng)營主體。與此同時(shí),在集體林權(quán)制度改革創(chuàng)新背景下,與家庭農(nóng)場近似的家庭林場也在整個(gè)中國蓬勃發(fā)展起來。林業(yè)是大農(nóng)業(yè)中的一份子,家庭林場同樣能充分激發(fā)農(nóng)民生產(chǎn)經(jīng)營積極性,促使農(nóng)民增收,同時(shí)能夠推動林業(yè)產(chǎn)業(yè)優(yōu)化轉(zhuǎn)型升級,解決當(dāng)?shù)剞r(nóng)村就業(yè)難問題,但目前來看,無論是國內(nèi)學(xué)者還是國外學(xué)者對家庭林場的研究,都還停留在家庭林場的界定標(biāo)準(zhǔn)、政策建議方面、家庭林場主特征、家庭林場現(xiàn)狀等的基礎(chǔ)性研究,對于定量方面的研究較少,并且家庭林場的發(fā)展目前仍處于摸索與探尋中,是個(gè)相對前沿的課題。本文了查閱大量關(guān)于家庭林場研究的文獻(xiàn)資料,探析了我國家庭林場的發(fā)展歷程,同時(shí)針對福建省南平市建陽區(qū)的家庭林場的發(fā)展現(xiàn)狀,通過實(shí)地調(diào)查,發(fā)放問卷進(jìn)行數(shù)據(jù)收集,并對建陽區(qū)家庭林場現(xiàn)狀作描述性分析,根據(jù)成本-收益理論分析現(xiàn)在建陽區(qū)家庭林場收益情況。采用數(shù)據(jù)包絡(luò)分析法構(gòu)建家庭林場經(jīng)營效率計(jì)量模型,研究家庭林場的適度規(guī)模效率,采用一般線性回歸模型,剖析家庭林場經(jīng)營效率的影響因素。最后針對目前建陽區(qū)家庭林場發(fā)展中存在的困難以及經(jīng)營規(guī)模、效率的影響因素,提出有建設(shè)性的建議與對策,以促進(jìn)家庭林場規(guī)模化發(fā)展。通過對數(shù)據(jù)的處理,測算出家庭林場規(guī)模大于40畝時(shí),其綜合效率、技術(shù)效率和規(guī)模效率均達(dá)到最優(yōu)。采用一般線性回歸分析得出家庭林場經(jīng)營效率的影響因素的回歸方程,得出結(jié)論如下:(1)家庭林場必須適度規(guī)模發(fā)展,且在政府的正確引導(dǎo)下和扶持下,才可以提高收益,保證其健康發(fā)展;(2)繼續(xù)增加新技術(shù)、新品種的宣傳力度以及提高新技術(shù)、新品種的研發(fā)力度,促使家庭林場向?qū)崿F(xiàn)現(xiàn)代化目標(biāo)進(jìn)發(fā);(3)提高家庭林場主以及林農(nóng)的文化教育水平,在林場主自身經(jīng)濟(jì)情況允許下,進(jìn)行適當(dāng)?shù)馁Y金投入,都會大大提升家庭林場的經(jīng)營效率。
[Abstract]:The first document of the Central Committee in 2013 clarified the concept of "family farm" for the first time, encouraging and supporting the development of family farms and other new business agents. At the same time, in the context of the reform and innovation of collective forest tenure system. The family forest farm, which is similar to the family farm, has also flourished throughout China. Forestry is a part of the big agriculture, and the family forest farm can also fully stimulate farmers' enthusiasm for production and management and increase their income. At the same time, it can promote the optimization and upgrading of forestry industry, solve the difficult problem of local rural employment, but at present, whether domestic or foreign scholars on the family forest farm research. All stay in the family forest farm definition standards, policy recommendations, family forest farm main characteristics, family forest farm status quo and other basic research, for quantitative research is less. And the development of family forest farm is still in the exploration and exploration, is a relatively forward topic. This paper consulted a large number of literature on family forest farm research, and analyzed the development of family forest farm in China. At the same time, in view of the present situation of the family forest farm in Jianyang District, Nanping City, Fujian Province, through the field investigation, the questionnaire is issued to collect the data, and the present situation of the family forest farm in the Jianyang District is described and analyzed. Based on the cost-benefit theory, this paper analyzes the income situation of the family forest farm in Jianyang district. Using the data envelopment analysis method, the paper constructs the measurement model of the household forest farm management efficiency, and studies the moderate scale efficiency of the family forest farm. General linear regression model is used to analyze the factors influencing the management efficiency of family forest farm. Finally, aiming at the difficulties existing in the development of family forest farm in Jianyang district and the influencing factors of management scale and efficiency. Constructive suggestions and countermeasures were put forward to promote the scale development of family forest farm. Through the data processing, the comprehensive efficiency of family forest farm was calculated when the scale of family forest farm was more than 40 mu. The regression equation of influencing factors of family forest farm management efficiency is obtained by general linear regression analysis, and the conclusion is as follows: 1) the family forest farm must develop on a moderate scale. And under the correct guidance and support of the government, we can improve the income and ensure its healthy development; (2) to continue to increase the propaganda of new technologies and new varieties, as well as the research and development of new technologies and varieties, so as to promote the family forest farms to achieve the goal of modernization; 3) raising the cultural and educational level of family forest farm owners and forest farmers, and carrying out appropriate capital input under the economic conditions of forest farm owners will greatly enhance the management efficiency of family forest farms.
