【摘要】：1978年之后,針對農(nóng)村土地方面的制度改革使得我國經(jīng)濟取得了巨大的的發(fā)展,而隨著居民收入水平和社會發(fā)展整體發(fā)展變化,中國人地之間的矛盾已經(jīng)在逐步凸現(xiàn)出來,怎樣合理提升土地的分配、增加農(nóng)民收入就是目前所面臨的重要問題。在這種歷史背景下,中央再三強調(diào)要大力發(fā)展農(nóng)村經(jīng)濟,加強小城鎮(zhèn)建設(shè),這也讓土地流轉(zhuǎn)成為未來的必然。土地流轉(zhuǎn)是未來大的發(fā)展趨勢,也是社會主義現(xiàn)代化建設(shè)中重要的一環(huán)。本文運用理論和實證相結(jié)合的方法,以寧德市壽寧縣為主要案例對象,分析了中國土地流轉(zhuǎn)的根本問題。第一章是緒論部分,在該部分主要介紹了論文選題的背景,研究的目的和研究意義,同時還就國內(nèi)外在這方面的研究現(xiàn)狀進行了梳理;第二章為概念和理論部分,主要介紹了對土地流轉(zhuǎn)的相關(guān)概念,土地流轉(zhuǎn)的原則,本文研究的理論基礎(chǔ)做了詳細的說明;第三章為現(xiàn)狀的分析和研究,本文以寧德市土地流轉(zhuǎn)為研究對象,介紹了該地區(qū)土地流轉(zhuǎn)過程中存在的問題,并對引起這些問題的原因進行了剖析;第四章主要以寧德市壽寧縣農(nóng)村的土地流轉(zhuǎn)的實際情況為例,選取不同的因素做為分析變量來看一看對當(dāng)?shù)剞r(nóng)戶土地流轉(zhuǎn)的意愿的影響程度,在分析的過程中采用了Logistic回歸模型,選取變量有性別、年齡、受教育年限、家庭人均耕地面積、醫(yī)療保險等;第五章中,從法律、配套機制、市場、政府的角度提出了改善中國土地流轉(zhuǎn)局面的針對性建議,大致歸納為以下幾點:一是關(guān)于土地流轉(zhuǎn)的相關(guān)法律法規(guī)的制定和完善;二是和土地流轉(zhuǎn)相關(guān)配套機制的完善;三是逐步規(guī)范土地流轉(zhuǎn)市場和勞動力市場,發(fā)揮政府的規(guī)制作用。本文研究認為,我國政府再三強調(diào)要大力發(fā)展農(nóng)村經(jīng)濟,加強小城鎮(zhèn)建設(shè),這也讓土地流轉(zhuǎn)成為未來的必然。在目前我國經(jīng)濟發(fā)展呈現(xiàn)出一種新的常態(tài)的前提下,城鄉(xiāng)一體化建設(shè)是當(dāng)前我國經(jīng)濟發(fā)展的主要任務(wù)。土地流轉(zhuǎn)是未來大的發(fā)展趨勢,也是社會主義現(xiàn)代化建設(shè)中重要的一環(huán)。應(yīng)當(dāng)看到,農(nóng)村土地流轉(zhuǎn)是一項復(fù)雜的工程,當(dāng)前土地流轉(zhuǎn)是我國面臨的一項非常重要的工作,所以在推行這項工作的時候,我們一定要結(jié)合自己的特點,遵循合理的程序,走出一條適合我國國情的土地流轉(zhuǎn)之路。
[Abstract]:After 1978, the reform of rural land system of China's economy has made tremendous development, but as the level of income and social development overall development, the contradiction between the Chinese has gradually emerged, how to improve the land reasonable distribution, increase the income of farmers is an important issue currently facing. In this historical background, the central repeatedly stressed the need to vigorously develop the rural economy, strengthen the construction of small towns, which makes the rural land circulation has become the inevitable future. The future development trend of land circulation is large, is also an important part of social modernization construction. This paper uses the method of combining theory and empirical, in Shouning County Ningde city as the main case, analyzes the fundamental problems of Chinese land circulation. The first chapter is the introduction, in this part mainly introduces the background, research The purpose and significance of the research, and also researches on the status of the sort; the second chapter is the concept and theoretical part, mainly introduces the related concepts of land transfer, land transfer principle, the theoretical basis of this paper in detail; analysis and research of the third chapter is the status quo, this paper Ningde city land circulation as the research object, introduces the process of land circulation in the area, and the cause of these problems are analyzed; the fourth chapter is mainly based on the actual situation of rural land circulation in Shouning County of Ningde city as an example, choosing different factors influence variables for analysis to look at the local the land transfer will, in the process of analysis using the Logistic regression model, selection of variables are gender, age, years of education, land area per capita family medical insurance; Fifth The market chapter, from the law, the supporting mechanism, the government's point of view, put forward to improve the Chinese land circulation situation of the suggestions, can be roughly divided into the following several points: one is to formulate relevant laws and regulations on the transfer of land and improve land circulation is two; and the relevant mechanism perfect; three is to gradually standardize the land circulation market and labor market, play the role of government regulation. This paper argues that the Chinese government has repeatedly stressed the need to vigorously develop the rural economy, strengthen the construction of small towns, which makes the rural land circulation has become the inevitable future. In our current economic development presents the premise of a new normal under the integration of urban and rural construction is the main task the current economic development in China. Land circulation is the future development trend of large, important also in the socialist modernization. It should be noted that rural land circulation is a complex project, At present, land transfer is a very important work for our country. So when we are carrying out this work, we must combine our own characteristics and follow reasonable procedures to get out a road of land circulation that is suitable for China's national conditions.
