【摘要】：依據(jù)刺激-反應(yīng)模式,本文將扶貧開發(fā)政策和社會(huì)保障政策的組合作為貧困戶的行為刺激,重點(diǎn)研究如何有效組合這兩類政策,形成有效刺激,以最大化貧困戶的福利水平、以及由貧困戶和非貧困戶組成的農(nóng)村福利水平,并借助系統(tǒng)動(dòng)力學(xué)模型對(duì)理論分析結(jié)果進(jìn)行效果模擬,為促進(jìn)這兩類政策的有效銜接提供支持。研究結(jié)果顯示:從貧困戶福利和農(nóng)村福利兩個(gè)層面看,我國今后一段時(shí)間的扶貧開發(fā)和社會(huì)保障政策的最優(yōu)組合方式是"緊保障、寬扶貧";減貧政策的重點(diǎn)區(qū)域依次是提高貧困戶的資源整合能力、技術(shù)水平,以及加大扶貧資源的投入規(guī)模。本文的貢獻(xiàn)主要體現(xiàn)在兩個(gè)方面:一是從微觀層面分析扶貧開發(fā)和社會(huì)保障的作用機(jī)理和組合策略,這對(duì)促進(jìn)扶貧開發(fā)和社會(huì)保障兩項(xiàng)政策的對(duì)接具有一定的指導(dǎo)意義;二是使用系統(tǒng)動(dòng)力學(xué)模型來模擬可行政策的優(yōu)先順序,便于提高我國精準(zhǔn)幫扶政策組合的針對(duì)性、直觀性和科學(xué)性。
[Abstract]:According to the stimulus-response model, the combination of pro-poor development policy and social security policy is regarded as the behavioral stimulus of the poor households, and the emphasis is on how to effectively combine these two policies to form an effective stimulus. In order to maximize the welfare level of poor households and rural welfare level composed of poor households and non-poor households, and with the help of system dynamics model to simulate the results of theoretical analysis. In order to promote the effective convergence of these two types of policies, the results show that: from the two levels of welfare of poor households and rural welfare. The optimal combination of poverty alleviation and social security policy in China for some time to come is "tight guarantee, broad poverty alleviation"; The priority regions of poverty reduction policy are to improve the ability of resource integration and technical level of poor households. The contribution of this paper is mainly reflected in two aspects: the first is to analyze the mechanism and combination strategy of poverty alleviation development and social security from the micro level. This has a certain guiding significance to promote the development of poverty alleviation and social security policy docking; Second, the system dynamics model is used to simulate the priority order of feasible policies, which is convenient to improve the pertinence, intuitiveness and scientificalness of the policy combination of precision help in our country.
