【摘要】：隨著經(jīng)濟社會發(fā)展的客觀趨勢,推進城鎮(zhèn)化、提高城鎮(zhèn)化率將是工業(yè)化發(fā)展、推進農(nóng)業(yè)人口非農(nóng)化、非農(nóng)人口市民化的實質(zhì)。當(dāng)前和今后相當(dāng)長一段時間,我國應(yīng)以農(nóng)業(yè)轉(zhuǎn)移人口市民化為重要任務(wù),積極穩(wěn)妥推進城鎮(zhèn)化,為調(diào)整優(yōu)化城鄉(xiāng)區(qū)域經(jīng)濟結(jié)構(gòu),擴大內(nèi)需,促進經(jīng)濟持續(xù)健康發(fā)展創(chuàng)造條件。國務(wù)院日前印發(fā)《關(guān)于實施支持農(nóng)業(yè)轉(zhuǎn)移人口市民化若干財政政策的通知》指出,加快農(nóng)業(yè)轉(zhuǎn)移人口市民化,是推進以人為核心的新型城鎮(zhèn)化的首要任務(wù),是破解城鄉(xiāng)二元結(jié)構(gòu)的根本途徑,是擴內(nèi)需、調(diào)結(jié)構(gòu)的重要抓手。本文主要通過總結(jié)農(nóng)業(yè)轉(zhuǎn)移人口市民化的理論基礎(chǔ),進行池州市農(nóng)業(yè)轉(zhuǎn)移人口市民化發(fā)展歷程及可行性和必要性的分析,探討池州市農(nóng)業(yè)轉(zhuǎn)移人口市民化現(xiàn)狀及存在問題,從而給出推進池州市農(nóng)業(yè)轉(zhuǎn)移人口市民化的對策建議。本文共分五章:在第一章中,主要介紹論文的研究背景及意義、研究的主要內(nèi)容、研究方法、創(chuàng)新點和不足。闡述全文的研究思路和研究綱領(lǐng),為接下來的研究分析提供鋪墊。在第二章中,主要從農(nóng)業(yè)轉(zhuǎn)移人口市民化的現(xiàn)狀總結(jié)、農(nóng)業(yè)人口流動機制、農(nóng)業(yè)轉(zhuǎn)移人口市民化意愿的影響因素、農(nóng)業(yè)轉(zhuǎn)移人口市民化的制約因素研究等幾個方面進行梳理,總結(jié)國內(nèi)關(guān)于農(nóng)業(yè)人口流動的研究成果,為后續(xù)的研究提供理論基礎(chǔ)。在第三章中,首先介紹池州市農(nóng)業(yè)轉(zhuǎn)移人口的形成和發(fā)展,再以脫鉤理論和方法為基礎(chǔ),對安徽省池州市城鄉(xiāng)建設(shè)用地變化的脫鉤形態(tài)加以劃分,分析其變化規(guī)律及發(fā)展態(tài)勢,對池州市城鎮(zhèn)化的發(fā)展現(xiàn)狀進行總結(jié)。最后對池州市農(nóng)業(yè)轉(zhuǎn)移人口市民化可行性進行分析。在第四章中,對池州市現(xiàn)行農(nóng)業(yè)轉(zhuǎn)移人口市民化的存在問題進行分析,并分層次剖析原因。在第五章中,在總結(jié)全文分析結(jié)果的基礎(chǔ)上,加以借鑒國內(nèi)其他省市關(guān)于推進市民化建設(shè)的模式和經(jīng)驗,為池州市合理有序地推進農(nóng)業(yè)轉(zhuǎn)移人口的市民化提供政策建議。
[Abstract]:With the objective trend of the economic and social development, urbanization, industrialization will improve the rate of urbanization, promote agricultural population to non-agricultural population, non-agricultural population of people. The essence of the current and future for a long period of time, with the transfer of the agricultural population of citizens is an important task of our country should actively and steadily promote urbanization, for adjust and optimize the economic structure, urban and rural areas to expand domestic demand and promote sustained and healthy economic development and create conditions. The State Council prior to the date of issuance on the implementation of support for the transfer of agricultural population of people some fiscal policy notice > pointed out that speeding up the transfer of agricultural population of people, the primary task is to promote people-centered new urbanization, is the fundamental way to solve the urban and rural areas the structure of two yuan, is the expansion of domestic demand, an important starting point for structural adjustment. This paper summarizes the theoretical basis of agricultural transfer of population urbanization, Chizhou city agricultural population transfer The analysis of the development process and the necessity and feasibility of Chizhou City, the transfer of agricultural population of people the status quo and existing problems, and gives countermeasures and suggestions to promote the transfer of agricultural population of citizens of Chizhou city. This paper is divided into five chapters: in the first chapter, mainly introduces the research background and significance, the main content of the research. The research methods, innovations and shortcomings. This thesis describes research ideas and programs, to pave the way for the following analysis. In the second chapter, summarizes the situation mainly from the transfer of the agricultural population of people, the flow mechanism of the agricultural population, the factors affecting agricultural transfer population of people, some restrictive factors on aspects of agriculture transfer of population and makes a summary of the domestic research on the agricultural population, provide the theoretical basis for further study. In the third chapter, first introduced the Chizhou city agriculture The formation and development of industry transfer of population, the decoupling theory and method based on morphology, from land use change in urban construction in Anhui city of Chizhou province be divided, analyse its regularity and development trend, the current situation of the development of urbanization of Chizhou city are summarized. At the end of the Chizhou city agriculture transfer of population urbanization feasibility analysis in the fourth chapter, the problems of the existing Chizhou citizens of the agricultural population transfer analysis and level analysis. In the fifth chapter, based on summarizing the analysis results, to learn from other provinces and cities on promoting urbanization construction mode and experience for the city of Chizhou provides the reasonable and orderly advance the policy suggestions for the transfer of population of people in agriculture.
