【摘要】：中央城鎮(zhèn)化工作會議后,我國城鎮(zhèn)化進(jìn)度進(jìn)一步加快,城鎮(zhèn)建設(shè)用地指標(biāo)緊缺已成為城鎮(zhèn)化發(fā)展中面臨的最大的瓶頸。特別是在十八億畝基本農(nóng)田保護(hù)的嚴(yán)格高壓下面,更為本身已經(jīng)趨于飽和的城鎮(zhèn)建設(shè)用地帶來空前的壓力。而另外一面,在廣大農(nóng)村地區(qū),非法占地、超面積占地、一戶多宅、擅自改變宅基地用途和劃新不丟舊等各種違法行為層出不窮,造成了農(nóng)村宅基地“臟、亂、差”的混亂局面,大量的農(nóng)村土地被閑置和浪費(fèi)�；诖�,本文在大量的實(shí)地調(diào)研和廣泛的數(shù)據(jù)資料研讀基礎(chǔ)上,以寧波市農(nóng)村土地整治為主題進(jìn)行研究,分析農(nóng)村土地整治中存在的問題并提出相關(guān)的建議對策。本文認(rèn)為寧波市農(nóng)村土地整治是一項(xiàng)綜合性、系統(tǒng)性工程,政策性強(qiáng),涉及面廣,資金需求量大、建設(shè)周期長。寧波市近年來在推進(jìn)農(nóng)村土地整治這項(xiàng)工作中,也一直高度重視該項(xiàng)工作,認(rèn)真執(zhí)行國家有關(guān)政策,嚴(yán)格規(guī)范管理,結(jié)合實(shí)際,不斷開拓創(chuàng)新,取得顯著成效,提高了土地利用率,有力地保護(hù)了耕地。但也存在諸多問題,一方面是農(nóng)村土地利用方面的問題。主要表現(xiàn)在農(nóng)村違法用地時(shí)有發(fā)生、違規(guī)交易普遍且土地閑置多,存在諸多浪費(fèi)現(xiàn)象;另一方面是土地整治中存在的問題。主要表現(xiàn)在思想統(tǒng)一難,宣傳力度不夠、土地整治的資金保障難,且使用不規(guī)范,補(bǔ)償標(biāo)準(zhǔn)低、土地整治中的建設(shè)用地搬遷復(fù)墾難、土地整治中求數(shù)量忽質(zhì)量、土地權(quán)屬調(diào)整難等。在翻閱相關(guān)資料及與國土等部門座談的基礎(chǔ)上,本文認(rèn)為要解決寧波市農(nóng)村土地整治過程中存在的這些問題,促進(jìn)土地可持續(xù)利用,加快新農(nóng)村建設(shè)等,應(yīng)該從以下幾方面著手。一是當(dāng)?shù)攸h委政府相關(guān)部門要轉(zhuǎn)變思想、加強(qiáng)對農(nóng)村土地整治工作的領(lǐng)導(dǎo);二是要加快規(guī)劃編制、規(guī)范項(xiàng)目管理;三是要?jiǎng)?chuàng)新體制機(jī)制,制訂鼓勵(lì)政策;四是要加大土地整治的考核獎(jiǎng)懲,加大宣傳力度;五是要積極加快土地制度創(chuàng)新,探索農(nóng)村土地管理制度改革。通過強(qiáng)措施、把時(shí)機(jī),抓機(jī)遇,更好地實(shí)現(xiàn)農(nóng)村土地資源的合理、高效、集約、持續(xù)利用。
[Abstract]:After the central conference on urbanization, the progress of urbanization in China has been further accelerated. The shortage of urban construction land index has become the biggest bottleneck in the development of urbanization, especially under the strict high pressure of 1.8 billion mu of basic farmland protection. On the other hand, in the vast rural areas, illegal land occupied, super-occupied, a family of many homes. Unauthorized changes in the use of homestead and the new and not to lose the old and other illegal acts emerge in endlessly, resulting in the rural homestead "dirty, chaotic, poor" chaos, a large number of rural land is idle and wasted. Based on this. Based on a large number of field research and extensive data research, the theme of rural land regulation in Ningbo is studied in this paper. This paper analyzes the problems existing in the rural land regulation and puts forward some relevant suggestions. This paper holds that the rural land management in Ningbo is a comprehensive, systematic project, strong policy, wide coverage and large demand for funds. In recent years, Ningbo has also attached great importance to this work, conscientiously implemented the relevant policies of the state, strictly regulated management, combined with reality, and continued to open up and innovate. Remarkable results have been achieved, land utilization rate has been improved, and cultivated land has been protected. However, there are many problems, on the one hand, problems in rural land use, which are mainly reflected in the occurrence of illegal land use in rural areas. Illegal transactions are common and land idle, there are many waste phenomenon; On the other hand, there are some problems in land regulation, such as the difficulty of unifying ideas, the insufficient propaganda, the difficulty of fund guarantee, the non-standard use and the low standard of compensation. The construction land in land regulation is difficult to be reclaimed and reclaimed, the quantity of land renovation is not satisfied with the quality, and the adjustment of land ownership is difficult, etc. On the basis of reading the relevant information and discussing with the land and other departments. This paper argues that we should solve these problems in the process of rural land renovation in Ningbo, promote the sustainable use of land, and accelerate the construction of new rural areas. First, the relevant departments of the local party committee and government should change their thinking and strengthen the leadership over the rural land renovation work; Second, it is necessary to speed up planning, standardize project management; Third, it is necessary to innovate the institutional mechanism and formulate encouraging policies; Fourth, it is necessary to increase the assessment of land regulation rewards and punishments, and increase publicity; Fifth, we should actively speed up the innovation of the land system, explore the reform of the rural land management system, and better realize the rational, efficient, intensive and sustainable utilization of rural land resources by means of strong measures, opportunities and opportunities.
