【摘要】：隨著人民生活水平的提高,對(duì)高品質(zhì)食用油脂的需求量越來(lái)越大。油茶作為我國(guó)獨(dú)有的高品質(zhì)食用油脂,在我國(guó)人民生活中占有十分重要的地位。進(jìn)入新世紀(jì)以來(lái),國(guó)家已將油茶產(chǎn)業(yè)作為一項(xiàng)戰(zhàn)略性油脂產(chǎn)業(yè)來(lái)發(fā)展,出臺(tái)了各種鼓勵(lì)油茶產(chǎn)業(yè)發(fā)展的政策措施。武陵山片區(qū)是我國(guó)重要的革命老區(qū),也是扶貧攻堅(jiān)的重要區(qū)域,為了有效推動(dòng)武陵山片區(qū)的經(jīng)濟(jì)社會(huì)發(fā)展,湖南省在武陵山片區(qū)大力推廣油茶產(chǎn)業(yè)發(fā)展。經(jīng)過(guò)十多年的持續(xù)推進(jìn),油茶種植面積不斷增加,且開(kāi)始進(jìn)入掛果期。當(dāng)前武陵山片區(qū)油茶產(chǎn)業(yè)發(fā)展的一大難題是如何有效延伸油茶產(chǎn)業(yè)鏈,如何通過(guò)大力發(fā)展油茶深加工產(chǎn)業(yè),推動(dòng)油茶產(chǎn)業(yè)增值,以油茶產(chǎn)業(yè)的發(fā)展帶來(lái)區(qū)域經(jīng)濟(jì)社會(huì)的全面發(fā)展。本文研究的目的,就是從武陵山片區(qū)的實(shí)際出發(fā),規(guī)劃建設(shè)一個(gè)油茶精深加工與儲(chǔ)備項(xiàng)目,以有效解決武陵山片區(qū)油茶產(chǎn)業(yè)的可持續(xù)發(fā)展和增值問(wèn)題。論文在對(duì)國(guó)內(nèi)外相關(guān)文獻(xiàn)資料進(jìn)行綜述的基礎(chǔ)上,綜合運(yùn)用調(diào)查法、歸納法、定性與定量分析法等多種研究方法,通過(guò)對(duì)武陵山片區(qū)油茶產(chǎn)業(yè)市場(chǎng)進(jìn)行全面的調(diào)研,得到油茶產(chǎn)業(yè)發(fā)展的現(xiàn)狀資料,并據(jù)此來(lái)分析油茶產(chǎn)業(yè)發(fā)展的市場(chǎng)情況、面臨的競(jìng)爭(zhēng)與存在的問(wèn)題。在此基礎(chǔ)上,就項(xiàng)目建設(shè)內(nèi)容與規(guī)模、產(chǎn)品方案與工藝、生產(chǎn)技術(shù)與設(shè)備、原材料來(lái)源與輔料供應(yīng)方案、投資估算與融資渠道、投資效益分析、項(xiàng)目風(fēng)險(xiǎn)管理等內(nèi)容進(jìn)行了較全面系統(tǒng)的規(guī)劃。研究結(jié)果表明,油茶產(chǎn)業(yè)發(fā)展具有廣闊的市場(chǎng)前景,本項(xiàng)目面向的市場(chǎng)對(duì)油茶的需求巨大;項(xiàng)目規(guī)劃的建設(shè)內(nèi)定與規(guī)模合理,產(chǎn)品方案與工藝流程可行,規(guī)劃的油茶生產(chǎn)技術(shù)具有適用性和合理性,配套設(shè)備選型既有適度的超前性又經(jīng)濟(jì)合理;項(xiàng)目投資合理,融資渠道可行,投資效益分析可行;項(xiàng)目建設(shè)雖有一定的風(fēng)險(xiǎn),但風(fēng)險(xiǎn)都在可控范圍內(nèi),且有相應(yīng)的應(yīng)對(duì)措施。綜合來(lái)看,項(xiàng)目的規(guī)劃建設(shè),具有良好的綜合效益,對(duì)于全面推動(dòng)武陵山片區(qū)的經(jīng)濟(jì)社會(huì)發(fā)展,實(shí)現(xiàn)產(chǎn)業(yè)扶貧,為人民生活提供高品質(zhì)的油茶產(chǎn)品,具有十分重要的意義。項(xiàng)目的規(guī)劃建設(shè),對(duì)于油茶產(chǎn)業(yè)發(fā)展具有普遍的示范與借鑒意義。
[Abstract]:With the improvement of people's living standard, the demand for high-quality edible oil is increasing. Camellia oleifera is a unique high-quality edible oil in China. Camellia oleifera industry has been developed as a strategic oil industry since the beginning of the new century. The Wuling Mountain area is an important old revolutionary area in China, and also an important area for poverty alleviation. In order to effectively promote the economic and social development of Wuling Mountain region, a variety of policies and measures have been introduced to encourage the development of Camellia oleifera industry. Hunan Province in the Wulingshan region vigorously promote the development of Camellia oleifera industry. After more than 10 years of continuous promotion, the growing area of Camellia oleifera continued to increase. At present, one of the major problems in the development of Camellia oleifera industry in Wuling Mountain is how to effectively extend the industry chain of Camellia oleifera and how to promote the value-added of Camellia oleifera industry by vigorously developing the deep-processing industry of Camellia oleifera. The development of Camellia oleifera industry brings the overall development of regional economy and society. The purpose of this study is to plan and build a deep processing and reserve project of Camellia oleifera from the actual situation of Wuling Mountain. In order to effectively solve the problem of sustainable development and value-added of Camellia oleifera industry in Wuling Mountain, this paper comprehensively applies the method of investigation and induction on the basis of summarizing the relevant literature and materials at home and abroad. Qualitative and quantitative analysis and other research methods, through a comprehensive investigation of the oil tea industry market in Wulingshan, obtained the current situation of the oil tea industry development, and then analyzed the market situation of the oil tea industry development. On this basis, the project construction content and scale, product plan and process, production technology and equipment, raw material source and auxiliary material supply plan, investment estimate and financing channel. Investment benefit analysis, project risk management and other contents are planned in a comprehensive and systematic way. The results show that the development of Camellia oleifera industry has broad market prospects, and the market facing this project has a huge demand for Camellia oleifera. The construction of the project planning is reasonable, the product scheme and technological process are feasible, the planned production technology of Camellia oleifera is applicable and reasonable, and the selection of supporting equipment is both reasonable and economical. The project investment is reasonable, the financing channel is feasible, and the investment benefit analysis is feasible; Although the project construction has certain risks, but the risks are within the scope of control, and there are corresponding countermeasures. Overall, the planning and construction of the project has good comprehensive benefits. It is of great significance to promote the economic and social development of Wuling Mountain region, realize the poverty alleviation of industry, and provide high quality Camellia oleifera products for people's life. For the development of Camellia oleifera industry has universal demonstration and reference significance.
