【摘要】：消除貧困,帶領(lǐng)全黨全國(guó)人民實(shí)現(xiàn)共同富裕是中國(guó)共產(chǎn)黨的莊嚴(yán)承諾�！笆濉睍r(shí)期,我國(guó)進(jìn)入打贏脫貧攻堅(jiān)戰(zhàn)的關(guān)鍵時(shí)期和沖刺階段。如何確保南疆四地州這些貧困人口如期脫貧,實(shí)現(xiàn)全面建成小康社會(huì)的奮斗目標(biāo),成為當(dāng)前和今后一個(gè)時(shí)期做好新疆工作的最大短板和難點(diǎn)。十八大以來(lái),以習(xí)近平同志為核心的黨中央聚焦我國(guó)經(jīng)濟(jì)社會(huì)發(fā)展的最大短板——貧困問(wèn)題,堅(jiān)持問(wèn)題導(dǎo)向,形成了習(xí)近平精準(zhǔn)扶貧思想,承諾到2020年全部貧困人口在現(xiàn)行標(biāo)準(zhǔn)下如期脫貧,解決區(qū)域性的整體貧困問(wèn)題,貧困縣全部摘帽。在習(xí)近平總書(shū)記關(guān)于做好新疆工作的系列重要講話中,習(xí)近平總書(shū)記的的精準(zhǔn)扶貧思想貫穿始終,并結(jié)合新疆實(shí)際提出精準(zhǔn)扶貧脫貧的重大舉措,這為南疆四地州做好扶貧脫貧工作指明了方向和提供了根本遵循。首先本文以習(xí)近平精準(zhǔn)扶貧思想為理論基礎(chǔ)。通過(guò)對(duì)習(xí)近平精準(zhǔn)扶貧思想的形成和發(fā)展的時(shí)代背景、思想來(lái)源、主要內(nèi)容進(jìn)行梳理后,指出其核心理念是精準(zhǔn)化理念。在這一理念指導(dǎo)下,不斷地創(chuàng)新是其發(fā)展的不竭動(dòng)力。以精準(zhǔn)化理念為指導(dǎo),以“精準(zhǔn)”為主要內(nèi)容的把扶貧工作的精細(xì)化分,創(chuàng)新形成了精準(zhǔn)扶貧這一扶貧工作的新方法、新思路。最后精準(zhǔn)扶貧思想實(shí)現(xiàn)的是以精準(zhǔn)扶貧為扶貧工作的新方法、新思路的新舉措,最終實(shí)現(xiàn)在物質(zhì)和精神價(jià)值旨向的雙重脫貧。其次圍繞精準(zhǔn)扶貧思想,去分析南疆四地州扶貧開(kāi)發(fā)狀況。結(jié)合南疆四地州的貧困概況及其特殊性,之前扶貧中各個(gè)環(huán)節(jié)中存在的精準(zhǔn)度上的“貧困”問(wèn)題及其脫貧的重大意義出發(fā),南疆四地州要以地方根源性的致貧因素為靶向來(lái)精準(zhǔn)扶貧。再次分析指出精神貧困是根源性的致貧因素,并且隱藏在幕后一直擴(kuò)大對(duì)扶貧工作的不利影響,之前的扶貧工作中只是解決因精神貧困而派生的物質(zhì)層面的表象性問(wèn)題,最后建議以扶志為精準(zhǔn)扶貧工作的起點(diǎn),嵌入南疆四地州的精準(zhǔn)扶貧工作。只有提升貧困地區(qū)的自我發(fā)展能力和貧困群眾的自力更生能力才是根本出路,因此要在完善精準(zhǔn)扶貧中做到精準(zhǔn)扶貧和精神脫貧的相統(tǒng)一。政府主導(dǎo)、群眾主動(dòng)的作用,離不開(kāi)黨員干部的執(zhí)行和引導(dǎo),黨員干部的精神貧困必須第一時(shí)間掃除;群眾做不到精神脫貧會(huì)導(dǎo)致精準(zhǔn)扶貧工作的低質(zhì)低效和貧困群眾的“等靠要”思想,拿自身不作為來(lái)威脅干部這一在脫貧攻堅(jiān)時(shí)期的升級(jí),必須把精神貧困這一隱性東西放到明面即要把扶志這一精神脫貧工作作為南疆四地州精準(zhǔn)扶貧工作的起點(diǎn),以實(shí)現(xiàn)精神層面和物質(zhì)層面的扶貧措施的內(nèi)外動(dòng)力的精準(zhǔn)配合。在南疆四地州這一維吾爾族聚集區(qū),尤其是要培育、扶持和引導(dǎo)以維吾爾族農(nóng)民為主體的本土化的多形式的維吾爾族民間互助組織的社會(huì)力量。
[Abstract]:The elimination of poverty, led the whole Party and the people to achieve common prosperity is a solemn commitment of the Communist Party of Chinese. Only enhance the ability of self-development in poor areas and poor people's capacity for self-reliance is the fundamental way out for. This should be the unity of the spirit in the poverty and poverty alleviation accurate precise poverty. Perfect the government, the initiative of the masses, cannot do without the Party cadres implementation and guidance, the spiritual poverty of Party members and cadres must be the first time to do the spirit of poverty; people will lead to poverty alleviation precise low quality and low efficiency and poor people.
