【摘要】：安徽省作為我國農(nóng)業(yè)大省,隨著近幾年國家加大新型農(nóng)業(yè)經(jīng)營體系的建設(shè),安徽省也在積極推廣并發(fā)展新型經(jīng)營主體。由于處在農(nóng)業(yè)經(jīng)營產(chǎn)中的農(nóng)業(yè)生產(chǎn)條件及技術(shù)環(huán)境大致相同,因此決定安徽省農(nóng)業(yè)經(jīng)營主體績效的是產(chǎn)前經(jīng)營準(zhǔn)備與產(chǎn)后市場連接,而高效的產(chǎn)權(quán)結(jié)構(gòu)能夠有效的對這兩個(gè)過程進(jìn)行制度規(guī)范和激勵(lì),不僅能有效分配組織內(nèi)部資源和收益,還能使外部風(fēng)險(xiǎn)與不足內(nèi)在明晰化。因此研究安徽省農(nóng)業(yè)經(jīng)營組織產(chǎn)權(quán)結(jié)構(gòu)效率有很深刻的意義。雖然科斯認(rèn)為投入產(chǎn)出比是判斷組織產(chǎn)權(quán)效率高低的主要標(biāo)準(zhǔn),但在農(nóng)業(yè)行業(yè),由于產(chǎn)權(quán)結(jié)構(gòu)的成本在規(guī)格化與精細(xì)化計(jì)量中較為困難,因此對于農(nóng)業(yè)經(jīng)營組織產(chǎn)權(quán)結(jié)構(gòu)效率判定較為困難。同時(shí)農(nóng)業(yè)經(jīng)營組織的產(chǎn)權(quán)結(jié)構(gòu)會因內(nèi)、外環(huán)境因素的不同,而呈現(xiàn)不同環(huán)境適應(yīng)性的結(jié)構(gòu)效率,由此單純從表象及主觀理論分析中是難以判斷產(chǎn)權(quán)結(jié)構(gòu)效益高低的。本文通過運(yùn)用理論分析法、比較分析法、定量分析與定性分析相結(jié)合的研究方法,以產(chǎn)權(quán)結(jié)構(gòu)內(nèi)激勵(lì)與監(jiān)督機(jī)制為效率的評判標(biāo)準(zhǔn)。通過對組織產(chǎn)權(quán)的靈活轉(zhuǎn)讓、產(chǎn)權(quán)資源的有效分配、產(chǎn)權(quán)收益的足夠激勵(lì)與產(chǎn)權(quán)約束的合理排他四個(gè)結(jié)構(gòu)的分析,首先對安徽省代表性產(chǎn)權(quán)組織進(jìn)行產(chǎn)權(quán)結(jié)構(gòu)效率剖析,總結(jié)出家庭農(nóng)場產(chǎn)權(quán)激勵(lì)機(jī)制較好,農(nóng)業(yè)合作社資源分配結(jié)構(gòu)較好,農(nóng)業(yè)企業(yè)收益激勵(lì)與產(chǎn)權(quán)轉(zhuǎn)讓較好；其次,在理論分析基礎(chǔ)上對理論結(jié)果進(jìn)行小范圍的實(shí)證驗(yàn)證與影響因素考究,考慮到產(chǎn)權(quán)結(jié)構(gòu)效率的抽象性,分別從產(chǎn)權(quán)四結(jié)構(gòu)及產(chǎn)權(quán)體的效率環(huán)境中建立結(jié)構(gòu)指標(biāo)及產(chǎn)權(quán)效率整體影響指標(biāo)的間接變量,以間接變量表達(dá)的方式建立產(chǎn)權(quán)結(jié)構(gòu)效率的評定模型,并得出家庭農(nóng)場、農(nóng)業(yè)合作社、農(nóng)業(yè)企業(yè)的產(chǎn)權(quán)各結(jié)構(gòu)模塊的優(yōu)劣排序；最后綜合總結(jié)理論分析與實(shí)證結(jié)果,得出各產(chǎn)權(quán)主體內(nèi)的激勵(lì)與監(jiān)督機(jī)制的優(yōu)劣,總結(jié)不同產(chǎn)權(quán)體的激勵(lì)與監(jiān)督機(jī)制效率的實(shí)現(xiàn)情況,并進(jìn)一步推理出各新型農(nóng)業(yè)經(jīng)營主體產(chǎn)權(quán)結(jié)構(gòu)效率的相關(guān)結(jié)論。
[Abstract]:Anhui Province as a major agricultural province in China, with the country in recent years to increase the construction of new agricultural management system, Anhui province is also active in the promotion and development of new business entities. Due to agricultural production in the condition of agricultural production and operation environment are roughly the same, so decided to Anhui Province agricultural management main performance is prenatal preparation and management after the market connection, and efficient property rights structure can effectively carry out the system of norms and incentives of the two processes, not only can effectively allocate internal resources and benefits, but also make the external risk and the lack of inner clarity. So the research of Anhui Province Agricultural management organization structure of property rights efficiency has a profound meaning. Although Kos thinks the input-output is the main standard to judge the efficiency of property rights, but in the agricultural industry, the structure of property rights in the cost of standard and fine measurement is trapped Difficult, so for the organization of agricultural management is difficult to determine the structure of property rights efficiency. At the same time, the structure of property rights of the agricultural operation organizations for internal, external environment factors, and presents the structure efficiency of different environmental adaptability, the simple representation and analysis from the subjective theory is difficult to judge the benefit level of property right structure. In this paper, using theory analysis method, comparative analysis, research methods of quantitative analysis and qualitative analysis, the structure of property rights in the incentive and supervision mechanism for the efficiency evaluation standard. Through the flexible transfer of property organization, effective allocation of resources property rights, reasonable layout analysis of his four structure enough incentive and constraint of property rights property income, first of all the representative of Anhui Province Property Organization of property rights structure efficiency analysis, summed up the incentive mechanism of family farm property is good, the agricultural cooperative resource allocation of agricultural structure is better. Transfer income and property rights incentive enterprises better; secondly, in the theoretical analysis and the influence factors of the empirical validation on the basis of the theoretical results in small scale research, taking into account the abstract structure of property rights efficiency, indirect variables to establish the structure index and efficiency index of the overall impact of property right efficiency of environmental property rights four respectively from the structure and property of the body. Evaluation model of indirect variable expression method to establish the structure of property rights efficiency, and the family farm, agricultural cooperatives, agricultural enterprises rank property of the modules; finally, a comprehensive summary of theoretical analysis and empirical results, the mechanism of incentive and supervision of all property rights in the advantages and disadvantages of the implementation efficiency of incentive and supervision mechanism of different summary the body of property rights, and further deduce the relevant conclusions of the new agricultural business entities, the structure of property rights efficiency.
