【摘要】：中國是農(nóng)業(yè)大國,農(nóng)業(yè)、農(nóng)村、農(nóng)民是國之根本。新中國成立以來,幾代領(lǐng)導(dǎo)人都曾指出農(nóng)民的問題就是中國的問題,破解“三農(nóng)”問題的重要途徑就是鄉(xiāng)村建設(shè)。最近召開的黨的十八屆五中全會(huì)指出,要扎實(shí)推進(jìn)生態(tài)文明建設(shè),讓良好的生態(tài)環(huán)境成為人民生活質(zhì)量的增長點(diǎn)。美麗鄉(xiāng)村的建設(shè)不僅僅體現(xiàn)生態(tài)文明的發(fā)展,還踐行了建設(shè)社會(huì)主義新農(nóng)村的號(hào)召,更是實(shí)現(xiàn)美麗中國這個(gè)奮斗目標(biāo)不可或缺的重要部分。2012年莆田市委、市政府大力開展以“幸福家園”為主題的美麗鄉(xiāng)村試點(diǎn)工作,力求以幸福家園試點(diǎn)工作為載體,探索莆田市美麗鄉(xiāng)村建設(shè)。華亭鎮(zhèn)位于莆田市城廂區(qū)西南部,緊鄰中心城區(qū),作為莆田市首批城鄉(xiāng)一體化試點(diǎn)村澗口村所在鎮(zhèn),其美麗鄉(xiāng)村建設(shè)實(shí)踐已取得了一定的成效,這些經(jīng)驗(yàn)為美麗鄉(xiāng)村的深入發(fā)展奠定了基礎(chǔ),對(duì)于各類地區(qū)的鄉(xiāng)村建設(shè)都具有指導(dǎo)和借鑒的作用。本文是以華亭鎮(zhèn)作為研究對(duì)象。綜合運(yùn)用文獻(xiàn)研究法、比較分析法、調(diào)查問卷法、訪談法,實(shí)地走訪華亭鎮(zhèn)的澗口、隆興、云峰、五云、埔柳、萬坂、西許、前黃等幸福家園試點(diǎn)村,全面掌握華亭在建設(shè)美麗鄉(xiāng)村中現(xiàn)實(shí)的狀況。通過對(duì)可持續(xù)發(fā)展理論、社會(huì)主義新農(nóng)村建設(shè)理論以及“原鄉(xiāng)規(guī)劃”理論進(jìn)行闡述,在借鑒國內(nèi)外鄉(xiāng)村建設(shè)成功經(jīng)驗(yàn)的基礎(chǔ)上,結(jié)合深度訪談?wù){(diào)研的結(jié)果,分析鎮(zhèn)情以及華亭美麗鄉(xiāng)村建設(shè)具體實(shí)踐,進(jìn)一步提煉華亭鎮(zhèn)美麗鄉(xiāng)村建設(shè)可推廣的澗口拆舊復(fù)墾建新模式以及園頭的現(xiàn)代農(nóng)業(yè)產(chǎn)業(yè)帶動(dòng)模式,指出華亭鎮(zhèn)美麗鄉(xiāng)村建設(shè)實(shí)踐中存在的政策解讀與執(zhí)行不到位的問題、資金問題、人才問題、民主參與度不足以及特色產(chǎn)業(yè)培育不足的五大問題。最后提出美麗鄉(xiāng)村建設(shè)應(yīng)從提升政策的執(zhí)行力、加強(qiáng)資金監(jiān)管、保障資金投入、注重人才儲(chǔ)備、提升農(nóng)民參與度、重視培養(yǎng)特色產(chǎn)業(yè)、創(chuàng)新社會(huì)管理這六個(gè)方面入手,進(jìn)一步優(yōu)化美麗鄉(xiāng)村建設(shè)管理,為其他地區(qū)的美麗鄉(xiāng)村建設(shè)提供借鑒。
[Abstract]:China is a large agricultural country, agriculture, rural areas and farmers are fundamental to the country. Since the establishment of new Chinese, several generations of leaders have pointed out the problem of farmers is the Chinese problem, an important way to solve the "three agriculture" problem is the rural construction. The recently held the fifth Plenary Session of the 18th CPC Central Committee the Party pointed out that to push forward the construction of ecological civilization, to ecological environment good is the quality of people's life growth. The construction of the beautiful countryside not only reflected the development of ecological civilization, but also the practice of the construction of new socialist countryside call, is an important part of.2012 to achieve a beautiful China objectives for the year of Putian municipal Party committee, municipal government to vigorously carry out the "happy home" as the theme of the beautiful countryside pilot work and strive to pilot a happy home for the carrier, to explore the construction of the beautiful countryside. Putian City, Huating town is located in the southwest of Chengxiang District of Putian City, adjacent to the The center of the city, as the first batch of Putian urban and rural integration pilot village Jian Kou Cun town, the beautiful countryside construction practice has achieved certain results, laid the foundation for the further development of the experience of the beautiful countryside, has a guidance and reference role for the various regions of the country. This paper is based on the construction of the town of Huating as the research object. The integrated use of literature research method, comparative analysis method, questionnaire method, interview method, field visits to the town of Huating Jian Kou, Longxing, Yunfeng, Wu Yun, Liu Pu, mansaka, Xi Xu, former yellow happy home pilot village, a comprehensive grasp of Huating in the construction of the beautiful countryside in the real situation. Based on the theory of sustainable the development of the theory of building a new socialist countryside and "homeland planning" theory is expounded, on the basis of domestic and foreign successful experiences of rural construction, combined with depth interviews and analysis results, the status of the town of Huating The beautiful countryside construction practice, further refinement of the town of Huating beautiful countryside construction can promote the demolition of the old building new Jian Kou reclamation mode and modern agricultural industrial park head driven model, pointed out that the policy interpretation and execution of Huating Town, the beautiful countryside construction in practice is not in place, funding issues, personnel issues, democratic participation and lack of cultivation of characteristic industry five major problems. Finally, the construction of the beautiful countryside should enhance policy execution, strengthen financial supervision, guarantee funds, pay attention to talent reserves, enhance the farmers' participation, paying attention to the cultivation of characteristic industry, the innovation of the social management of the six aspects, and further optimize the beautiful countryside construction management, provide a reference for the construction of the beautiful countryside in other areas.
