【摘要】：在中國快速工業(yè)化、城鎮(zhèn)化、人口外流的背景下,農(nóng)村中等收入群體是保持農(nóng)村穩(wěn)定與活力的一股重要力量。他們數(shù)量龐大,不完全"離土離鄉(xiāng)",對現(xiàn)狀較為滿意,并受惠于現(xiàn)有農(nóng)村政策和土地制度,是黨和國家在農(nóng)村的堅定支持者。農(nóng)村中等收入群體在農(nóng)村還發(fā)揮著維系"有主體熟人社會"、釋放"中間價值"、催生"去階層分化"、撬動"高社會性競爭"和推動"半城市化"等功能,確保了農(nóng)村成為中國現(xiàn)代化的"穩(wěn)定器"與"蓄水池"。穩(wěn)定和壯大農(nóng)村中等收入群體,既要增加農(nóng)民收入、減少農(nóng)民開支,又要為農(nóng)民提供兜底式保障。
[Abstract]:In the context of China's rapid industrialization, urbanization and population outflow, the rural middle-income group is an important force to maintain rural stability and vitality. Satisfied with the present situation and benefiting from the existing rural policy and land system, the Party and the state are firm supporters in the rural areas. The rural middle-income groups also play a role in maintaining the "society of acquaintances with the main body" in the rural areas. Release "intermediate value", give birth to "destratification", leverage "high social competition" and promote "semi-urbanization" and so on. It ensures that the countryside becomes the "stabilizer" and "reservoir" of China's modernization. In order to stabilize and strengthen the middle income groups in rural areas, it is necessary to increase farmers' income and reduce their expenditure, and to provide peasants with a bottom-type guarantee.
