【摘要】:湖南省位于我國中部腹地,人口眾多經(jīng)濟發(fā)展卻不均衡,造成這個現(xiàn)象的原因之一便是農(nóng)村勞動力結(jié)構(gòu)不合理,湖南省農(nóng)村勞動力基數(shù)大,其中閑置的勞動力在總?cè)丝谥兴嫉谋壤芨?勞動力利用率的低下嚴重的制約了農(nóng)村經(jīng)濟的發(fā)展,因此如何有效正確的提高農(nóng)村勞動力的利用率,對農(nóng)村經(jīng)濟的發(fā)展起著至關(guān)重要的作用。由于農(nóng)村人口素質(zhì)普遍不高以及人力資本匱乏在就職競爭中的劣勢,使得農(nóng)村勞動力的自發(fā)性勞動就業(yè)的行為取得的成效差,無法對這一個現(xiàn)狀起到很好的改善作用。從現(xiàn)在的農(nóng)村勞動力分布的情況以及其他省份的勞動力改革經(jīng)驗來看,只有合理有序的有針對性的對農(nóng)村勞動力進行轉(zhuǎn)移,并在保證人崗匹配的前提下提高農(nóng)民的就業(yè)率才能夠?qū)r(nóng)村人力資源有一個有效的利用。因此在針對這個現(xiàn)象進行改革政策的制定時,首先要理清農(nóng)村人力資本投資與農(nóng)村勞動力轉(zhuǎn)移之間的關(guān)系,同時加大探索農(nóng)村人力資本投資途徑的力度,制定出一個正確的改革方針,這能對促進農(nóng)村勞動力的轉(zhuǎn)移起到一個理論指導的作用,具有很大的現(xiàn)實意義。農(nóng)村勞動力轉(zhuǎn)移指的是農(nóng)村待業(yè)勞動力的地域性轉(zhuǎn)移或者產(chǎn)業(yè)性轉(zhuǎn)移。地域性轉(zhuǎn)移指的是農(nóng)村勞動力的工作場所由原本所在的農(nóng)村向其他城鎮(zhèn)進行遷移的行為,而產(chǎn)業(yè)性轉(zhuǎn)移是指農(nóng)村勞動力放棄原有的務農(nóng)的工作,轉(zhuǎn)而在其他不同類型的產(chǎn)業(yè)中就職的現(xiàn)象。農(nóng)村勞動力轉(zhuǎn)移包括從事職業(yè)的轉(zhuǎn)變,勞動場所、居住環(huán)境以及生活習慣的變化。帶動農(nóng)村勞動力轉(zhuǎn)移的動力之一便是人力資本投資,它是正規(guī)教育、技能培訓的投資,醫(yī)療衛(wèi)生保障方面的支出以及勞動力遷移過程中產(chǎn)生的必要支出的總和。本文具體對于湖南省人力資本存量與增量的數(shù)據(jù)進行了實證分析,通過分析得出以下結(jié)論:農(nóng)村人力資本投資有利于增加人力資本存量,人力資本存量與農(nóng)村勞動力轉(zhuǎn)移二者之間存在很高的正相關(guān)關(guān)系,農(nóng)村勞動力在轉(zhuǎn)移過程中獲得人力資本投資越高,向城市轉(zhuǎn)移的規(guī)模與速度越快。因此在政策建議上提出以下幾點:加大農(nóng)村人力資本在基礎教育、培訓技能、醫(yī)療衛(wèi)生、遷移方面的投資能夠加快農(nóng)村勞動力的轉(zhuǎn)移。
[Abstract]:Hunan province is located in the hinterland of central China, a large population of economic development is not balanced, one of the reasons for this phenomenon is that the rural labor force structure is not reasonable, a large number of rural labor in Hunan Province, of which the idle labor accounts for the proportion of the total population is very high, the low rate of labor utilization seriously restricted the development of rural economy therefore, how to effectively use the right to improve the rural labor rate, plays a vital role in the development of the rural economy. Because of the quality of the rural population is not high and the lack of human capital in the inaugural competition disadvantage, make rural labor spontaneously employment behavior achievement, not very good improvement on this one situation. From the experience of the rural labor force now distribution as well as other provinces labor reform, only a reasonable and orderly. On the transfer of rural labor force, and in the premise of matching posts under increasing farmers' employment rate can have an effective utilization of human resources in rural areas. Therefore, in the formulation of reform policies aimed at this phenomenon, first of all to clarify the rural human capital investment and the relationship between capital transfer and rural labor. At the same time increase the exploration of rural human capital investment of efforts to develop a correct reform policy, it can to a theoretical guidance role to promote the transfer of rural labor force, has great practical significance. The transfer of rural labor force is the regional rural unemployed labor transfer or transfer of industrial regional transfer. Refers to the rural labor force in the workplace from the original to other towns where the rural migration behavior, and industrial transfer refers to the rural labor force to abandon the original Farming work, office in favor of other types of industry phenomenon. Including the change in occupation of rural labor transfer in the workplace, living environment and living habits change. One of the impetus of the transfer of rural labor force is the human capital investment, it is the formal education, skills training investment, the sum of the necessary expenses on medical treatment health care spending and labor migration in the process. This paper for human capital stock and incremental data of Hunan province by empirical analysis, the conclusions are as following: the rural human capital investment is conducive to the increase of human capital stock, there is a positive correlation between high transfer between human capital and rural labor force two in the process of rural labor transfer, access to human capital investment is high, the scale and speed of the transfer to the city more quickly. So in The following points are put forward in policy recommendations: increasing investment in rural human capital in basic education, training skills, health care and migration can speed up the transfer of rural labor force.
