【摘要】:農(nóng)村宅基地是一種非常重要的土地資源,是農(nóng)民群體出于構(gòu)建住宅目的而合法占據(jù)并使用的土地資源。采用合理的管理模式和技術(shù)手段來(lái)集約利用農(nóng)村宅基地,能夠有效地推動(dòng)中國(guó)當(dāng)代新農(nóng)村的建設(shè)步伐,實(shí)現(xiàn)城鄉(xiāng)統(tǒng)籌化發(fā)展。本文通過(guò)對(duì)湖北省潛江市的土地利用情況展開了相應(yīng)的研究,在調(diào)查基礎(chǔ)上,結(jié)合潛江市土地利用實(shí)情,來(lái)合理構(gòu)建農(nóng)村宅基地集約利用評(píng)價(jià)指標(biāo)體系,就2006—2013七年時(shí)間內(nèi),潛江市農(nóng)村宅基地的集約利用程度展開評(píng)估,并給出相應(yīng)的總和評(píng)價(jià);接著,在此基礎(chǔ)上進(jìn)行原因分析;最后,針對(duì)潛江市農(nóng)村宅基地的評(píng)價(jià)結(jié)果進(jìn)行思考,給出相應(yīng)的解決對(duì)策建議。本文研究過(guò)程中采用的方法有特爾斐法和多因素綜合評(píng)價(jià)法。本文以潛江市農(nóng)村宅基地為評(píng)價(jià)對(duì)象開展宅基地集約利用動(dòng)態(tài)評(píng)價(jià)研究,所得結(jié)論可以為潛江市土地管理部門作出相關(guān)決策提供科學(xué)依據(jù)。另外,這一評(píng)價(jià)研究將有利于促進(jìn)潛江市農(nóng)村宅基地的可持續(xù)利用。本文得出的結(jié)論主要有以下三點(diǎn):(1)在對(duì)潛江市土地利用情況展開調(diào)查分析后,該市的土地利用大體現(xiàn)狀如下:2013年,潛江市農(nóng)村宅基地在整體建設(shè)用地面積中的占比大約為50%;潛江市的村莊主要分布在漁洋鎮(zhèn)、竹根灘鎮(zhèn)以及張金鎮(zhèn),在園林辦事處和廣華辦事處分布較少;2005—2014年潛江市宅基地以及耕地面積增長(zhǎng)迅速,年均變化量分別是141.56公頃和0.65千公頃;2013年潛江市的農(nóng)村人均建設(shè)用地面積為169.68 m2,超過(guò)了150 m2的國(guó)家標(biāo)準(zhǔn)。在對(duì)農(nóng)村宅基地進(jìn)行利用的過(guò)程中,主要存在有以下問(wèn)題:“一戶多宅”現(xiàn)象屢見不鮮,在很大程度上提升了宅基地的閑置率;農(nóng)戶法律政策意識(shí)淡薄;產(chǎn)權(quán)不明晰等。(2)在對(duì)潛江市農(nóng)村宅基地利用情況展開調(diào)查分析后,能夠發(fā)現(xiàn)在2006—2013年間,潛江市宅基地集約利用度的峰值在0.611,由此可以看出該市的宅基地利用程度達(dá)到了相對(duì)集約的狀態(tài)。然而,其歷年宅基地集約利用度大多在0.3到0.4,總體上仍然偏低。并從法律、政府、農(nóng)戶三個(gè)方面進(jìn)行原因分析,原因有:目前實(shí)行的和宅基地相關(guān)的法規(guī)和政策體系不夠完善,可操作程度不高,使得宅基地流轉(zhuǎn)問(wèn)題遇到一定障礙;農(nóng)村地區(qū)建設(shè)規(guī)劃存在有較為嚴(yán)重的不合理現(xiàn)象,地方政府財(cái)政支持力度不足;人口流動(dòng)性大,農(nóng)村經(jīng)濟(jì)發(fā)展增強(qiáng)村民改善生活的愿望以及歷史方面原因。(3)最后,針對(duì)潛江市近年來(lái)宅基地集約利用程度總體偏低的情況,提出的對(duì)策建議有:完善相關(guān)法律政策;明確農(nóng)村宅基地產(chǎn)權(quán)相關(guān)問(wèn)題的解決方法,加強(qiáng)宅基地的流轉(zhuǎn)性;開展村莊規(guī)劃等。
[Abstract]:The rural homestead is one of the most important land resources, farmers groups for residential construction to occupy and use legitimate land resources. By adopting the management mode and reasonable technical means to the intensive use of rural residential land, can effectively promote the pace of construction of Chinese contemporary new rural areas, urban and rural development. In this paper, through the land the situation in Qianjiang city of Hubei province were studied, based on the survey, combining with the real situation of land use in Qianjiang City, to build a reasonable evaluation index system of intensive use of rural residential land, 2006 - 2013 seven years, carry out the evaluation of rural homestead in Qianjiang City, the degree of intensive use, evaluation and the corresponding sum then, on the basis of; cause analysis; finally, according to the evaluation of rural residential land in Qianjiang city were thinking, gives the corresponding suggestions to solve this. This paper studies in the process of comprehensive evaluation of Delphi method and multi factor method. This paper takes Qianjiang rural homestead for the evaluation research of dynamic evaluation of the intensive use of land, the conclusion can make relevant decisions for Qianjiang city land management departments to provide a scientific basis. In addition, this research will be conducive to the promotion of sustainable utilization evaluation the rural homestead in Qianjiang. The main conclusions in this paper are the following three points: (1) in the investigation analysis of the situation of land use in Qianjiang City, as the city's land use general situation: in 2013, Qianjiang rural homestead in the overall construction land accounted for about 50%; Qianjiang city the village is mainly distributed in Yuyang Town, Zhugentan Town, Zhang Jin Zhen, less distribution in the garden office and Guanghua office; 2005 - 2014 Qianjiang city residential land and cultivated land area increased Long fast, the annual variation of volume are 141.56 hectares and 650 hectares; per capita rural construction of Qianjiang city in 2013 the land area of 169.68 m2, exceeding the national standard of 150 m2. In the process of rural residential land use, mainly has the following problems: "It is often seen. more than one house" phenomenon in large extent to enhance the homestead idle rate of farmers; legal policy consciousness; property right is not clear. (2) the investigation on the analysis of Qianjiang rural residential land use, can be found in 2006 - 2013 years, Qianjiang city land intensive use of the peak in 0.611, which can be seen in the city land use degree reached a relatively intensive state. However, the previous land intensive utilization degree mostly in 0.3 to 0.4, the overall is still low. And from the three aspects of law, government, farmers analyzes the reasons and reasons A: and land related laws and regulations and the policy system currently in place is not perfect, the operational level is not high, the homestead circulation problems encountered some obstacles; construction planning in rural areas there are unreasonable phenomenon is more serious, the local government financial support is insufficient; population mobility, enhance rural economic development to improve the lives of villagers the desire and historical reasons. (3) finally, in recent years in Qianjiang city land intensive utilization degree is low overall situation, the suggestions are: to improve the relevant laws and policies; clear solution to the rural homestead property rights related issues, strengthen the circulation of homestead; carry out village planning.
