【摘要】：農(nóng)民問題一直是國家政府與社會各界普遍關(guān)注的問題,農(nóng)民長期生活在社會的較低層,生活環(huán)境較為不發(fā)達,信息與交通閉塞。農(nóng)民分化是農(nóng)村變化中的一個很明顯的表現(xiàn),農(nóng)民分化問題在建設(shè)新農(nóng)村舉措提出以及惠民政策出臺以后漸漸得到廣泛的關(guān)注。農(nóng)民分化的因素有很多,比如說農(nóng)業(yè)生產(chǎn)受到天氣的影響,具有一定的季節(jié)性,在農(nóng)業(yè)生產(chǎn)過程中農(nóng)戶創(chuàng)新并使用了較為先進的現(xiàn)代的科學(xué)技術(shù),新四化的加速與市場改革等都是影響因素。農(nóng)民的分化帶來了農(nóng)戶的分化。社會經(jīng)濟發(fā)展的景氣程度、富余的農(nóng)戶勞動力轉(zhuǎn)移出去務(wù)工所居住的環(huán)境等,都將決定分化后的農(nóng)戶是愿意從事農(nóng)業(yè)生產(chǎn)亦或是希望從事非農(nóng)業(yè)生產(chǎn),加之又受到土地改革制度與戶籍制度的制約,并且不同區(qū)域的農(nóng)民分化狀況也多有不同,因此,大部分的農(nóng)戶分化還是不夠穩(wěn)定的,并且農(nóng)戶的分化同樣也是不徹底、不均衡的。目前各學(xué)術(shù)界對農(nóng)民分化問題的研究頗多,側(cè)重點多有不同,研究的多涉及農(nóng)業(yè)變遷、勞動力轉(zhuǎn)移、農(nóng)地流轉(zhuǎn)等問題,對于在農(nóng)民分化之后,比較分析農(nóng)戶農(nóng)業(yè)生產(chǎn)行為差異性研究的方面還未曾有過深入的涉及。在此背景之下,通過實地調(diào)研考察975戶貧困農(nóng)戶的境況,根據(jù)農(nóng)業(yè)總收入的占比情況將其劃分為農(nóng)業(yè)戶、農(nóng)業(yè)兼業(yè)戶、非農(nóng)業(yè)兼業(yè)戶、非農(nóng)業(yè)戶這四種類型,對農(nóng)戶的農(nóng)業(yè)生產(chǎn)行為的影響因素進行分析,通過構(gòu)建柯布道格拉斯生產(chǎn)函數(shù)逐步回歸分析影響農(nóng)業(yè)總產(chǎn)值的因素,對比分析分化后的農(nóng)戶之間農(nóng)業(yè)生產(chǎn)行為的差異,優(yōu)化農(nóng)戶的生產(chǎn)行為,為制定扶貧政策指明方向,提升扶貧效率,以達到使貧困農(nóng)戶擺脫貧苦、促進貧困地區(qū)發(fā)展的“雙贏”目的。
[Abstract]:The farmer problem has been the national government and the social all walks of life universal concern question, the farmer lives in the society lower level for a long time, the living environment is relatively undeveloped. Information and traffic block. Farmer differentiation is a very obvious manifestation of rural change. The problem of farmers' differentiation has been paid more and more attention since the construction of new countryside and the policy of benefiting the people. There are many factors of farmers' differentiation, for example, the agricultural production is affected by the weather. With a certain seasonal, farmers in the agricultural production process of innovation and use of more advanced modern science and technology. The acceleration of the new four modernizations and market reform are all influential factors. The differentiation of farmers has brought about the division of farmers, the prosperity of social and economic development, and the environment in which surplus farmers' labor force is transferred out to work. Will determine whether the divided farmers are willing to engage in agricultural production or want to engage in non-agricultural production, coupled with the land reform system and household registration system constraints. And the differentiation of farmers in different regions is also different, therefore, most of the differentiation of farmers is not stable, and the differentiation of farmers is also incomplete. At present, there are many researches on the differentiation of farmers in various academic circles, with different emphases. Most of the studies are related to the changes of agriculture, the transfer of labor force, the transfer of agricultural land, and so on, after the differentiation of farmers. Comparative analysis of the differences in agricultural production behavior of farmers has not been deeply involved. In this context, through field research to investigate the situation of 975 poor farmers. According to the proportion of total agricultural income, it is divided into four types: agricultural households, agricultural and business households, non-agricultural households, non-agricultural households, to analyze the factors affecting farmers' agricultural production behavior. Through the construction of Cobb Douglas production function stepwise regression analysis of the factors that affect the total output value of agriculture, the difference of agricultural production behavior among the differentiated farmers is analyzed, and the production behavior of the farmers is optimized. This paper points out the direction of the policy of poverty alleviation and promotes the efficiency of poverty alleviation so as to make the poor farmers get rid of the poverty and promote the development of the poor areas.
