【摘要】：近年來,隨著中國經(jīng)濟的快速發(fā)展,中國的經(jīng)濟進入了“新常態(tài)”階段,另外,各二三四級城市的經(jīng)濟正處于以結構調(diào)整為主要內(nèi)容的穩(wěn)步發(fā)展階段,在這樣的背景下,農(nóng)村外出的勞動力回流的現(xiàn)象越來越普遍。為了能夠很好的安置這些回流勞動力,政府部門采取了大量的措施,來保障這些農(nóng)村外出回流勞動力的就業(yè)率。但是在實施的過程中,還是出現(xiàn)了較多的問題,單單解決表面的就業(yè)工作是不夠的,這樣只能治標不治本,我們需要對勞動力的回流原因及其回流特征作出比較深入的分析與研究。為此,筆者以我的家鄉(xiāng)卓資縣為例,深入到基層進行了走訪調(diào)查,收集數(shù)據(jù),同時還查閱了相關的大量資料,對卓資縣農(nóng)村外出勞動力回流的政府對策進行了一定的研究。本文首先是對農(nóng)村外出勞動力回流的政府對策研究的目的和意義作了一些闡述；進而查閱了有關勞動力回流的國內(nèi)外專家學者的研究文獻,了解其相關的研究進展：然后闡述了卓資縣農(nóng)村外出勞動力的回流現(xiàn)狀,卓資縣的概況,以及卓資縣回流人口的一些特征；接著對于卓資縣農(nóng)村外出勞動力回流的原因作出了深入的分析,有政府政策上的宏觀原因,企業(yè)所處經(jīng)濟市場的原因,以及農(nóng)村勞動力自身的原因等；接下來分析政府在引導農(nóng)村外出勞動力回流就業(yè)的現(xiàn)狀、問題及原因,認為政府部門不僅僅是要解決就業(yè)問題,還要完善其社會保險制度,加大對文化教育以及繼續(xù)教育的投入力度,依靠卓資縣特有的地理資源,大力發(fā)展旅游等第三服務行業(yè),以及打造有卓資縣自身特色的產(chǎn)業(yè)等；最后部分筆者根據(jù)以上的研究成果,作出了一些總結,針對改善當?shù)剞r(nóng)村外出回流勞動力的就業(yè)提出了具有可操作性的措施建議,例如完善卓資縣的社會保障制度,鼓勵卓資縣人民回鄉(xiāng)創(chuàng)業(yè)創(chuàng)新,建立健全保障卓資縣外出勞動力合法權益的法律法規(guī)等方面內(nèi)容。
[Abstract]:In recent years, with the rapid development of China's economy, China's economy has entered the "new normal" stage, in addition, the economy of each city of 234 is in the stage of steady development with structural adjustment as the main content. In this context, the phenomenon of rural labor reflux is becoming more and more common. In order to be able to resettle these workers, the government has taken a large number of measures. But in the implementation of the process, there are still more problems, only to solve the surface of the employment work is not enough, so can only deal with the symptoms and not the root cause. We need to make a more in-depth analysis and research on the reasons and characteristics of labor reflux. For this reason, the author took my hometown Zhuozi County as an example, went deep to the grass-roots level to conduct a survey and collect data. A great deal of relevant information was also consulted. This paper makes a certain study on the government countermeasures of the return of rural migrant labor force in Zhuozi County. Firstly, this paper expounds the purpose and significance of the research on the government countermeasures of the return of rural migrant labor force; And then consulted the domestic and foreign experts and scholars about the return of labor force literature, to understand its related research progress: then elaborated Zhuozi County rural migrant labor return status quo, Zhuozi County general situation. And some characteristics of returning population in Zhuozi County; Then it makes a deep analysis of the reasons for the return of rural migrant labor in Zhuozi County, including the macro reasons of government policy, the reasons of the economic market in which the enterprises are located, and the reasons of the rural labor force itself. Next, the paper analyzes the current situation, problems and reasons of the government in guiding the rural labor force to return to employment, and thinks that the government should not only solve the employment problem, but also improve its social insurance system. Increase the investment in cultural education and continuing education, rely on the unique geographical resources of Zhuozi County, vigorously develop tourism and other third service industries, as well as create Zhuozi County's own characteristics of the industry; The last part of the author based on the above research results, made some conclusions, to improve the employment of local rural migrant workers put forward operational measures. For example, we should perfect the social security system of Zhuozi County, encourage the people in Zhuozi County to return to their hometown to start a new business, and establish and improve laws and regulations to protect the legal rights and interests of the migrant labor force in Zhuozi County, and so on.
