【摘要】:馬克思地租理論揭示了資本主義生產(chǎn)方式下農(nóng)業(yè)地租的分配規(guī)律,對存在土地所有權(quán)的社會主義社會具有重要指導(dǎo)意義。當(dāng)前,農(nóng)地流轉(zhuǎn)將我國農(nóng)村改革推向縱深層次,是農(nóng)民在實踐中探索出來的致富道路,是實現(xiàn)農(nóng)業(yè)現(xiàn)代化的必由之路。農(nóng)地流轉(zhuǎn)的推行給農(nóng)民、農(nóng)業(yè)、農(nóng)村帶來了巨大的變化。促使農(nóng)村土地制度發(fā)生重大變革,土地權(quán)利結(jié)構(gòu)從"兩權(quán)分置"走向"三權(quán)分置";農(nóng)地流轉(zhuǎn)盤活了農(nóng)村資源,實現(xiàn)農(nóng)村資源變資本,資金變股金,農(nóng)民變股民的三大巨變;農(nóng)地流轉(zhuǎn)改變了我國農(nóng)村以往的利益分配結(jié)構(gòu),農(nóng)民成為土地利益的最大受益者。但由于農(nóng)民的權(quán)利受限,導(dǎo)致農(nóng)民利益主體的權(quán)益受損,農(nóng)民利益邊緣化。因此,只有形成完善的農(nóng)村土地制度、農(nóng)地流轉(zhuǎn)機制、農(nóng)村利益分配機制,才能進一步規(guī)范農(nóng)地流轉(zhuǎn)利益分配,推動農(nóng)村改革有序進行。本文研究分為四個部分進行:第一部分,馬克思地租理論的相關(guān)內(nèi)容。主要闡述地租產(chǎn)生的條件和地租的主要形式,認(rèn)識地租的本質(zhì)和地租分配的規(guī)律,并在此基礎(chǔ)上闡明馬克思地租理論指導(dǎo)我國農(nóng)地流轉(zhuǎn)利益分配、農(nóng)業(yè)現(xiàn)代化發(fā)展、農(nóng)村土地制度改革的現(xiàn)實意義。第二部分,我國農(nóng)地流轉(zhuǎn)背景下農(nóng)業(yè)地租的產(chǎn)生。結(jié)合馬克思地租理論論述我國農(nóng)業(yè)地租存在的條件。集體所有權(quán)的存在是我國農(nóng)業(yè)地租存在的歷史前提;市場經(jīng)濟的存在為我國農(nóng)業(yè)地租的產(chǎn)生提供生產(chǎn)方式前提;農(nóng)地流轉(zhuǎn)實現(xiàn)土地承包權(quán)和經(jīng)營權(quán)的分離,為農(nóng)業(yè)地租的產(chǎn)生提供必要條件。第三部分,我國農(nóng)業(yè)地租分配存在的問題及其原因。農(nóng)地流轉(zhuǎn)改變了我國傳統(tǒng)利益分配機制,使農(nóng)民在利益分配結(jié)構(gòu)中處于利益主導(dǎo)地位。但由于土地承包經(jīng)營權(quán)的不完全性、集體產(chǎn)權(quán)主體的缺失等原因,導(dǎo)致農(nóng)民利益主體權(quán)益受限,農(nóng)民利益受損,趨向邊緣化。第四部分,對解決農(nóng)地流轉(zhuǎn)存在問題的思考和建議。以馬克思地租理論為指導(dǎo),結(jié)合我國實際情況,從完善農(nóng)村土地制度、完善農(nóng)地流轉(zhuǎn)機制、完善利益分配機制三個方面做出努力,解決問題?傊,用馬克思地租理論指導(dǎo)我國農(nóng)地流轉(zhuǎn)利益的分配,是馬克思主義政治經(jīng)濟學(xué)在實踐中的運用和發(fā)展,既有助于解決現(xiàn)實問題又充實了中國特色社會主義政治經(jīng)濟學(xué)的理論內(nèi)容,既體現(xiàn)中國元素,又具時代特征。
[Abstract]:The Marx land rent theory reveals the distribution of agricultural land rent under the capitalist mode of production, has an important guiding significance for the existence of land ownership in socialist society. At present, the farmland will be China's rural reform to the deep level, is the road to riches from farmers to explore in practice, is the only way which must be passed to realize agricultural modernization. The implementation of land transfer to farmers, agriculture, great changes have brought the countryside. To promote rural land system change, land rights structure from the "two rights separation" to "Three Rights Separation"; revitalize the rural land circulation of resources, realize the rural resources capital, fund shares, three big changes in farmers change investors; the circulation of farmland change the structure of the distribution of benefits the rural areas of China, farmers become the biggest beneficiary of land interests. But because of the limitation of the rights of farmers, farmers' interests lead to the rights and interests of the subjects Damage to the interests of farmers marginalized. Therefore, only the formation of perfect rural land system, rural land transfer mechanism, interest distribution mechanism, to further standardize the distribution of benefits of farmland transfer, promote rural reform in an orderly manner. This thesis is divided into four parts: the first part, the related contents of Marx's land rent theory. The main form mainly expounds the conditions the rent and rent, rent rent allocation essence and understanding of law, and to clarify the basis of Marx's theory of land rent to guide rural land circulation distribution of interests, the development of agricultural modernization, the real significance of the rural land system reform. The second part, agricultural land rent in China under the background of farmland circulation. Combined with the Marx land rent theory our agricultural rent conditions. The collective ownership is the historical premise of the existence of China's agricultural land rent; the existence of market economy The premise for China's agricultural land rent the mode of production; land transfer land contract and management rights are separated, which provide the necessary conditions for agricultural land. In the third part, the problems and reasons of China's agricultural land rent distribution. The circulation of farmland has changed our traditional interest distribution mechanism, so that the farmers in the interests of the dominant position in the interest distribution structure. But due to the incompleteness of land management rights, collective property rights lack of other reasons, resulting in the interests of farmers rights restriction, damaged the interests of farmers, marginalized. The fourth part, the thoughts and suggestions to solve the existing problems of rural land circulation. The Marx land rent theory, combined with the the actual situation in our country, the improvement of the rural land system, improve the land transfer mechanism, three aspects of improving profit distribution mechanism to make efforts to solve the problem. In a word, with the Marx land rent Theory guiding the distribution of interests in the transfer of agricultural land is the application and development of Marx's political economics in practice. It helps to solve practical problems and enrich the theoretical content of the political economics of socialism with Chinese characteristics. It not only embodies Chinese elements, but also has the characteristics of the times.
