【摘要】：社會(huì)主義經(jīng)濟(jì)體制的發(fā)展與完善,對(duì)農(nóng)業(yè)產(chǎn)生了極大的影響,最為突出的就是實(shí)現(xiàn)了從傳統(tǒng)農(nóng)業(yè)向現(xiàn)代農(nóng)業(yè)的快速邁進(jìn),現(xiàn)代農(nóng)業(yè)追求的是低成本、高回報(bào),實(shí)現(xiàn)效益的最大化,這對(duì)我國(guó)基層農(nóng)業(yè)技術(shù)推廣體系提出了更高的要求。本論文通過(guò)對(duì)農(nóng)業(yè)科技推廣體系的理論內(nèi)容梳理,獲得了較為新穎、系統(tǒng)的農(nóng)業(yè)科技推廣理論知識(shí)。同時(shí)以南寧市基層農(nóng)業(yè)技術(shù)推廣體系為研究對(duì)象,通過(guò)大量實(shí)證調(diào)查、統(tǒng)計(jì)分析等,在借鑒發(fā)達(dá)國(guó)家成功經(jīng)驗(yàn)的基礎(chǔ)上,審視南寧市基層農(nóng)業(yè)科技推廣體系現(xiàn)狀,反思南寧市基層農(nóng)業(yè)推廣體系存在的主要問(wèn)題及原因,主要從體制、農(nóng)技員素質(zhì)、資金投入以及政府主導(dǎo)等方面分析其不足。本文以南寧市基層農(nóng)業(yè)技術(shù)推廣體系為研究樣本,通過(guò)調(diào)研分析,探討南寧市基層農(nóng)業(yè)技術(shù)推廣體系的組織構(gòu)成、人員數(shù)質(zhì)量、新科技運(yùn)用以及制約農(nóng)業(yè)技術(shù)推廣的因素。圍繞新時(shí)期南寧市基層農(nóng)技推廣體系改革,著眼于提高基層農(nóng)技推廣體系效能,提出了完善基層農(nóng)技推廣體系的創(chuàng)新機(jī)制。經(jīng)過(guò)辨證分析存在的問(wèn)題,進(jìn)一步尋求解決推廣體系問(wèn)題的對(duì)策,解決對(duì)策主要有優(yōu)化體制、加大投入、加強(qiáng)教研結(jié)合和樹(shù)立新觀念等等。農(nóng)業(yè)科技推廣是傳播農(nóng)業(yè)科技的過(guò)程,通過(guò)農(nóng)業(yè)科技推廣可以促進(jìn)農(nóng)業(yè)增產(chǎn)、增效,提高農(nóng)企及農(nóng)民的經(jīng)濟(jì)收入,也可提高農(nóng)民科技素質(zhì)。與此同時(shí),對(duì)南寧基層農(nóng)業(yè)科技推廣體系的探究,有助于讓人們知曉科技推廣是推動(dòng)農(nóng)業(yè)發(fā)展的動(dòng)力,凸顯農(nóng)業(yè)科技在推動(dòng)農(nóng)業(yè)快速發(fā)展中的地位,有助于進(jìn)一步完善南寧市基層農(nóng)業(yè)科技推廣體系,有效解決廣西乃至全國(guó)“三農(nóng)”問(wèn)題的研究和解決。
[Abstract]:The development and perfection of the socialist economic system have a great impact on agriculture, the most prominent is to realize the rapid progress from traditional agriculture to modern agriculture, which pursues low cost and high return. The realization of maximum benefit, which put forward higher requirements for the grass-roots agricultural technology extension system. This paper through the theoretical content of agricultural science and technology extension system combing, obtained a relatively novel. System of agricultural science and technology extension theory knowledge. At the same time, Nanning grass-roots agricultural technology extension system as the research object, through a large number of empirical investigation, statistical analysis, on the basis of the successful experience of developed countries. This paper examines the present situation of agricultural science and technology extension system at the grass-roots level in Nanning, and reflects on the main problems and causes of the agricultural extension system at the grass-roots level in Nanning, mainly from the system and the quality of agricultural technicians. This paper takes the basic agricultural technology extension system of Nanning as the research sample, through investigation and analysis, discusses the organizational structure of the basic level agricultural technology extension system in Nanning. The quality of personnel, the application of new science and technology and the factors restricting the extension of agricultural technology. Focusing on the reform of the grass-roots agro-technical extension system in Nanning in the new period, we should focus on improving the effectiveness of the grass-roots agro-technical extension system. Through dialectical analysis of the existing problems, further seek to solve the problems of the extension system countermeasures, the main countermeasures to solve the problem is to optimize the system, increase investment. The extension of agricultural science and technology is the process of spreading agricultural science and technology. Agricultural science and technology extension can promote the increase of agricultural production, increase efficiency and increase the economic income of agricultural enterprises and farmers. At the same time, the inquiry into the extension system of agricultural science and technology at the grass-roots level in Nanning will help people to know that science and technology extension is the motive force to promote the development of agriculture. Highlighting the position of agricultural science and technology in promoting the rapid development of agriculture will help to further improve the agricultural science and technology extension system at the grass-roots level in Nanning, and effectively solve the research and solution of the "three rural" problems in Guangxi and even the whole country.
