【摘要】：生豬產(chǎn)業(yè)是安康的傳統(tǒng)優(yōu)勢產(chǎn)業(yè),也是市委市政府持續(xù)推進(jìn)的一項(xiàng)農(nóng)村主導(dǎo)產(chǎn)業(yè).通過20多年來的努力,已初步完成了由傳統(tǒng)養(yǎng)殖向規(guī)模養(yǎng)殖、由食用型養(yǎng)殖向經(jīng)營性養(yǎng)殖的戰(zhàn)略性轉(zhuǎn)移,成為全市農(nóng)村經(jīng)濟(jì)和農(nóng)民增收的首位產(chǎn)業(yè),生豬飼養(yǎng)量和出欄量繼續(xù)穩(wěn)居全省第二位,其中規(guī)模養(yǎng)殖居全省第一位。當(dāng)前安康市生豬產(chǎn)業(yè)發(fā)展已步入轉(zhuǎn)型升級的關(guān)鍵期和加速期,本文對安康生豬產(chǎn)業(yè)發(fā)展歷程的總結(jié),調(diào)研分析安康市生豬產(chǎn)業(yè)發(fā)展的外部條件及內(nèi)部因素,得出生豬產(chǎn)業(yè)發(fā)展的機(jī)遇與威脅,優(yōu)勢與劣勢,得出安康市生豬產(chǎn)業(yè)發(fā)展的策略。安康市生豬產(chǎn)業(yè)發(fā)展環(huán)境分析是發(fā)展策略制定的依據(jù)。該部分從涵蓋宏觀、中觀與微觀的外部條件和內(nèi)部組織體系建設(shè)、政策技術(shù)保障、生產(chǎn)鏈延伸及發(fā)展模式分析,得出安康市生豬發(fā)展產(chǎn)業(yè)一方面面臨市場風(fēng)險(xiǎn)加劇、飼料及勞動力成本高、疫病風(fēng)險(xiǎn)依然存在、資金緊、人員緊、環(huán)境日趨約束的局面,但在市委、市政府及各相關(guān)部門齊抓共管的局面之下,加大項(xiàng)目資金支持、技術(shù)引進(jìn)、提高從業(yè)人員素質(zhì),大力推廣“陽晨模式”和“石泉明星模式”,借助富硒資源優(yōu)勢,正在實(shí)現(xiàn)產(chǎn)業(yè)轉(zhuǎn)型和跨越期。在這個(gè)特殊時(shí)期需要我們理順?biāo)悸?探索發(fā)展新路徑,對產(chǎn)業(yè)體系的提質(zhì)增效、發(fā)展模式的探索創(chuàng)新、產(chǎn)業(yè)鏈的縱向延伸、技術(shù)資金優(yōu)厚的保障都應(yīng)是生豬產(chǎn)業(yè)發(fā)展的要義。生豬產(chǎn)業(yè)發(fā)展策略的制定按照“規(guī)模、特色、安全、生態(tài)、增效”的總體思路,從加快升級產(chǎn)業(yè)布局,促進(jìn)可持續(xù)發(fā)展;升級規(guī)模養(yǎng)殖,確保生態(tài)循環(huán)和提質(zhì)增效;升級發(fā)展模式的升級,保證龍頭引領(lǐng)和三產(chǎn)融合;升級安全防控,保障產(chǎn)業(yè)健康發(fā)展;升級產(chǎn)業(yè)鏈條,提升品牌知名度和市場競爭力;加強(qiáng)行政推動,提升政策支持效能方面提供解決問題的思路。
[Abstract]:The pig industry is the well-being of the traditional industries, but also continue to promote a rural municipal government leading industry. This special period we need to straighten out the idea, explore the new development path, the industrial system of quality and efficiency, to explore innovative development model, the vertical extension of industrial chain, technology funds guarantee should be generous Is the essence of the development of the pig industry. The development strategy of pig industry in accordance with the "scale, characteristics, safety, ecology, the general idea of efficiency", from speeding up the upgrading of the industrial layout, promoting sustainable development; upgrading scale farming, to ensure the ecological cycle and quality and efficiency upgrade; development model upgrade, ensure the leading and three production integration; upgrade security, to ensure the healthy development of the industry; the upgrading of the industrial chain, enhance brand awareness and market competitiveness; to strengthen the administrative promotion, provide ideas to solve the problem to enhance policy support efficiency.
